People in Russian-occupied Oleshky, a town in southern Ukraine, are running out of food and medicine and have no way out, a local resident told RBC-Ukraine. Ukraine's human rights ombudsman told the outlet that civilians there are dying of hunger every day.

The part of Kherson Oblast across the Dnipro River has been under Russian occupation since 2022, with civilians facing food and medicine shortages and restrictions on leaving. The UN Human Rights Monitoring Mission in Ukraine has documented deteriorating conditions in Oleshky and neighboring Hola Prystan. There has been no practical breakthrough toward an organized evacuation, though 358 people who need help to leave Oleshky and nearby settlements have been verified. About 2,000 people remain in Oleshky, Kherson Oblast head Oleksandr Prokudin estimated.

The resident, who spoke anonymously, said food is extremely scarce, and residents are waiting for a humanitarian corridor to leave. The local market offers mostly vegetables and fruit, such as tomatoes, cucumbers, zucchini, pears, and apples. Russia made its ruble the only legal currency in occupied Kherson Oblast from 1 January 2023, pushing out the Ukrainian hryvnia. Prices at the market start at 500 rubles (about $6), and "if you're lucky, 10 eggs can be bought for 3,000 rubles" (about $36), the resident said. That is about $3.60 an egg, nearly 20 times the US average of about $0.19, or $2.27 a dozen in August, US government data show.

Russian troops enter homes and threaten starving Oleshky residents for food and alcohol, officials say

Ukraine's human rights ombudsman, Dmytro Lubinets, told RBC-Ukraine that civilians in the occupied area were dying every day.

"There is a humanitarian catastrophe there. Ukrainian civilians die there every day because they lack even basic food and water. There have been no medicines there for a long time. According to our information, there is simply hunger there," he said.

Practically no medicines

The resident said there were practically no medicines available. Expired drugs were being sold at about 100 rubles (about $1.20) a pill. His father has Parkinson's syndrome and has been concussed twice. The resident said he was forced to reduce his father's dose by 25% so the supply would last at least until the new year.

The resident's apartment had burned down, and his house remained damaged. His family had made the house livable and was living there, he said. His wife had lost more than 40 kilograms while the family relied on vegetables and fruit.

Beyond Oleshky: villages with no transport or aid

Four villages in the Hola Prystan community—Kokhany, Kardashynka, Velyka Kardashynka, and Mala Kardashynka—are effectively blocked, according to the Skhid-SOS fund. The fund told RBC-Ukraine that no transport reaches the villages and no humanitarian aid has been delivered for a prolonged period, although it is difficult to get more information from the villages. Residents are forced to walk or cycle to other settlements to find food, despite the risks of mines and drone strikes.

Civilians used as a buffer

Lubinets also said Russian troops were using civilians as a buffer and as protection against the Ukrainian military, RBC-Ukraine reported. Because Ukrainian citizens remain in Oleshky, Ukraine cannot conduct active combat operations there, he said—which, in his view, allows Russia to hold civilians effectively as hostages on the front line.

Food arrives by drone, but how much reaches residents is unclear

Ukraine has delivered food to Oleshky by drone since March, Prokudin said. Nearly 400 parcels weighing almost 4 tons reached their drop-off points on the night of 4 October, Interior Minister Ivan Vyhivskyi said. How much of the food stays with residents is unclear. Prokudin has said Russian forces shoot down supply drones, confiscate or resell the packages, and detain and beat residents who receive them.

After a previous delivery, Tetiana Hasanenko, head of the Oleshky City Military Administration, said that Russian troops take drone-dropped food and accuse those who receive it of cooperating with Ukraine, and that some residents got several packages while others got none.

Warehouses, a home-improvement store, a farm: Russia’s strikes aimed past the grid at Ukraine’s civilian economy

Russian drones hit Ukraine's power grid, warehouses, a food warehouse, a home-improvement store, and a farm overnight on 9 October, Ukrainian officials and emergency services reported. The strikes triggered emergency power cuts in Kyiv and other regions and killed at least three people across the country.

As Russia continues its daily terror attacks, it has likely begun its winter strike campaign early, aiming to make civilian life in Ukraine unbearable, ISW assessed. Those strikes now reach beyond the grid to the businesses that store and sell goods, adding to damage Ukraine's Economy Ministry expects to reach up to $10 billion this year.

Power cut in Kyiv and other regions

Russia launched 136 drones overnight, 93 of them jet-powered, Ukraine's Air Force said. Air defenses downed or suppressed 114. Drones hit eight locations, and debris fell at seven more.

DTEK, Ukraine's largest private energy company, introduced emergency power cuts on Kyiv's right bank and in the Bucha and Vyshhorod districts on the grid operator's orders. Ukrenergo, the national grid operator, imposed emergency outages in some regions, citing the strain Russian attacks put on the system. Planned schedules were suspended there. Hourly cuts across parts of Ukraine had already been set for the whole day.

The cuts came a day after a Russian strike knocked out several grid elements supplying Kyiv, leaving many consumers without power. Russia has sharply stepped up attacks on Ukraine's energy system in recent weeks, deliberately targeting power lines and transformers, Ukraine's Energy Ministry said.

Warehouses and a store

In the Bucha district of Kyiv Oblast, Russia hit warehouses and injured three people, Ukraine's State Emergency Service said. One was hospitalized. Rescuers were searching for a woman who may be under the rubble.

In Odesa, a strike damaged the roof of a warehouse storing food and started a fire, the region's emergency service reported. In the south of the oblast, Russia damaged buildings at holiday resorts and destroyed a café.

Near Chernihiv, Russia hit a site just outside the city after 03:00, the city council said. A Suspilne correspondent at the scene reported that a drone hit the Epicenter store, part of a large Ukrainian home-improvement chain. Russian forces also struck a farm in the Kulykivka community. No one was hurt in Chernihiv Oblast.

Russia has already destroyed more than two-fifths of Ukraine's modern warehouse space.

Three killed overnight

In Zaporizhzhia, Russia struck near an apartment building, killing a man, the Zaporizhzhia Oblast administration said. The number of injured rose to nine, including a 14-year-old girl, regional prosecutors said. One strike landed near an after-school education center.

In Ivano-Frankivsk, falling drone debris started a fire, and a man born in 1959 was killed, Ivano-Frankivsk Oblast head Svitlana Onyshchuk said.

In Shyroka Balka, Kherson Oblast, a Russian drone dropped explosives on a house at about 06:20, killing a 74-year-old woman and injuring a 68-year-old man, regional prosecutors reported.

Russia injured three women in a Kharkiv suburb, Kharkiv Oblast head Oleh Syniehubov said. In the Nikopol district, a 24-year-old woman was injured, Dnipropetrovsk Oblast head Oleksandr Hanzha said.

Poland scrambled military aircraft as Russia struck targets in western Ukraine, its Operational Command said.

The past day's toll

Over the past 24 hours, Russia killed two people and injured 18 in Zaporizhzhia and the Zaporizhzhia district, regional council head Ivan Fedorov said. In Sumy Oblast, one man was killed and 14 people were injured, including two 12-year-old boys, the regional administration reported.

In Kherson Oblast, four people were injured, including a child, Kherson Oblast head Oleksandr Prokudin said. In Mykolaiv Oblast, a Russian drone injured two children aged three months and one year, acting oblast head Heorhii Reshetilov said. Three people were injured in Kharkiv Oblast, Syniehubov reported.

In Donetsk Oblast, Russia killed 35 people and injured 25 on 8 October, Donetsk Oblast head Vadym Filashkin said. Thirty-two of them died in Kramatorsk, most in a Russian bomb strike on two passenger buses.

First ton-scale drone lifeline: Ukraine flies 4 more tons of aid into a starving Russian-occupied town of Oleshky

Ukrainian drone delivering aid to occupied Oleshky on the night of 4 October

Nearly 400 parcels containing food, medicine, and children's kits were delivered to occupied Oleshky on the night of 4 October, weighing almost 4 tons in total, Interior Minister Ivan Vyhivskyi said. All the parcels reached their destinations, he added.

The operation was the second ton-scale drone delivery into the blockaded occupied town in a week. Ukrainian drone deliveries to Oleshky have run regularly since March, and on 27 September Ukrainian forces flew about 4,000 kg of food to 100 locations across the town.

What happens to the parcels after they land

Delivery does not mean the aid stays with the people it was meant for. Kherson Oblast head Oleksandr Prokudin said Russian forces shoot down drones carrying food and take supplies from residents. He also said Russian forces detain and use violence against people who receive the aid.

Prokudin also said Russian forces take food intended for children and sell it, according to Radio Svoboda. Tetiana Hasanenko, head of the Oleshky City Military Administration, said Russian troops question residents about where the food came from and treat receiving Ukrainian aid as cooperation with Ukraine.

Monitors describe a blockade, and the Kremlin blames Ukraine

About 2,000 people remain in Oleshky, including nearly 50 children, Prokudin said. In June, Danielle Bell, head of the UN Human Rights Monitoring Mission in Ukraine, said that food could not get into Oleshky and that sick and injured people were not receiving the medical assistance they needed. Residents had reported that no shipments had reached the town for nearly a month.

The Institute for the Study of War has described Russia's restrictions on the town as an effective blockade. The Kremlin acknowledged a "genuine humanitarian catastrophe" in Oleshky but blamed Ukraine for it: spokesman Dmitry Peskov claimed to The New York Times that Ukraine was preventing residents from leaving and disrupting supplies of food and water with drones.

The drone crews behind the deliveries

Several Ukrainian units carried out the 4 October delivery. Vyhivskyi named the National Guard's 11th Mykhailo Hrushevskyi Brigade and 34th Kherson Regiment, the 30th Marine Corps, the 34th Separate Marine Brigade Borysfen, and the 79th Border Guard Detachment. The Perun drone crew also rescued six animals from the occupied territory, he said.

What has changed since 2023

Drone aid to Oleshky is not new. In 2023, Ukrainian drone operators dropped water and other supplies to civilians in Oleshky and nearby settlements. What distinguishes the current effort is its repeated, ton-scale deliveries into the occupied town.

The same strike hit a school and nearby homes. Russia kept up its attacks across Ukraine over the following night and day.

Russia continues its terror campaign against Ukrainian civilians, and churches are among its routine targets, from a church its incendiary drone burned to the ground in Donetsk Oblast to one its drone damaged in western Ukraine's Lviv. Its strikes keep landing in city centers where people live, study, and pray, as when a drone hit Kyiv's Academy of Sciences in broad daylight.

The church near the epicenter

Russia struck Sumy with four guided aerial bombs. The blast damaged the Church of Saints Peter and Paul, a national-level architectural monument that stood near the epicenter. The church belongs to the Sumy Diocese of the Ukrainian Orthodox Church (Moscow Patriarchate).

The strike also damaged about 50 graves in the Central City Cemetery beside the church.

"The godless enemy continues to kill civilians, endanger children, and destroy schools, homes, hospitals, churches, and cemeteries," the diocese said.

The same attack hit a school where students were sheltering, and a residential area where two people were killed and six injured, three of them children. In September, Russian strikes on Kyiv also damaged two churches belonging to the same Moscow-linked church, the Exaltation of the Cross on Podil and the Pokrova Church on Priorka.

Another day of Russian strikes

Overnight on 1 October, Russia launched 107 Shahed-type drones at Ukraine, 63 of them jet-powered, the Air Force said. Air defenses downed or suppressed 87, and drones hit 11 locations. In Sumy, a guided bomb hit private homes, injuring two women and damaging about six houses, city military administration head Serhii Kryvosheienko reported. On the morning of 30 September, a Russian strike set a shopping center in Sumy Oblast's Romny district on fire, and crews fought the blaze until late that night, the State Emergency Service said. In Kyiv on the morning of 1 October, a drone hit a school in the Solomianskyi district while children sheltered inside, Mayor Vitali Klitschko said. More than 100 students and about 60 staff were in the shelter, and no one was hurt, police said. A warehouse fire in Kyiv's Obolon district injured one person.

Ukraine brings 14 more children home from Russian-occupied Kherson Oblast. One of them was being forced onto Russia’s military rolls

Fourteen more Ukrainian children have crossed from Russian-occupied Kherson Oblast back onto Ukrainian-held ground, the oblast's military administration said on 29 September. They join a years-long effort to recover children from land Russia seized in 2022, with thousands more still deported or unaccounted for.

Ukrainian authorities say Russia has deported nearly 20,000 children since its 2022 full-scale invasion, and Zelenskyy insists the true figure is far higher. Those taken to Russia are placed in institutions or Russian families and pushed through Russian "re-education" aimed at erasing their Ukrainian identity.

These 14 add to roughly 2,000 children Ukraine has brought back since 2022—a recovery effort still dwarfed by the numbers Russia holds and keeps adding to.

Who made it out

The 14 are four boys and 10 girls, aged 6 to 17, said Oleksandr Prokudin, who heads the administration. Rescuers also brought back one young adult who had been deprived of parental care.

Each case shows what pushed the children toward the return. One 16-year-old boy was being forced onto Russia's military registration rolls under occupation, part of a pipeline that moves teenagers from a Russian passport toward conscription at 18. A 17-year-old girl had sought a Ukrainian education despite the risks and Russian control, Prokudin said. A 10-year-old girl, he added, had longed to come home and did all she could to reach safety.

The running tally

The children left through Bring Kids Back UA, the repatriation program President Volodymyr Zelenskyy launched in 2023, working with the Ukrainian charity Save Ukraine. That brings to 204 the number of children returned from occupied Kherson Oblast since the start of 2026, regional authorities said.

The wider deportation campaign

In 2023, the International Criminal Court in The Hague issued arrest warrants for Russian leader Vladimir Putin and his children's rights commissioner, Maria Lvova-Belova, over the illegal deportation of children from occupied Ukraine to Russia.

Residents who have recently escaped Russian-occupied Oleshky describe being subjected to threats, intimidation, and exploitation by Russian soldiers, according to the head of the Oleshky City Military Administration.

Oleshky is facing severe shortages of food, water, and medicine, with around 1,500 civilians, including up to 50 children, still trapped in the Russian-occupied city with no safe way out.

Tetiana Hasanenko told Ukrinform on September 29 that people escaping the city on foot were severely weakened and had lost up to 15 kilograms. She said those who managed to leave described not only hunger, but also abuse by Russian troops.

“They were really fleeing from hunger and from abuse,” Hasanenko told Ukrinform.

Russian troops threaten residents for food and alcohol

According to Hasanenko, Russian soldiers are entering residents’ homes, taking them over, and forcing the civilians living there to feed them despite having little food themselves.

“They move in and demand that people feed them and give them alcohol,” she said, adding that some of the soldiers appeared to be drug or alcohol users.

She described one family’s account in which a Russian soldier allegedly locked them in a shower while in an apparently intoxicated state and threatened to throw a grenade at them.

Another woman reportedly told Ukrainian officials that a Russian soldier threatened to kill her because the homemade wine she gave him was sour.

“They move in and demand to eat and drink,” Hasanenko said.

Residents face hunger and mines

The accounts come as Oleshky in Ukraine’s Kherson Oblast faces a severe humanitarian crisis. Ukrainian authorities say around 1,500 people remain in the occupied city, including up to 50 children, with residents lacking reliable access to food and water.

Those trying to escape face minefields around the city. Hasanenko said some residents have attempted to leave on foot and that there are people who have failed to return after entering mined areas.

She said one family tried to return because children had been left behind at home but never made it back.

Recent escapees have reportedly lost 10–15 kilograms, with some leaving only after becoming severely weakened by hunger.

Russian troops accused of using civilians as cover

Hasanenko also said Russian soldiers are deliberately living in civilian homes to protect themselves.

By occupying homes and remaining among local residents, she said, Russian troops are effectively using civilians as a “human shield” because they fear for their own safety.

Ukraine has been seeking an organized evacuation of civilians from Oleshky and has said the International Committee of the Red Cross is prepared to participate if Russia agrees to the necessary arrangements. Russia has not confirmed its readiness to allow such an evacuation.

Ukrainian forces carried out one of the largest drone food delivery operations across the Dnipro to occupied Oleshky, dropping about 4,000 kg of supplies provided by partners at 100 locations across the city where people are trapped without food, electricity, or water, Kherson Oblast head Oleksandr Prokudin said on 27 September. Russian forces punish residents who receive aid—shooting down supply drones, confiscating packages, and beating people caught accepting food, he noted.

Oleshky—a city across the Dnipro from liberated Kherson—has been occupied since 2022. Russia sealed off the city in late 2025, and conditions worsened sharply in early 2026 as occupation forces cut off food supplies, prevented evacuation, and left the dead unburied. The drone flights are now the only humanitarian operation reaching the trapped population, making each sortie both a lifeline and a target for Russian forces that treat civilian starvation as a tool of control.

Multiple military units flew food across the Dnipro

Since March, Ukrainian forces have been systematically delivering food to Oleshky by drone in coordination with the 11th National Guard Brigade's Bolharychi unit and the 34th Separate Marine Brigade Borysfen, Prokudin said.

The latest operation expanded the effort: the 30th Marine Corps, the Hrim tactical group, the 34th National Guard Regiment, and the 79th Border Detachment joined alongside the Borysfen brigade and the Bolharychi unit.

"Instead of loud statements, we chose the path of concrete action," Prokudin wrote.

The deliveries fly across the Dnipro and drop food packages at pre-selected locations across the occupied city.

Prokudin said about 2,000 people remain trapped in Oleshky, including nearly 50 children. Ukraine's ombudsman and international monitors have put the figure at up to 6,000, with about 200 children.

Russia shoots down supply drones and beats residents for receiving food

Russian forces try to disrupt the deliveries. Soldiers shoot down drones carrying food, confiscate or resell packages meant for children and elderly residents, and detain people caught receiving humanitarian aid, Prokudin said. Residents are thrown into basements and beaten.

"Deliberate blocking of aid and creation of famine among the civilian population are war crimes with no statute of limitations. Everyone involved in these actions will face inevitable accountability," Prokudin wrote.

Ukraine prepared an evacuation list, secured the ICRC's readiness, and coordinated a ceasefire on its side, but Russia has not confirmed its readiness to open a route, Ukraine's ombudsman said.

Council of Europe Commissioner for Human Rights Michael O'Flaherty warned on 25 September that the humanitarian crisis in Oleshky is deteriorating rapidly. Civilians, including children, are trapped without food, medicines, medical care, running water, or electricity, and reports indicate a high risk of death, he said. Under international humanitarian law, Russia as the occupying power is obliged to provide the population with food and medical supplies, O'Flaherty noted, and called for an immediate local ceasefire, unimpeded humanitarian access, and safe evacuation of civilians.

Oleshky, a Ukrainian city under Russian occupation in Kherson Oblast, is facing a severe humanitarian crisis, with more than 6,000 people, including around 200 children, potentially trapped there, according to Ukrainian Ombudsman Dmytro Lubinets.

Civilians are going without food, drinking water, medicine, and other basic necessities while facing daily shelling and drone attacks, Lubinets said.

The crisis has become so desperate that some residents are trying to escape on their own without waiting for an organized evacuation, crossing mined fields because they see no other way out. They risk being killed by mines or Russian drones, but are attempting to leave because staying in Oleshky has become even more dangerous.

“People need to be saved,” Lubinets said, describing the city as a “death trap.”

Thousands remain trapped

Lubinets said his office has received 176 appeals concerning the humanitarian situation in the temporarily occupied territories of Kherson Oblast and has verified 358 people who urgently need assistance to safely leave the area.

He stressed that these are only people his office has managed to identify. Based on the population of Oleshky and the surrounding area, more than 6,000 people may still remain there, including around 200 children, he said.

The civilians remaining in the city are effectively in a “gray zone,” according to Lubinets. They face daily shelling and drone attacks while lacking food, drinking water, medicine, and other essential assistance.

“The stories make your blood run cold. And so there is only one task — to get our people out of this deadly danger,” Lubinets said.

“There is real hunger there”

Other reporting indicates that the shortages have persisted for months. According to Kherson Regional Military Administration head Oleksandr Prokudin, food deliveries to Oleshky have almost completely stopped, while Russian forces prevent residents from evacuating.

Natalia Soboleva, an Odesa volunteer who tracks the situation in Oleshky, told Espreso that residents are gathering grass and searching through destroyed basements for food.

“There is hunger there, real hunger,” she said.

The blockade has also affected humanitarian efforts. Soboleva said Russian forces attacked humanitarian vehicles attempting to bring food and water into the city. During the latest reported attempt on 1 September, Russian troops shelled four volunteer vehicles.

The crisis in Oleshky has been independently documented by international organizations and media. The UN, Human Rights Watch and the OSCE have all reported severe shortages of food and medical care, dangerous conditions for civilians, and restrictions on humanitarian aid and evacuation.

Russia has not confirmed evacuation, so civilians risk mines to escape

The ombudsman said some people are now trying to leave independently. They are crossing mined areas despite the risk of being killed by a mine or targeted by a drone because they do not see another way to escape.

This desperation has also been documented by Human Rights Watch, which said there is no organized evacuation route from Oleshky and that people attempting to leave face Russian military checkpoints and a dangerous journey through occupied territory.

Lubinets said Ukraine has been pressing for an organized humanitarian evacuation.

Ukraine and Russia had previously reached agreements and established clear procedures for such a mission, he said. Lubinets also secured the International Committee of the Red Cross’ readiness to participate within its mandate.

Ukraine prepared a list of people for evacuation and coordinated with its Security and Defense Forces to establish a ceasefire during the humanitarian mission.

But Russia has not confirmed its readiness to carry out the evacuation, according to Lubinets.

Mined in, starved out, hunted from above—life in the towns Russia demands at the peace table

Months ago, he said, he informed international organizations, including the United Nations and the ICRC headquarters in Geneva, about the critical situation and called for assistance to prevent mass deaths.

Lubinets said his office continues to collect and verify information and coordinate with the ICRC, international organizations and Ukrainian authorities. It is also continuing to press Russia for an urgent evacuation of civilians remaining in Oleshky.

The situation is difficult to independently verify because Oleshky is under Russian occupation and access to the city is severely restricted. But reports of the humanitarian crisis have been corroborated by the UN, Human Rights Watch, the OSCE and other international organizations, as well as Ukrainian and international media.

“There is real hunger there”: Oleshky, occupied town in Ukraine’s Kherson Oblast, turned 942 this week. Behind Russian blockade, its people eat roadside grass

12 septembre 2026 à 14:47

In the occupied town of Oleshky in Kherson Oblast, people are foraging for grass and picking through bombed-out basements for anything to eat, Natalia Soboleva, an Odesa volunteer who tracks the town, says, Espreso reports. The city turned 942 years old this week and marked the day, as it has more than two hundred before it, under a Russian blockade that lets no food in and no one out.

The starvation is engineered. Oleshky, on the Russian-held left bank of the Dnipro, was flooded when Russia blew the Kakhovka dam in 2023 and has been sealed off since late 2025, its roads mined and its aid convoys fired on. In July, OSCE monitors confirmed the blockade, describing a place where the living starve and the dead go unburied.

According to Kherson Regional Administration Head Oleksandr Prokudin, in Oleshky, hundreds of people remain, elderly, children, while food deliveries have all but stopped for months, and Russian forces prohibit the evacuation.

Residents forage through the ruins

Soboleva describes a population reduced to scavenging.

"People walk around gathering grass and cooking whatever they can, going through wrecked basements looking for scraps of food. There is hunger there, real hunger," she said.

Hundreds of abandoned animals are starving, too, and the residents who remain share what little they scavenge with them.

Russia shells the aid convoys

The blockade is enforced with fire. Russian forces attack the humanitarian vehicles that try to bring in food and water, Soboleva said.

The last attempt, on 1 September, ended with Russian troops shelling four volunteer cars. The turn for the worse came around January and February, she said, after a food run from Kopani was hit last summer, killing people and halting deliveries for good.

No corridor lets anyone leave

The one thing that could save the town, its officials and volunteers agree, is a guaranteed humanitarian corridor, and Russia will not grant one.

Volunteers, working with Ukraine's human rights ombudsperson, have twice collected lists of residents who want to leave, and the lists were reportedly cleared with the Russian side, but the occupiers still refused to open a route.

"We have not forgotten Oleshky, or the unspeakable pain the city's residents are living through," Prokudin said, adding that Ukraine keeps pressing to get people out.

At least nine civilians were killed and 81 others injured in Russian attacks across Ukraine over the past 24 hours, regional authorities reported on July 8.

Ukraine's Air Force said Russia launched 54 drones overnight, including Iranian-designed Shahed-type attack drones, and fired four S-300/400 guided missiles.

Air defenses intercepted 34 drones, while another eight were likely used as radar-jamming decoys. Drones struck five locations across the country.

The overnight assault was repelled using aircraft, electronic warfare, mobile fire groups, and missile defense systems, the military said.

In Kharkiv Oblast, one person was killed and 40 others were injured, including three children, as the city of Kharkiv and seven other settlements came under attack, Governor Oleh Syniehubov reported.

Russian strikes on Zaporizhzhia Oblast injured 20 people and damaged at least 64 houses and apartment buildings, Governor Ivan Fedorov said.

In Donetsk Oblast, three civilians were killed — two in Oleksiyevo-Druzhkivka and one in Novotroitske — and 10 more were injured, according to Governor Vadym Filashkin.

In Sumy Oblast, four people were killed and four more injured in Russian strikes, the local administration reported.

One person was killed and four others were injured in Kherson Oblast, where Russian forces hit residential areas and public infrastructure, damaging two apartment buildings and 17 houses, according to Governor Oleksandr Prokudin.

Three people were injured in Dnipropetrovsk Oblast, where Russian troops attacked with first-person-view (FPV) drones, Governor Serhii Lysak said.

The wave of attacks follows Russia's ongoing refusal to accept a ceasefire and comes amid rising use of drone and missile strikes against Ukraine's civilian infrastructure.

At least 12 civilians were killed and 69 others injured in Russian attacks across Ukraine over the past 24 hours, regional authorities reported on July 7.

Ukraine's Air Force said Russia launched 101 drones overnight, including Iranian-designed Shahed-type attack drones, as well as four S-300/400 guided missiles. Air defenses intercepted 75 drones, while another 17 likely served as radar-jamming decoys.

The drone and missile assault was countered using aviation, electronic warfare, mobile fire teams, and air defense systems, the military said.

The heaviest casualties occurred in Donetsk Oblast, where seven civilians were killed — four in Kostiantynivka, two in Druzhkivka, and one in Novohryhorivka — and 15 others were injured, Governor Vadym Filashkin reported.

In Kharkiv Oblast, 27 people were injured, including three children, according to Governor Oleh Syniehubov. At least three victims remain hospitalized in moderate condition, and the number may rise.

Russian forces also attacked critical and residential infrastructure in Kherson Oblast, killing two civilians and injuring nine, Governor Oleksandr Prokudin said.

Two more civilians were killed in Sumy Oblast in a drone strike, local authorities said. Another person was injured. In Odesa Oblast, one civilian was killed and infrastructure was damaged in an attack on the regional capital, Governor Oleh Kiper reported.

In Zaporizhzhia, at least 12 people were injured in separate attacks throughout the day, including 10 during a drone strike on the city center, Governor Ivan Fedorov said.

Five civilians were injured in Dnipropetrovsk Oblast — two women and three men — in the latest wave of attacks, according to Governor Serhii Lysak.

The mass strikes come amid Russia's continued rejection of ceasefire proposals and its growing use of aerial assaults to pressure Ukrainian defenses.

Kyiv has repeated its urgent appeals to Western partners to ramp up deliveries of air defense systems to protect civilian areas from drone and missile attacks.

Russian attacks against Ukraine have killed at least six civilians and injured at least 25 others over the past day, regional authorities reported on July 6.

Russian forces launched four S-300 anti-aircraft missiles from Russia's Kursk Oblast and 157 Shahed drones from Russia's Shatalovo, Millerovo, and Primorsk-Akhtarsk airfields, as well as from Russian-occupied Crimea, against Ukraine overnight, according to Ukraine's Air Force.

Ukraine's air defense shot down 98 drones, while another 19 disappeared from radar without causing any damage, according to the statement. Drones that disappear from radar before reaching their targets are often decoys that Russia launches alongside real drones to overwhelm Ukraine's air defense.

In Kharkiv Oblast, Russian forces attacked 13 settlements, killing two people and injuring 11 others, Governor Oleg Syniehubov reported.

An 8-year-old boy was killed, while a 3-year-old boy, a 40-year-old man, and a 36-year-old woman suffered injuries in the village of Odnorobivka.

In the town of Kupiansk, a 59-year-old man was killed, while a 56-year-old man, a 57-year-old woman, and two women aged 65 were injured due to the Russian strikes.

In Kharkiv, the regional capital, a 46-year-old woman and a 2-year-old girl suffered injuries.

The casualties were also reported in the villages of Prykolotne and Shyroke, where a 66-year-old man and a 27-year-old woman were injured.

In Donetsk Oblast, Russian forces killed a person in the town of Myrnohrad, and another person was killed in the village of Andriivka, according to Governor Vadym Filashkin.

In Andriivka, two people suffered injuries. Two more people were injured in the town of Siversk, and another one in the city of Pokrovsk.

In Kherson Oblast, Russia targeted 32 settlements, including the regional center of Kherson, over the past day. As a result of the attacks, two people were killed and three others were injured, Governor Oleksandr Prokudin reported.

In Mykolaiv Oblast, Russian drones attacked the port infrastructure in the regional center of Mykolaiv, damaging the power grid and warehouses.

A 31-year-old woman was injured and hospitalized, while a 35-year-old man, who also suffered injuries in the attack, was treated at the scene, according to Governor Vitalii Kim.

In Sumy Oblast, a Russian FPV drone attacked the Khotyn community, hitting a car and injuring a 49-year-old man, the local military administration reported. He was hospitalized.

In Dnipropetrovsk Oblast, a 39-year-old woman was injured in the attack against the Nikopol district. Russia targeted the area with FPV (first-person-view) drones and artillery, according to Governor Serhii Lysak.

In Zaporizhzhia Oblast, Russian strikes injured an 89-year-old woman in the village of Yurkivka, the local military administration reported.

In Kyiv Oblast, Russia attacked the Vyshhorod district, injuring a 35-year-old man. He suffered shrapnel wounds, the local military administration reported.

In Poltava Oblast, Russian drones struck the city of Kremenchuk, hitting an enlistment office and a neighboring house. The attack caused a fire, but no casualties were reported, according to the local military administration.

Ukraine's Emergency Service also reported that Russia had carried out double-tap attacks in the cities of Kharkiv and Kherson when rescuers arrived at the impact sites. As a result of the attacks, tanker trucks were damaged, but no rescuers were injured.

Russian forces struck a critical energy facility in Kherson Oblast, causing widespread power outages across several communities, Governor Oleksandr Prokudin said on June 27.

"Russia decided to plunge Kherson Oblast into darkness," Prokudin wrote on Telegram. He said the attack has disrupted electricity supply to multiple settlements.

Local power engineers are working to stabilize the situation, Prokudin said.

"I ask the residents of the region to prepare for a prolonged power outage. Power engineers are doing everything possible to stabilize the situation," he said.

Kherson and the surrounding regions have frequently come under Russian fire since Ukrainian forces liberated the city from occupation in November 2022. Russian troops continue to attack the area with artillery and drones from across the Dnipro River.

The Russian army consistently targeted Ukrainian energy infrastructure. Throughout 2024, Moscow launched 13 mass attacks with drones and missiles on Ukraine's energy infrastructure. Ukraine was forced to introduce emergency blackouts across the country.

Ukraine and Russia agreed to a partial 30-day energy truce, following consultations with the U.S. in Riyadh on March 25. Moscow violated the ceasefire more than 30 times, Foreign Ministry Spokesperson Heorhii Tykhyi said on April 16.

Russia's short-range drone strikes cause over 3,000 civilian casualties in Ukraine, UN reports

Short-range drone attacks have become one of the deadliest threats to civilians in Ukraine’s front-line regions, killing at least 395 people and injuring 2,635 between February 2022 and April 2025, according to a new bulletin by the UN Human Rights Monitoring Mission in Ukraine.

The report, "Deadly Drones: Civilians at Risk from Short-Range Drones in Frontline Areas of Ukraine," highlights the growing use of first-person-view (FPV) drones by Russian forces and their devastating impact on the civilian population.

The bulletin documents attacks in which drone operators deliberately targeted civilians engaging in daily activities — driving private cars, riding bicycles, walking outdoors, or evacuating others in clearly marked ambulances.

"Although individually less destructive than artillery or missiles, the sheer scale and increasing frequency of short-range drone attacks have made them one of the deadliest weapons in Ukraine," said Danielle Bell, head of the mission. "Over 3,000 civilian casualties — and the relentless frequency of these attacks — have not only caused immense human suffering but also instilled fear, severely disrupted daily life, and crippled access to essential services in several frontline communities."

The monitoring mission documented, verified, and analyzed 3,030 civilian casualties resulting from short-range drones between 24 February 2022 and 30 April 2025. The researchers conducted site visits to very high-risk areas, including the southern city of Kherson, Zolochiv in Kharkiv Oblast, and other front-line locations. Investigators interviewed survivors and witnesses of drone attacks, medical personnel, and humanitarian workers to assess the full impact of these strikes on civilian life.

Ukraine's Kherson Oblast (Nizar al-Rifai/The Kyiv Independent)

Casualties surged in late 2023 and early 2024, with numbers suddenly doubling in July 2024. April 2025 marked the deadliest month on record, with 42 civilians killed and 283 injured. Drone strikes continued into May and June.

On 23 June, a 65-year-old driver was killed in Kostiantynivka, Donetsk Oblast, when a drone struck a minibus. In Kharkiv region, a 58-year-old volunteer was killed on 22 May when a drone dropped a munition on a residential balcony. On 20 May, six civilians were injured when a drone hit a bus in Kherson Oblast.

The vast majority of casualties — 89% — occurred in territory controlled by the Ukrainian government. The UN says these attacks violate international humanitarian law, particularly the principles of distinction and precaution, and may in some cases constitute war crimes.

Russian strikes across Ukrainian regions killed at least seven civilians and injured at least 23 over the past day, regional authorities reported on June 22.

Russia launched two Iskander-M or North Korean KN-23 ballistic missiles, an S-300 anti-aircraft missile, and 47 Shahed-type attack drones and decoy drones against Ukraine overnight, primarily targeting Chernihiv Oblast, Ukraine's Air Force said.

Ukrainian air defenses reportedly shot down 18 drones, while 10 disappeared from radars or were intercepted by electronic warfare. Seven hits by Russian aerial weapons were recorded overnight in Chernihiv, Sumy, and Odesa oblasts.

In Chernihiv Oblast, a civilian was killed in a Russian drone attack against the Nizhyn district, Governor Viacheslav Chaus reported.

In Dnipropetrovsk Oblast, Russian drone and artillery attacks against the Nikopol district injured seven people and damaged multiple houses and civilian infrastructure, Governor Serhii Lysak reported. A 63-year-old man has been hospitalized and is in moderate condition.

Russian attacks across Donetsk Oblast killed three people and injured 13, according to Governor Vadym Filashkin and the media. This included a civilian killed and three injured in Sloviansk, and another killed and two injured in Kostiantynivka.

Later on June 22, emergency workers found four bodies of people killed when a Russian missile hit a four-story residential building in Kramatorsk. Four people were injured, and one other resident may be trapped under the rubble, the State Emergency Service said.

In Kharkiv Oblast, a Russian attack killed a 77-year-old man in the village of Staryi Saltiv, Governor Oleh Syniehubov said.

Russian attacks against Kherson Oblast wounded three civilians, said the regional governor, Oleksandr Prokudin. Five multi-story apartment buildings and 11 houses were damaged.

At least 13 civilians were injured in Russian attacks across Ukraine over the past 24 hours, regional authorities reported on June 21.

Russia launched 272 drones overnight, including Iranian-designed Shahed-type suicide drones, along with two ballistic missiles and six cruise missiles, Ukraine's Air Force said.

Ukrainian air defenses intercepted 140 drones, three Iskander-K cruise missiles, one Kinzhal air-to-air missile, and one Kalibr cruise missile. Another 112 drones reportedly dropped off radars — likely used as decoys to overwhelm Ukrainian systems.

The Air Force said the combined attack was repelled using aviation, mobile fire groups, electronic warfare units, and anti-aircraft missile systems.

In Kherson Oblast, Russian strikes on residential areas and social infrastructure injured seven civilians, Governor Oleksandr Prokudin said. Kherson and surrounding settlements west of the Dnipro River face near-daily Russian attacks.

In Donetsk Oblast, three people were wounded in Russian strikes, Governor Vadym Filashkin reported. The region remains one of the most heavily targeted areas amid ongoing Russian offensive operations.

In Poltava Oblast, one person was moderately injured after Russian attacks damaged energy infrastructure and open areas, according to local officials.

A 75-year-old woman was injured in Sumy Oblast after a drone strike, regional authorities said. A woman was also wounded in Zaporizhzhia Oblast, Governor Ivan Fedorov reported, without specifying the nature of the attack.

The strikes come amid Russia's ongoing refusal to accept ceasefire proposals as it intensifies coordinated aerial assaults across Ukraine.

Russian attacks across Ukrainian regions killed two civilians and injured at least 39, including minors, over the past day, regional authorities reported on June 20.

Russian forces launched 86 Shahed-type attack drones and decoys against Ukraine overnight, the Air Force said. Ukrainian air defenses reportedly shot down 34 drones, while 36 disappeared from radars or were intercepted by electronic warfare.

Russia launched "massive" drone attacks against Odesa overnight, authorities reported, resulting in one civilian killed and at least 14 injured, including three emergency workers.

The attack drones struck over 10 targets, including seven residential buildings, and led to multiple large-scale fires. At the site of one of the attacks, a 23-story residential building caught fire between the 18th and 20th floors, and led to the evacuation of over 600 people.

In Dnipropetrovsk Oblast, two men aged 39 and 64 were injured in Russian attacks, Governor Serhii Lysak said. Two industrial facilities, two schools, and four houses were damaged during strikes against the Nikopol district overnight.

In Donetsk Oblast, one person was killed and another injured in Kostiantynivka, while five others were injured elsewhere in the region, according to Governor Vadym Filashkin.

Russian attacks against Kharkiv and eight other settlements in Kharkiv Oblast injured six people, two of them minors, Governor Oleh Syniehubov reported. Multiple residential buildings, houses, a school, warehouses, and other property were damaged.

In Kherson Oblast, 11 people were wounded in Russian strikes, said the regional governor, Oleksandr Prokudin. Seventeen houses were damaged.

Russia's prison chief sentenced in absentia for torture chambers in Kherson Oblast

Arkady Gostev, head of Russia's Federal Penitentiary Service, was sentenced in absentia to 10 years in prison for creating a network of torture chambers in the Russian-occupied part of Kherson Oblast, Ukraine's Security Service (SBU) announced on June 19.

Gostev was found guilty of orchestrating the transformation of captured Ukrainian prisons into torture sites used to detain and brutalize members of the local resistance. The SBU said victims were subjected to "brutal torture" intended to break their will and force submission to the Kremlin rule.

According to investigators, Gostev personally oversaw the establishment of torture facilities and pushed for their inclusion in Russia's national prison registry through the Justice Ministry.

The court ruled he committed "actions aimed at violently changing or overthrowing the constitutional order or seizing state power."

"Comprehensive measures are being taken to bring him to justice for crimes against our state," the SBU said, noting that Gostev remains in Russia.

Kherson Oblast, which stretches from the Dnipro River to the Black Sea, remains partially occupied, with the east-bank territories still under Russian control.

Gostev joins a growing list of senior Russian officials charged in absentia with war crimes, crimes against humanity, and the administration of occupied territories.

Ukraine has also targeted collaborators working with the occupation authorities.

Russian drone attacks injured at least 20 civilians in the Dniprovskyi district of Kherson on June 17, according to local authorities.

"The Russians have changed their tactics for using drones — since early morning, they have been launching massive attacks on the Dniprovskyi district of Kherson," Kherson Oblast Governor Oleksandr Prokudin wrote on Telegram.

The attacks left several people hospitalized with blast trauma and shrapnel wounds.

A 36-year-old man sustained injuries to the head and chest. A 51-year-old woman was treated for a concussion and facial wounds. Four other victims, including two women aged 60 and 67, were hospitalized with injuries to the torso and limbs.

Among those treated on an outpatient basis was a 41-year-old man wounded in the leg and a 58-year old woman who suffered injuries to the torso. Additional outpatient cases include women aged 84, 50, and 62, and a 58-year-old man, who was also admitted for hospital care.

"We are taking all necessary measures to counter enemy drones and adapting to the enemy's new tactics. This takes time," Prokudin said, urging residents to stay indoors unless absolutely necessary.

Kherson, located on the western bank of the Dnipro River in southern Ukraine, has faced relentless Russian attacks since its liberation in November 2022.

At least six civilians were killed and 18 others wounded in Russian attacks across Ukraine over the past 24 hours, regional authorities reported on June 16.

Russia launched 138 drones overnight, including Iranian-designed Shahed-type suicide drones, Ukraine's Air Force said. Air defenses intercepted 125 drones, while another 41 dropped off radars — likely used as decoys to overload Ukrainian systems.

The assault was repelled using aviation, electronic warfare units, mobile fire groups, and anti-aircraft missile systems.

Donetsk Oblast saw the deadliest attacks, with six civilians killed — three in Bagatyr, two in Pokrovsk, and one in Kostyantynivka — and four more injured, Governor Vadym Filashkin said. The region remains one of the most heavily targeted areas amid ongoing Russian offensive operations.

In Kherson Oblast, seven people were injured after Russian forces struck critical infrastructure and residential neighborhoods, damaging eight houses, Governor Oleksandr Prokudin reported.

Three women aged 71, 62, and 27 were wounded in Kupiansk, Kharkiv Oblast, according to Governor Oleh Syniehubov. The oblast has been under intensifying Russian aerial and artillery attacks in recent weeks.

Air defenses were active over Kyiv and surrounding areas, where three people were injured in the capital and region. Authorities said drone fragments fell in residential zones.

In Zaporizhzhia Oblast, a 46-year-old man was injured as Russian troops carried out 426 strikes on 14 settlements, Governor Ivan Fedorov reported.

The latest strikes come as Russia continues to escalate its aerial campaign and reject calls for a ceasefire. Ukrainian officials have repeatedly urged Western partners to bolster air defense capabilities as drone and missile attacks persist.

Russia attacked Ukraine with nearly 200 missiles and drones and shelled residents in Kherson and Donetsk oblasts, killing one and injuring three, Ukrainian authorities reported on June 15.

Russian forces unleashed drones, artillery, and airstrikes on Kherson Oblast and the city over the last day, killing one person and injuring seven, the oblast administration reported. Russian attacks damaged apartments, homes, and gas pipelines, as well as other infrastructure.

In Donetsk Oblast, Russian attacks injured two people in Pokrovsk and Myrnohrad, regional governor Vadym Filashkin reported.

Russia’s combined mass missile and drone strikes largely targeted Kremenchuk in Poltava Oblast. No one was injured or killed, but the attacks hit energy and agricultural facilities, said Poltava governor Volodymyr Kohut.

Of 183 drones Russia launched, Ukrainian air defense neutralized 159, the Air Force said in their morning update. Ukraine also shot down 2 Kinzhal air-launched ballistic missiles and six out of eight cruise missiles.

Drones were also spotted flying through Kyiv and Kyiv Oblast, Chernihiv, Sumy, Dnipropetrovsk, Kirovohrad, Mykolaiv, Zaporizhzhia, and Donetsk oblasts.

Despite talks of peace negotiations, Russia has amped up its drone attacks on Ukraine over the last month. On May 26, Russia launched 355 drones at Ukraine, a record that was broken on June 1 with 472 drones, and on June 9, when Russia fired 479 drones and 20 missiles against Ukrainian cities.

Trump gave Putin a ‘two-week’ deadline to consider peace in Ukraine. Instead, Russia just launched more drones.
