“What Argentina is doing in this World Cup is of a sacred order,” Brazilian writer Milly Lacombe posted at the height of the tide of anti-Argentinian sentiment during this year’s tournament. She was exploring the contradiction she felt around her support of Lionel Messi: “a player who is a God and a man who shakes Trump’s hand”.
Lacombe highlighted the importance of acknowledging the complexities around Messi and the Argentinian team. How is it possible that Messi was not speaking out against the racist incidents we all saw around the Argentina team, she asked. “That’s why it hurts so much to see someone with Messi’s power choosing to make himself small,” she wrote.

More than 50 Russian companies could default on their bonds this year, the most since 2009, a rating-agency analyst told Russian newspaper Izvestia, which reported it on 6 October.
Russia's wartime economy is straining under high interest rates, and the budget is too: the 2026 deficit has nearly doubled from the earlier forecast to a record $88 billion, with more deficits planned for the next three years as Moscow raises taxes to fund the war and plans its biggest defense budget since the full-scale invasion began.
A default is a situation in which a company cannot make promised interest payments to investors on time or repay borrowed money. If a payment is not made by the agreed deadline, the company becomes delinquent, which under certain conditions is recognized as a default.
So far this year, 20 companies have defaulted for the first time, compared with 24 in all of 2025, said Mikhail Nikonov of the Expert RA rating agency. Most of the companies that missed payments are small issuers of high-yield bonds, Izvestia reported.
In 2026, Russian companies have missed payments totaling 41 billion rubles (about $490 million), compared with 34 billion rubles (about $410 million) the previous year, according to investment bank Sinara.
Russia faces a new wave of corporate defaults
By the end of 2026, the number of Russian companies unable to service their ruble-denominated debt on time could reach 40–50, the highest level since 2010, said Pavel Zholobov, junior managing director at the NRA rating agency.
The number of bond defaults in 2026 has already reached its highest level in a decade, Zholobov said. Similar figures were recorded in the mid-2010s: in 2014, 35 companies missed payments; in 2015, 52 did so; and in 2016, there were 44 issuers. This occurred in part after Western sanctions were imposed on Russia over its annexation of Crimea and its war in Donbas, as well as amid a halving of oil prices and a sharp weakening of the ruble.
So-called "little green men" (the Russian occupation troops comprised special forces who removed insignia, wear face masks to prevent identification and call themselves a "Crimean self-defense force") surround a Ukrainian military base in Perevalne, Crimea, during the Russian annexation of the peninsula in February-March 2014.
There were more defaults only in 2009. At the time, amid the fallout from the global financial crisis, more than 100 issuers faced payment problems, while the volume of distressed debt reached nearly 200 billion rubles, Zholobov noted.
High interest rates put pressure on companies
This time, the main reason for companies' difficulties in making bond payments has been the prolonged period of high interest rates, which has continued since 2023. Companies are raising financing at high interest rates but are unable to refinance their debt on more favorable terms, explained Ekaterina Sidorova, head of the Foreign Exchange, Commodities and Debt Markets Department at SberCIB Investment Research.
At the same time, the situation does not yet resemble a systemic debt crisis: defaults are primarily being recorded among companies with low credit ratings and high debt burdens, Sidorova said.
If a company fails to repay bond debt, it is given 10 business days to meet its obligations. If it fails to do so, the company may offer investors a restructuring—for example, by postponing payments in exchange for a higher interest rate.
The number of defaults will remain high in 2027, Sidorova believes.
High interest rates were a response to accelerating inflation in Russia. Domestic demand was outpacing production, Russia's Central Bank said in October 2023. Sanctions over the war and rising defense spending had also hit the economy and the ruble, which had lost about 25% against the dollar that year. The bank raised its key rate from 7.5% in the first half of 2023 to 15% by the fall.
Ukraine targets Russia's oil industry to weaken its war economy
Ukraine is also seeking to weaken Russia's economy as part of efforts to reduce its ability to finance the war. In particular, Defense Minister Yevhenii Khmara said strikes on oil refineries are aimed at "bleeding the Russian war machine" and destroying its military and economic potential. According to the ministry, the attacks have knocked out more than 51% of Russia's oil refining capacity.
In the first half of July, Russian oil refineries processed about 3.9 million barrels of oil per day—the lowest level since March 2005. Due to the production cuts, Moscow was also forced to restrict fuel exports.

Russia's war keeps reshaping Central Asia's trade with both warring countries: Ukrainian refinery strikes pushed Russian fuel shortages into the region, and Kazakhstan gained leverage over a Russian retail giant.
A market worth a third of export earnings
Uzbekistan brings in about 30% of the Ukrainian drug industry's foreign-currency earnings, and one in 10 medicine packs sold there is Ukrainian, Ekonomichna Pravda wrote. By the outlet's count, at least three of Ukraine's five biggest drugmakers by revenue rank it as their top foreign market.
The currency from Uzbekistan lets manufacturers keep prices low in Ukraine and absorb losses from Russian strikes, three industry sources told Ekonomichna Pravda. Losing the market would force producers to raise domestic prices or pull low-margin medicines, which "will hit the Ukrainian patient," said Hennadii Vovk, former deputy head of Ukraine's State Service on Medicines and Drug Control.
Exports reached $114 million in January–June 2026, more than in all of 2021, said Yevheniia Piddubna, government relations head at Farmak, Ukraine's largest drugmaker. She said Uzbekistan takes 35% of Farmak's exports.
Data from the YouControl business registry, cited by the outlet, complicates that picture. In 2022, 30–35% of Farmak's products went to Uzbekistan. In 2025, Uzbekistan was not among its direct buyers. Farmak explained that wartime currency rules cap payment terms at 180 days, while foreign buyers often demand longer. So part of its trade runs through the group's Polish company.
Remote checks end, and inspectors hesitate to travel
Uzbekistan grants three-year certificates of good manufacturing practice (GMP) after inspecting the factory. Since the pandemic, it has allowed remote checks. That suited Ukraine, where Uzbek experts avoided traveling because of Russia's invasion, industry sources told the outlet. Remote inspections end on 1 January 2027.

Most Ukrainian certificates expire within a year. Farmak's runs out in November 2026, and the company may not manage to renew it in time. Three producers renewed under the old rules until 2029: Darnytsia, the Borshchahivskyi Chemical and Pharmaceutical Plant, and Farmex Group. According to Piddubna, Uzbekistan's regulator has drafted rules for remote inspections in force-majeure cases, but nothing has been put into practice. Industry sources said the Uzbek Presidential Administration must sign off.
Producers have asked the Office of the President, the Foreign Ministry, and the Health Ministry to raise the issue with Uzbekistan's government, but no Ukrainian experts have been sent there yet, the outlet reported. Russia, whose share of the Uzbek drug market is almost the same as Ukraine's, is ready to take Ukraine's place, its sources said.

Gauff called out ‘insane’ amount of abuse online
Coco Gauff said she had been left drained by the racist abuse she experienced during the China Open after losing in the last 16 to Elise Mertens.
The American was dismayed earlier this week after an incident during her match against Chinese teenager Sun Xinran. The 16-year-old thought she had hit a winner late in the first set but Gauff had raised her hand to stop the point because she was distracted by flickering lights on the stadium’s advertising hoardings. The move prompted some boos from the crowd. The umpire agreed to have the point replayed, and Gauff went on to win 7-5, 6-1.

The White Sox, who lost 121 games two seasons ago, have made a remarkable turnaround. A team who were once so abject that they stopped tweeting out their results are now just five wins from the World Series. They can seal their progress to the American League Championship Series on Wednesday if they beat the Guardians in Chicago.

I was hoping to see Auston Trusty partner with Chris Richards, as he seems like the best partner in a post-Tim Ream US side, but he looks set to deploy at left-back. That said, Alex Freeman will likely advance further up the right, and Trusty could deputize as a wide center-back in build-up phases.
Mathis Albert may not yet be a regular with Dortmund’s B-team, much less the senior side, but his dynamism throughout this camp earned him a surprise start over the more polished and proven Zavier Gozo. A fascinating chance to get a long look at another star of the program’s future.

Germany is expanding drone detection at its airports with a new system operated by German air traffic control provider Deutsche Flugsicherung (DFS), the German Federal Ministry for Transport (BMV) announced on 5 October.
Germany has accused Russia of attempting a hybrid attack at Germany’s Leipzig/Halle Airport near a Ukrainian An-124 aircraft using a drone carrying explosives. Earlier, Finnish President Alexander Stubb said Europe must be prepared for “continued hybrid and sabotage attacks” by Russia, adding that Russia seeks to sow panic through such actions.
On Monday, two more sites were added—Stuttgart and Hamburg. As of Monday, seven of Germany’s eight largest airports were equipped with the new drone detection system in their approach and departure areas.
Germany seeks responses to new hybrid threats
The Federal Ministry cited the reason for the new measure: drones near airports can affect air traffic very quickly.
Federal Transport Minister Steffen Bilger and Baden-Württemberg Transport Minister Nicole Razavi were briefed on the new system at Stuttgart Airport, where it is being put into operation, the ministry said. The system creates “an important technical basis for detecting potential threats at an early stage and quickly informing the competent authorities,” Bilger said.
“With today’s commissioning of the drone detection system at Stuttgart Airport, the federal government is fulfilling a key promise: it is not only talking about the dangers posed by unmanned aircraft, but is also following through with very concrete action. Protecting critical infrastructure and ensuring the safety of passengers at Stuttgart Airport require continuous adaptation to a changing security situation,” Razavi said, according to the ministry.
The new DFS system allows drones near airports to be detected at an early stage and information about possible threats to air traffic to be passed more quickly to the relevant authorities. This helps them assess risks and respond to them more quickly, the statement said.
DFS is responsible for detecting drones in approach and departure areas, while the Federal Police and other security services are responsible for preventing threats and defending against drones. The BMV, Federal Ministry of the Interior, DFS, Federal Police and airports coordinate their work to exchange information quickly and maintain a shared picture of the situation.
No further details about how the system operates have been disclosed.
The first stage of the expansion at Germany’s eight major commercial airports will be fully implemented this week, with the systems in Stuttgart and Hamburg being put into operation, the statement said.

The system will also be put into operation at Leipzig/Halle Airport this week, meaning that the first stage will be fully implemented at all eight of Germany’s largest commercial airports, according to the press release.
A quadcopter drone carrying a Semtex explosive flew directly toward a parked Ukrainian An-124 Ruslan cargo aircraft and struck its wing at Leipzig/Halle Airport in Germany on the evening of 4 August, Die Zeit reported on 10 August. The drone hit the aircraft at around 19:30 local time, bounced off the wing, and fell to the ground without detonating, according to the media outlet.

Germany has accused Russia of attempting the drone attack and announced further sanctions against Russian citizens and institutions, Tagesschau reported on 1 September.
At the crime scene, investigators found the drone configuration, explosives and detonation technology that had already appeared in other Russian hybrid operations and in Russia’s war against Ukraine, Federal Interior Minister Alexander Dobrindt said during a joint press conference with Federal Foreign Minister Johann Wadephul, the media outlet reported.
The German government assumes that Germany has been and will be a target of further such Russian attacks. Germany is not at war with Russia but is a “target of war,” Foreign Minister Wadephul said, according to the outlet.

Russia has spent months striking ships bound to and from Ukrainian ports while denying responsibility or staying silent. Now merchant vessels are sinking inside NATO members' economic zones without either government naming the attacker, so Moscow pays no political price for hitting allied waters.
Grain ship sinks off Romania
The Royad Mammadov, a Turkish-owned ship carrying grain from Ukraine's port of Izmail to Italy, sank on 5 October near Romania's Pescăruș offshore platform, 20 nautical miles from the Romanian coast, Digi24 reported. The Romanian Naval Authority described the incident as a fire on board. Romania's Interior Ministry said 11 crew members were rescued and two people died.
Three injured sailors aged 22 to 50 were taken to the Constanța county hospital, conscious and stable, with multiple injuries. Adrian Mihălcioiu, the leader of Romania's Free Seafarers' Union, said the ship was attacked by Russian sea and aerial drones in waters Romanians consider safe.
"It is a commercial ship, a ship that is not part of the war… people who have nothing to do with the war, it is not their war," he said.
Ukrainian President Volodymyr Zelenskyy blamed the attack on "two Russian drones" and said the ship was in neutral waters carrying corn. Citizens of Azerbaijan and India were on board, and the captain was killed, he said. Romanian authorities have not attributed the sinking to Russia.

Two more ships hit in Bulgaria's zone
A day later, drones struck two merchant ships in Bulgaria's exclusive economic zone east of the town of Byala, the first known attack on ships there, Maritime.bg reported. The Togo-flagged Alfa Watan, sailing from Al-Arish, Egypt, to Sulina, Romania, suffered critical hull damage and sank, Militarnyi said. The Bulgarian ferry Dioscuria found only an overturned lifeboat and life jackets at the scene, and the search for the crew continues, Euronews reported.
The Palau-flagged Able, sailing from Galați, Romania, to Istanbul, caught fire, and the Dioscuria rescued its 18 crew members. Both ships are Turkish-owned, Türkiye Today reported. Two sailors with severe injuries were flown to a hospital in Varna, Prime Minister Rumen Radev said, according to AP. Sea and aerial drones hit the ships at about 3 a.m., he said, calling the attack "a blatant violation of international law and maritime law."

Radev called an emergency meeting of four ministries, the presidency, and the security services. No one from the Alfa Watan has been found, he said, warning that if the war is not ended in time, it "will continue to expand its spatial scope." The origin of the drones is still being clarified, Maritime.bg said. Several Bulgarian media outlets cited sources as saying the drones were Russian, Sofia Globe reported.

Russia's war on Black Sea shipping
Russia had already killed the captain of a Tanzanian-flagged ship in September, and days later it struck another civilian vessel, killing its captain too. Ukraine says that route carries 90% of its farm exports.
Romania has destroyed a sea drone near its Neptun Deep gas project and found Russian drones floating in its economic zone. In September, ISW linked drone crashes in Romania and Moldova to a wider Russian pattern of pressure on NATO.
EU foreign policy chief Kaja Kallas called for a moratorium on Black Sea attacks. Turkish President Recep Tayyip Erdoğan said Ankara was stepping up diplomacy to restore grain exports. Türkiye and the UN are organizing new Black Sea truce talks between Russia and Ukraine, Bloomberg reported, citing a diplomat. Russia earlier dismissed Kyiv's offer of a Black Sea ceasefire.

Last week, journalist Rob Parker called Deion Sanders a “sellout” for taking part in an advert promoting the Protect College Sports Act (PCSA). The “sellout” label is harsh, but reflects how disappointing it is for many people to see Sanders stumping for a bill that will hurt athletes.
The major points of contention around the PCSA, which the Senate passed last week and now awaits approval from the House, are a ceiling of around $49m that schools can direct to athletes, as well as a new transfer rule that would, except in a few specific circumstances, restrict players to one “free” transfer (if they move schools again, they’d have to wait a year to play for their next team). Former NFL player Domonique Foxworth has said that “the core of [the PCSA] is about reestablishing the power the NCAA had in the past – that the court system determined was illegal”.

When the Connecticut Sun played their final WNBA game last month, fans at Mohegan Sun Arena came together in an act of collective celebration and grief. The beloved franchise was leaving after 24 seasons, sold to a new ownership group in Houston, in a process so controversial that the state of Connecticut is considering legal action. The end of the Sun is a loss for the entire New England region, which is now without a WNBA team.
The Sun entered the league in 2003 and brought professional women’s basketball to Connecticut, which is considered the “Basketball Capital of the World” – at least, according to signs along the state’s highways. The Sun were the first independently owned WNBA team, and the first Native American-owned pro sports franchise.

The New Orleans Saints quarterback Tyler Shough was “embarrassed”. The second-year coach Kellen Moore was “disappointed” and “frustrated”. And a day of festivities commemorating one of the most triumphant moments in the New Orleans Saints’ history ended with boos and early exits.
Three plays into Monday night’s game against Atlanta, the Falcons running back Bijan Robinson silenced an electric Superdome crowd with a 59-yard touchdown run. The Saints’ performance in a 45-24 loss to the Falcons bore no resemblance to their landmark 23-3 victory against the same team 20 years ago, when the venue finally reopened after being damaged by Hurricane Katrina. On that made-for-TV night, Steve Gleason blocked a punt on the Falcons’ opening possession and Curtis Deloatch recovered it for a touchdown, sending the Saints on their way.

The NFL has suspended a line judge two games for swearing at Arizona tight end Trey McBride.
Line judge Jeff Seeman was caught on camera cursing at McBride during the Cardinals’ loss at the New York Giants on Sunday. The incident drew the ire of union leader JC Tretter.

The rivalry between the Kansas City Chiefs and the Las Vegas Raiders goes back to the formation of the American Football League in 1960, when the Chiefs were the Dallas Texans, and the Raiders resided in Oakland. At no time in that rivalry had both teams faced each other with a record of 3-0 or better until Sunday’s game at Las Vegas’s Allegiant Stadium. An unbeaten record wasn’t entirely surprising for the Chiefs with Patrick Mahomes, but the Raiders? The team won only three games in the whole of last season, but this new Raiders team under Klint Kubiak presents all kinds of challenges for opponents.
At first, it appeared that the Raiders might go on to their first 4-0 start to a season since 2002, when they made it all the way to the Super Bowl, where they were vivisected by the Tampa Bay Buccaneers and their former head coach, Jon Gruden. Kubiak’s team held a 13-10 halftime lead on Sunday, and Kubiak told CBS’s Tracy Wolfson at the half that his team was going to win the game.

Ukraine has stopped paying veterans to go to the gym because of the economic crisis looming in the country, the war, Russian strikes, and the lack of reforms needed to receive extra funds from the EU. The Veteran Sports program, which provided veterans and combat participants with about $33 per quarter toward a nearly monthly gym membership, was suspended on 1 October after the state found no funds for it, the Ministry of Veterans Affairs said.
The suspension is a telling sign of Ukraine's budget squeeze, and the ministry puts it plainly: defense comes first, so the money for everything else runs short. It fits a wider government decision to freeze non-essential spending and fund only the army, pensions, and public wages.
The program proved far more popular than planned, drawing more than 800,000 users and costing over double its budget.
Defense takes the money
"The main priority of state spending remains the country's defense. Under these conditions, the state budget's ability to finance other areas is limited," the ministry said.
Launched in 2026 with about $13 million for an expected 100,000 recipients per quarter, and roughly 300,000 applications over three, the program instead saw more than 800,000 uses. Payments passed $27 million, more than twice what was set aside.
The crisis runs deeper
The squeeze has two main drivers. Russia's intensifying strikes on Ukraine's energy and infrastructure are pushing the war's cost higher and battering the economy.
And billions in Western money sit on hold: Kyiv has struggled to complete the reforms the EU set out before releasing roughly $20 billion in aid, and the prime minister has admitted that part of it is late because Ukraine missed commitments to its partners.
The ministry plans a 2027 restart
Ukraine intends to bring the program back in 2027, this time for good, said Deputy Veterans Minister Ruslan Prykhodko.
"We have to account for real demand, fix the shortcomings we saw this year, and make the use of funds more targeted," he said.
In next year's budget, Ukraine would provide significantly more funds, he added. In the meantime, the ministry says it is talking to the sports community and businesses about covering the gap for veterans, with concrete proposals to come.
The program would grant citizenship to people who make major investments in Argentina. Similar efforts have yielded significant income for small economies, but have also led to risks.

Ukraine is about to tell Washington exactly which Russian targets it wants punished under America's new sanctions law, the Associated Press reported. A senior Ukrainian diplomat said Kyiv will hand the Trump administration and Congress a wish list of companies, ships, and people this week—and at the top are the firms supplying parts for Russia's answer to Starlink.
The law requires Washington to act but lets the president waive the sanctions if he certifies that doing so serves US national interests, and the first choice falls due in weeks. For Ukraine, a measure that names no targets changes nothing on the ground—which is why the fight now is over whose names make the list before the clock runs out.
A list topped by Russia's Starlink clone
Denys Sienik, chargé d'affaires at Ukraine's embassy in Washington, said the priority is a group of Russian firms making components for Rassvet, Moscow's homegrown satellite network, which Russia hopes to complete by the end of the year—though its own officials have put the start of service in 2027. Bureau 1440, the firm building Rassvet, is not itself on US sanctions lists, but its parent company, ICS Holding, is under US blocking sanctions, according to Militarnyi. The suppliers feeding the network parts are not sanctioned, and those are the ones Kyiv wants added to the list.
Russia sped up the project after Ukraine and SpaceX cut off the Starlink terminals its troops had used without authorization at the front. If Russia completes the constellation, Sienik said, it could strike Ukraine at will with real-time information—a danger he warned would bite hardest this winter. "If these entities are not sanctioned, it will actually make this program possible for Russia and that will be a game-changer," he told reporters, Reuters reported. Kyiv wants access to Starlink inside Russia, too, so it can strike targets there.
Euromaidan Press has reported how such a network would change the battlefield: the satellites transmit in high-frequency bands that are hard to jam, and a relay overhead would feed drones and missiles fresh coordinates mid-flight, letting them fly low under air defenses that struggle to see them.
Oil tankers and attacks on US firms
Ukraine is pushing for tougher action against Russia's shadow fleet, too—the aging tankers that sell its oil around Western restrictions—and is asking the administration and American industry to publicly condemn Russian attacks on US companies' operations inside Ukraine, Sienik said.
The deadline Washington is now facing
The requests arrive as the administration faces an 18 October deadline to decide which Russian entities, if any, to sanction under the Lindsey O. Graham Sanctioning Russia and Iran Act, which US President Donald Trump signed into law on 18 September. The law directs the White House to impose tariffs on Russia's biggest oil buyers and to block its banks, officials, and tankers—but lets the president waive those measures, which is why Kyiv is lobbying for the toughest list it can get.

EU foreign-policy chief Kaja Kallas called for a moratorium on attacks in the Black Sea to restore safe navigation and allow Ukraine's grain exports to reach global markets. She made the call at a UN General Assembly side event co-chaired with the foreign ministers of France, Romania, and Ukraine on 22 September in New York.
Since June, Russia has systematically struck Ukrainian ports, grain terminals, and commercial cargo ships in the Black Sea, killing crew members and crippling the export corridor that carries the bulk of Ukraine's agricultural output. The campaign—part of Russia's broader war, now in its fifth year—has disrupted global food supply chains and pushed the Black Sea toward a crisis the EU warned could surpass the 2022 grain-price shock.
Kallas said Black Sea exports have effectively ground to a halt since August because Russian attacks made commercial shipping unviable. The Gulf conflict and climate change are adding further pressure, she said. Ukraine supplies 15% of global corn exports, 10% of wheat, 15–20% of barley, and about 50% of sunflower oil, with around 90% moving through the Black Sea corridor, Kallas said. Egypt, the world's largest wheat importer, has shifted some purchases away from Russia and Ukraine as costs have risen.
"Food must never be used as a weapon in the Black Sea or anywhere else," Kallas said. "Wars make affordable food disappear from dinner tables of millions of people around the globe."
Kallas called the proposal a new "Black Sea grain arrangement," separate from the Black Sea Grain Initiative, a 2022 deal brokered by Türkiye and the United Nations that Russia left in July 2023. She said the 2022 grain-price surge showed the strategic importance of the Black Sea for global security, international trade, energy, and food security.
She called on the international community to ensure safe passage of civilian vessels, protect critical infrastructure, and restore the trade route. If Russia simply stopped its attacks in the Black Sea, farmers, traders, and international food markets would have the predictability they need at this critical moment, she said. In 2025 alone, the EU mobilized €2.1 billion to strengthen global food security, Kallas added, and the EU Solidarity Lanes have facilitated about €304 billion in trade since May 2022.
At a press stakeout on 23 September, Kallas said the EU was "particularly concerned by the attacks in the Black Sea" and that "Russia is trying to choke off Ukrainian grain exports, thus jeopardizing global food security."
Russia has not publicly responded to Kallas's call. In August, Moscow dismissed a similar proposal relayed by Türkiye, with Foreign Ministry spokeswoman Maria Zakharova stating it saw no grounds for measures that would give Kyiv a "temporary reprieve."
A summer of strikes
Russia intensified strikes on Ukrainian ports and commercial shipping in June and July. Those strikes cut Ukrainian deepwater terminal capacity from roughly 7 million to 4–5 million metric tons per month, according to Barva Invest analyst Bohdan Kostetskyi. Ukrainian forces, in turn, struck Russia's grain terminals at Novorossiysk and Taman. Those strikes and the suspension of navigation in the Sea of Azov since July took more than 90% of Russia's Azov–Black Sea grain export capacity offline by mid-August.
The Lloyd's of London Joint War Committee has extended its high-risk designation to the entire Black Sea, pushing war-risk insurance premiums to hundreds of thousands of dollars per voyage. Alternative routes through the Danube have partly compensated, but shipping from Ukraine to Egypt has taken 26–33 days, more than twice as long as before.
For Ukraine, restoring safer navigation would reopen its largest agricultural export route, reduce reliance on slower and more expensive alternatives, and help exporters move the harvest and earn foreign currency.
The attacks have not stopped. Overnight on 23 September, Russia struck a cargo ship under an Antigua and Barbuda flag in the Black Sea, killing its captain, a Ukrainian citizen, Ukraine's sea ports administration said. The Navy evacuated the crew and put out the fire.

Ukraine's defense industry has outgrown much of its own 2022-era hardware in two years of rapid wartime iteration, but a government fee of 20-30% on export permits and over 200 stalled co-production bids have left the country's foreign arms sales far behind battlefield demand. Deals like the two in Denmark route Ukrainian technology into allied markets without waiting for Kyiv's export apparatus to catch up.
Ukrainian first-person-view drones, made on Danish soil
Drone maker TAF Industries plans to produce its first batch in Denmark by the end of 2026, through a joint venture with local firm Upteko. The two signed a memorandum in August 2026, but paperwork on both sides has slowed things down.
"We need to pass a fairly large number of bureaucratic procedures to make it possible," chief business development officer Mykhailo Diachenko told NordicDefenceWatch.
He called the year-end target reachable, "though maybe it will look more like a miracle."
TAF wants footholds in other countries that support Ukraine. It has started the process in Norway and is negotiating with Sweden's Recas. Diachenko said the goal is local production plus sharing Ukrainian combat experience and technology with European partners. TAF builds FPV drones, with capacity near 1 million units a year.
A Ukrainian fund bets on Odesa's sea defense
Ukrainian fund Resist.UA signed a letter of intent to invest an undisclosed sum in Danish maritime-defense startup BlueShadow's €2 million ($2.29 million) pre-seed round, the company announced. BlueShadow's software collects data from maritime sensors, commercial feeds, and open sources, merges them into a single operational picture, and uses AI to detect threats, Defender Media reported.
The company has also built an open software platform it says can help intercept Shahed-type drones. BlueSentry, designed to protect ports, offshore wind farms, undersea cables, and maritime borders from hybrid attack, is one product that the company plans to launch in the Baltic and North seas in October. BlueDragon, now in prototype testing with Defense Ministry certification targeted for late 2026 and deployment planned for spring 2027, is designed to defend Odesa with autonomous swarms of armed sea drones meant to shoot down Russian attack drones.
Founder Charles Maher is a former US Navy submarine commander who ran a nuclear-powered boat, Defender Media reported. Almost his entire engineering team works in Ukraine, drawing on more than 15 Ukrainian suppliers. Resist.UA this summer launched Resist 2.0, an Estonia-based fund aiming to raise €50 million for Ukrainian defense-tech companies.

Russia's war on Ukraine has pushed Europe into rearming, and Ukraine's battle-tested arms makers are among the few that can deliver at scale right now—an opening that domestic red tape could blunt, handing the advantage to competitors just as the market grows.
A €60 billion European window—and a fee in the way
The push comes as Europe opens a major market for Ukrainian weapons. The EU's €90 billion Ukraine Support Loan for 2026-2027 reserves €60 billion for defense purchases, and partners increasingly want weapons built on their own soil. International partners report more than 200 cooperation approaches to Ukrainian firms still without a decision, according to the industry's press release. Producers link the fee fix to Build with Ukraine, a co-production push they consider strategically significant.

Parliament won't route the money to the army
On 15 September, the Verkhovna Rada—Ukraine's parliament—rejected a bill in first reading that would have sent fee revenue collected from 1 August 2026 into a special budget fund for the Defense Ministry, half for buying, modernizing, and repairing weapons, half for soldiers' pay. The vote left the fee itself untouched, since it rests on the Cabinet resolution, and settled only that its revenue will not be earmarked for the army.
The fee producers want gone
The Ukrainian Council of Arms Manufacturers, joined by other defense and employer groups, prepared proposals to rework the July government resolution, No. 875. They want the fee—20% on finished goods and technologies, 30% on parts—cut to zero, or capped at 5%. Firms must also pay upfront, before any foreign payment lands, with no refund guaranteed if a deal collapses. A UAH 15 million (about $337,000) threshold shuts out the small test shipments new clients often begin with.

The fee has drawn complaints since the resolution took effect in early July. Ihor Fedirko, the council's executive director, earlier said the 30-day review window was welcome but warned it could clog into a bureaucratic queue as staff leave the agencies running it. One of the associations behind the submission calls the 30% rate on parts prohibitive, since Europe is where Ukrainian firms would undercut Chinese suppliers on price.
Ukraine has swung from banning weapons sales abroad to courting foreign buyers, and its defense sector now ranks among the country's fastest-growing industries. Wartime certification to NATO standards is turning that output into something European militaries can actually buy.

The vote breaks a nearly two-year stretch in which Congress passed no major measure to back Ukraine. It also hands Washington fresh power to choke the oil money that keeps Moscow's war running.
For most of the full-scale war, US backing for Kyiv came through emergency spending battles, not laws built to cut off Moscow's income. Washington's long wager that negotiations would end the fighting kept its sharpest economic tools on the shelf. That bet has now shifted toward squeezing the customers who keep the Kremlin's oil trade alive.
The vote and what comes next
In the House, 58 Democrats broke from their party's leaders on 16 September to join most Republicans. The bill passed 262-159, with 203 Republicans and one independent also voting yes, and seven Republicans joining 152 Democrats against.
Whether the full weight of the bill lands is now Trump's call. A White House official said he planned to sign it, and the White House had pushed House Republican leaders to move it. The bill directs him to impose the tariffs and mandates sanctions on Putin, senior officials, and Russian banks, though he can waive them by certifying that it serves US national interests, and how far he goes stays uncertain.
His posture on Russia keeps shifting. Days before the vote, he urged Kyiv to stop striking Russian oil refineries. He said the strikes were pushing diesel prices up worldwide. Those same strikes drain the war economy this bill sets out to squeeze.

What the sanctions do
The bill directs Washington to impose tariffs of up to 100% on the five biggest buyers of Russian crude, the five biggest buyers of its gas, and the five countries doing most to help Moscow evade oil sanctions—a target aimed squarely at China and India. Countries whose Russian gas imports are less than 15% of everything Russia exports in gas, and that take significant steps to cut them, would be exempt from the gas-based tariff. There is no such carve-out for crude.
It also blacklists Russian officials, banks, and the aging tankers of Russia's shadow fleet, the vessels that move sanctioned crude around Western restrictions. The measure also extends US sanctions on Iran's energy and weapons sectors, a piece Trump asked for. That is why the bill's full name is the Lindsey O. Graham Sanctioning Russia and Iran Act.

Why a stalled bill finally moved
For more than a year, the package sat frozen. It had a veto-proof majority of co-sponsors, but the White House wanted room to negotiate with Moscow, and the bill never reached a vote. Its author, Senator Lindsey Graham of South Carolina, spent more than a year negotiating the measure before he died in July. Lawmakers in both parties revived and fast-tracked it in his name, and Trump dropped his resistance and signaled he would sign.
Not everyone wanted it. Most House Democrats voted against, saying the bill hands the president broad new tariff powers and lets him waive away the sanctions it claims to impose. Nearly a dozen Republicans privately pressed leaders to strip the new powers out, alarmed they could push up prices at home before the midterm elections. Their leaders moved it through anyway. Ukrainian President Volodymyr Zelenskyy had lobbied for weeks, even watching an early Senate vote from the chamber.
"To Vladimir Putin—we have your number,"said Senator Richard Blumenthal, who co-wrote the bill, after the vote. "And to Ukraine—you are not alone."
Kyiv's response
Ukraine welcomed the vote within hours. Foreign Minister Andrii Sybiha thanked the House for its bipartisan leadership and said Ukraine honors Graham's legacy. Parliament speaker Ruslan Stefanchuk thanked both chambers of Congress and House Speaker Mike Johnson. He singled out Blumenthal for carrying the bill through after Graham's death. What matters for Ukraine, Stefanchuk said, is that pressure on Russia's war funding is turning into concrete decisions.
President Zelenskyy called the timing symbolic: the House voted during another Russian missile and drone attack on Ukraine. The bill and other strong sanctions steps are "an extremely powerful instrument capable of stopping this terrorist war," he said.
Ukraine's largest arms-industry group says it is backing the country's drive to sell and co-produce weapons abroad, while pressing the government to fix two separate obstacles in its way. The Council of Defense Industry, which represents more than 400 companies, wants a costly new export-permit fee and a stalled joint-production program to be upgraded, it said on Facebook.

The two problems are distinct. Resolution 875, the wartime rules for shipping arms abroad, charges a 20-30 percent fee on export permits, which the industry says prices Ukrainian goods out of the market.
The export fee bites
Resolution 875, adopted in July, was intended to streamline exports, with a 30-day review period and a streamlined path for partner countries. But the fee has choked it: only about 10 small export contracts have been signed since exports began, and not one permit has been issued under the new rules, Militarnyi reports.
"Resolution 875 in its current form contains provisions that could substantially worsen the competitiveness of Ukrainian producers," the group says.
Build with Ukraine is a separate track
The program lets producers export their technology and set up joint production abroad, reaching EU markets, financing, and infrastructure, while partners fund weapons production inside Ukraine.

President Zelenskyy has said $43 billion was raised for Ukraine's defense industry in 2025, floated a goal of partner states each spending 0.25 percent of their GDP on it, and stressed that no Ukrainian technology will reach countries tied to Russia.
The Council, whose ecosystem spans more than 360 manufacturers, 28 drone-pilot schools, and 20 defense venture funds, says it is ready to help refine the mechanism.
