Russia launched another mass missile and drone attack overnight on July 9, targeting Ukrainian cities, including in the country's far-west regions located hundreds of kilometers from the front line.

Late spring and early summer in Ukraine have been marked by disturbingly frequent mass attacks on civilian targets, with Russia regularly terrorizing cities with ballistic and cruise missiles alongside record-breaking numbers of kamikaze drones.

Ukraine's Air Force warned late on July 8 that Russia had launched MiG-31 aircraft from the Savasleyka airfield in Nizhny Novgorod, putting the entire country under an hours-long active missile threat. Swarms of drones were also heading towards multiple cities in Ukraine, the military said.

Explosions rocked Kyiv at around midnight on July 9, according to Kyiv Independent journalists on the ground. Mayor Vitali Klitschko announced that Russian drones were attacking the city center and that air defenses were shooting down targets.  

Ukraine's Air Force reported that dozens of Russian attack drones and ballistic missiles were targeting Ukraine's far-west regions, with alerts of overhead drones approaching the western cities of Lutsk, Lviv, Khmelnytskyi, and Ternopil.

Explosions were heard in the city of Lutsk in western Volyn Oblast just before 4 a.m. local time, Suspilne reported, amid warning of drones and missiles overhead. The city served as one of the hardest-hit throughout the attack.

Lutsk Mayor Ihor Polishchuk said that a fire damaged an "industrial site" as well as a garage, in what he called the "most massive enemy attack" on the city since the start of full-scale war.

The Polish Air Force said it scrambled fighter amid the attack to protect Poland's airspace. The air raid alerts were lifted in western Ukraine around 6:15 a.m. local time, after nearly seven hours of warnings from the Air Force.

At least one person was injured amid the attack, with a woman sustaining a chest fracture in city of Brovary in Kyiv Oblast, the regional military administration reported.

Explosions were also reported in communities closer to the front line, including Dnipro, Sumy, as well as over Zaporizhzhia Oblast.

Russian ballistics and kamikaze drones have targeted Kyiv and other Ukrainian cities with renewed ferocity, killing dozens of civilians and injuring hundreds more.

The renewed attacks on Ukraine comes as U.S. President Donald Trump has promised to send 10 Patriot interceptors to Ukraine, amid escalating tension between Trump and Russian President Vladimir Putin.

"It's a horrible thing, and I'm not happy with President Putin at all," Trump said. "I'm disappointed frankly that President Putin hasn't stopped (the attacks)," Trump said on July 8. The comments come after the Pentagon halted air defense weapon shipments to Ukraine.

U.S. President Donald Trump is considering sending Ukraine an additional Patriot air defense system, a move that would mark his administration's first major weapons transfer to Kyiv, the Wall Street Journal (WSJ) reported on July 8, citing two defense officials.

The report is the latest in a series of contradictory messages from the Trump White House in recent days regarding military aid to Ukraine. While the Pentagon on July 2 announced a halt in weapons shipments to Kyiv due to dwindling U.S. stockpiles, Trump later claimed he wasn't responsible for the decision and wanted to send more weapons to Ukraine.

A U.S. defense official told the WSJ that Trump has asked the Pentagon to look into options for supplying Ukraine with more arms, including a Patriot air defense system. Officials are also reportedly exploring whether other nations can send Patriots to Kyiv.

The claim dovetails with recent media reports about the administration's plans to bolster Ukraine's air defenses. Axios reported on July 8 that the White House is pursuing a plan to have Germany sell another Patriot battery to Ukraine, with the U.S. and European allies splitting the cost of the purchase. Sources told the outlet that Trump also pledged to send 10 Patriot interceptor missiles to Kyiv.

If the U.S. provides Ukraine with an additional Patriot system, it would mark the first time Trump has approved a major military aid package to Kyiv that wasn't previously greenlighted by former U.S. President Joe Biden.

Washington has thus far provided Kyiv with three Patriots, a former Pentagon official told the WSJ. Germany has also sent three, while a group of European countries provided one. According to the official, not all systems are in use at the same time due to maintenance issues.

The U.S.-made air defense systems are in high demand around the world. Each system consists of two or three launchers, a radar, a command and control element, and interceptor missiles. Patriot missiles are also in short supply globally: Ukraine faces an urgent need for the munitions amid increased Russian aerial attacks, and the Guardian reported on July 8 that even the U.S. has only 25% of the interceptors required by its defense readiness plans.

According to one of the officials who spoke to the WSJ, the U.S. military would be able to supply an additional Patriot to Ukraine if ordered by the White House.

Trump also addressed U.S. legislation on sanctions, saying the Senate’s Russia sanctions bill was “totally optional” for him to implement or terminate. “I’m looking at it very strongly,” Trump said.

Ukraine has synchronized its sanctions against Russia with the last three packages of economic penalties imposed by the European Union, President Volodymyr Zelensky announced on July 8.

"Three more packages of EU sanctions are fully effective in Ukraine," Zelensky said in his evening address.

Earlier on July 8, the president announced a new round of sanctions, including restrictions on five Chinese-registered companies accused of supplying components found in Russian Shahed-type drones used to attack Ukraine.

Vladyslav Vlasiuk, Zelensky's sanctions commissioner, told reporters on July 8 that the latest decrees bring Ukrainian penalties in line with the EU's 15th, 16th, and 17th packages of sanctions against Russia.

The 15th package targets individuals from Russia, Belarus, and China, among other countries, according to Vlasiuk. It includes the Russian pilot Alexander Azarenkov, who was involved in the deadly attack on the Okhmatdyt children's hospital in Kyiv. Zelensky signed the sanctions decree on the one-year anniversary of the strike.

The 16th package includes individuals from Russia, China, Turkey, and other nations. It also targets the Voin Center, Russia's military-patriotic education organization operating in occupied Ukrainian territories, and Pivdennyi Flot LLC, which transports Russian oil via its "shadow fleet," Vlasiuk said.

The 17th package designates firms from Russia, China, Turkey, and other countries, including the gold-mining company Petropavlovsk and the Chinese company Skywalker Technology Co. Ltd, produce drone parts for Russia.

The EU is expected to approve its 18th package of sanctions against Russia later this week, after facing opposition from pro-Kremlin bloc members Slovakia and Hungary.

Ukraine has taken measures to coordinate sanctions with international partners in order to amplify pressure on Moscow. Zelensky on June 27 signed a decree to synchronize Ukraine's sanctions against Russia with those imposed by the EU and Group of Seven (G7).

Ukraine's current ambassador to the United States, Oksana Markarova, will be replaced in the near future, Foreign Minister Andrii Sybiha confirmed in an interview with Ukrainian Radio on July 8.

Earlier on July 8, a source in the Presidential Office told the Kyiv Independent that President Volodymyr Zelensky had informed Markarova of her pending dismissal.

"We can expect about 20 decrees dismissing and appointing new heads of foreign institutions," Sybiha said, specifically mentioning the U.S. as one of the planned replacements.

In his comments, Sybiha described Markarova as "one of our most successful ambassadors."

"She is extremely effective and charismatic, but surely every diplomat has a rotation cycle," he said. "I can confirm that the Ukrainian president's vision is to carry out rotations in all countries, both G7 and G20. That is, first and foremost, to strengthen these countries, in particular the U.S. track."

Zelensky and Sybiha on June 21 announced plans to overhaul Ukraine's diplomatic corps, teasing major personnel changes in a bid to secure better military aid packages and other support from international partners.

Zelensky discussed replacing Markarova specifically in a recent phone call with U.S. President Donald Trump, a source in the President's Office told the Kyiv Independent on July 7.

There are multiple "strong candidates" in the running to replace Markarova, the source said. Prime Minister Denys Shmyhal, Deputy Prime Minister Olha Stefanishyna, Defense Minister Rustem Umerov, and Energy Minister Herman Halushchenko are among the candidates, Bloomberg previously reported.

In his evening address, Zelensky said that a meeting with all Ukrainian ambassadors is scheduled for July 21. It was not immediately clear as to when the changes to the posts may take effect.

Markarova has served as Kyiv's ambassador to Washington since April 2021, and played a central role in coordinating U.S. military and financial support during the early phases of Russia's full-scale invasion.

The announcement of her dismissal comes at a high-stakes moment in relations between Kyiv and Washington. The U.S. Defense Department recently paused shipments of critical weapons systems, including Patriot air defense missiles and precision-guided munitions, even as Ukraine faces intensifying Russian attacks.

Moldova's Victory bloc, a pro-Russian political alliance, plans to participating in the country's September parliamentary elections, the bloc's founder Ilan Shor announced on July 6.

Shor, an exiled pro-Kremlin oligarch, established the Victory bloc in August 2024. The bloc includes his own Shor party, which is banned in Moldova.

Victory will submit documents in the coming days registering the bloc for participation in the September vote, Shor said.

"Our main goal in these elections is to overthrow the fascist regime and hold early democratic elections within the next six months," Shor said.

The candidate list will be headed by Evghenia Gutul, the head of Moldova's Gagauzia region, who is currently on trial for illegally funding the banned Shor party. Gutul maintains ties to Moscow and is currently under U.S. sanctions.

The upcoming September elections carry high stakes for Moldova, one of the pooerest countries in Europe. Moldovan President Maia Sandu said on July 4 that Chisinau's European path rests on the outcome of the vote.

European Commission President Ursula von der Leyen pledged on July 4 that the European Union will help Moldova defend itself against hybrid threats by "agents of autocracy" as elections approach.

Moldova was granted EU candidate status in 2022. Sandu's ruling Party of Action and Solidarity aims to maintain its parliamentary majority and move the country closer to full membership by 2030.

Andriy Yermak, head of Ukraine's Presidential Office, has been leading campaigns to supplant three top officials in the Ukrainian government, the Economist reported on July 6, citing multiple anonymous officials.

The story follows a corruption probe into Deputy Prime Minister Oleksii Chernyshov, the highest-ranking official in Ukrainian history to face such charges while still in office. According to the Economist's sources, Yermak was a driving force behind the investigation.

Yermak, President Volodymyr Zelensky's close friend and chief adviser, spurred on the Chernyshov probe while also renewing attempts to replace Kyrylo Budanov, head of Ukraine's military intelligence agency (HUR) , and Prime Ministery Denys Shmyhal, three unnamed officials told the Economist.

There is no evidence that Yermak ordered an investigation into Chernyshov, the Economist reports, but officials told the outlet that he influenced the case by allowing it to progress while freezing other investigations.

Chernyshov ran afoul of Yermak by offering himself as an alternative liaison to Washington, the officials claimed. His removal would also reportedly clear the way for Deputy Prime Minister Yuliia Svyrydenko, a Yermak protege, to assume the role of Prime Minister in the event of Shmyhal's dismissal.

Rumors of a government reshuffle unseating Shmyhal have circulated for months. Ukrainian media reported last summer that Zelensky was considering replacing the prime minister with Svyrydenko. While several key officials were replaced in a reshuffle in September 2024, Shmyhal kept his post.

Chernyshov, too, has said he will not step down from his role as deputy prime minister despite the ongoing corruption probe.  

Reports of imminent dismissal have also periodically surrounded Budanov, Ukraine's spy chief. Budanov has rejected such rumors as "Russian propaganda" in the past.

Sources told the Economist that Yermak was leading another effort to oust Budanov in June 2025. According to the outlet, warnings from the White House not to fire Budanov may have helped secure his position.

Politico reported in June that U.S. officials, particularly those working in the Trump administration, found Yermak's diplomatic style abrasive and off-putting, potentially risking U.S.-Ukrainian relations at a critical time.

An explosion aboard the Eco Wizard tanker in Russia's Ust-Luga port caused an ammonia leak and is under investigation, the Russian Transportation Ministry announced on July 6.

Explosions have damaged five tankers at Russian ports since the beginning of the year.

The Russian Transportation Ministry alleged that "a minor leak of liquid ammonia" occurred at the Ust-Luga seaport in Leningrad Oblast due to "an incident" while unloading and loading the Eco Wizard tanker.

According to the Russian Telegram news channel Baza, "an explosion of an unknown nature" preceded the leak.

The ship's 23-person crew was evacuated and port emergency services are working on site to eliminate the consequences. Loading operations were stopped and emergency rescue services put on high alert. Russian Transportation Minister Roman Starovoit held a meeting on the incident and a diving inspection of the vessel is planned.

No casualties have been reported.

The Eco Wizard tanker arrived in Ust-Luga from Antwerp, Belgium on July 3, according to ship-tracking data from VesselFinder. The vessel was built in 2024 to transport liquefied petroleum gas (LPG) and flies the flag of the Marshall Islands.

The vessel is suspected to belong to Russia's "shadow fleet," a group of tankers Moscow uses to circumvent sanctions.

A week prior to the Eco Wizard explosion, a blast occurred on the shadow fleet tanker Vilamoura shortly after it visited Russian ports. The ship was carrying 1 million barrels of oil at the time of the explosion.

The Eco Wizard is the sixth tanker linked to Russia to have suffered an explosion since the start of this year.

Russian attacks on two towns in Donetsk Oblast left five people dead and another injured on July 6, Governor Vadim Filashkin reported.

Russia attacked the front-line towns of Kostiantynivka and Druzhkivka.

In Kostiantynivka, Russian airstrikes and missile attacks killed four people and injured another person, Filashkin said. The heavy attacks also damaged 14 homes, four high-rise buildings, an administrative building, a car, and five power lines.

In Druzhkivka, a Russian first-person-view (FPV) drone killed one person and damaged equipement.

Filashkin warned that both Kostiantynivka and Druzhkivka are "under constant enemy fire" and urged residents to relocate.

"It is dangerous to stay here! Evacuate to safer regions of Ukraine!" Filashkin wrote on Telegram after the attack.

In late June, Filashkin reported that Kostiantynivka, in eastern Donetsk Oblast, faces an imminent "humanitarian catastrophe." The town lies just 10 to 15 kilometers (6 to 9 miles) from several areas currently occupied by Russian forces, according to battlefield mapping site DeepState.

Kostiantynivka has come under intensified attack in recent months as Moscow pushes westward beyond its gains around other nearby towns.

Three Democratic Senators have launched an investigation into U.S. President Donald Trump's refusal to impose new sanctions against Russia, the legislators announced in a joint statement on July 3.

Since taking office in January, Trump has passed no new sanctions against Moscow. In some cases, he has even eased restrictions, even as Russia intensifies its full-scale war against Ukraine.

Senate Democrats Jeanne Shaheen, Elizabeth Warren, and Chris Coons called on the administration to impose new penalties on the Kremlin and said they planned to investigate Trump's "five-month pause" on sanctions.

"Americans should be asking why a president who says he wants to end a major war is instead letting the aggressor run rampant," the senators said in a joint statement issued July 3.

The statement followed an analysis by the New York Times (NYT), published July 2, which found that Washington's slowed momentum on sanctions created more opportunities for shell companies to funnel sanctioned goods into Russia.

Former U.S. President Joe Biden imposed an average of 170 new sanctions per month on entities tied to Moscow between 2022-2024, according to the NYT. Overall, the Biden administration slapped 6,200 penalties on individuals, businesses, ships, and aircraft connected to Russia.

Without new sanctions to maintain pressure on Moscow, the effects of the Biden sanctions regime have begun to erode, the NYT reported. An analysis of trade records and other data. showed that over 130 companies in China and Hong Kong are advertising sales of sanctioned computer chips to Russia. Despite this illegal activity, none of the companies have been sanctioned.

Along with letting U.S. sanctions on the Kremlin go stagnant, the Trump administration has removed sanctions on Karina Rotenberg, the wife of a key ally of Russian President Vladimir Putin, and notably exempted Russia from its sweeping "Liberation Day" tariffs.

U.S. President Donald Trump brushed off a reporter's question on July 3 about pausing weapons deliveries to Ukraine, claiming Washington is "giving weapons" to Kyiv.

The Pentagon previously confirmed that the U.S. has already halted some military aid shipments to Ukraine in order to conduct what it calls a "capability review" of its own stockpiles.

"Why did you pause weapons shipments to Ukraine?" a reporter asked Trump as the president prepared to board Air Force One.

"We haven't," Trump replied. "We're giving weapons."

Trump then offered a contradictory answer, saying the U.S. is "trying to help" Ukraine while also claiming that former U.S. President Joe Biden depleted the country's weapons stocks with military aid to Kyiv and that Washington must defend its own interests.

"But we've given so many weapons — but we are giving weapons, and we're working with (Ukraine), we're trying to help them," Trump said.

"But we haven't... You know, Biden emptied out our whole country giving them weapons and we have to make sure that we have enough for ourselves."

Trump then asked the reporter which media outlet he represented.

"The New York Times," the journalist said.

"Ah, no wonder," Trump replied.

Reports that the U.S. had suddenly paused some weapons shipments — including deliveries of desperately needed air defense missiles — left officials in Kyiv scrambling for answers. Trump's response provides little clarity and even less reassurance to Ukrainians facing increasingly deadly Russian missile attacks night after night.

The decision to halt the shipments "was made to put America's interests first following a (U.S. Defense Department) review of our nation's military support and assistance to other countries across the globe," White House Deputy Press Secretary Anna Kelly said in a statement after Politico broke the story on July 1.

The Washington Post later reported that a shipment of U.S. weapons, including advanced air defense systems and precision missiles, was halted in Poland where it was awaiting delivery to Ukraine.

U.S. State Department Spokesperson Tammy Bruce, like Trump, insisted that the U.S. was not pulling support from Ukraine.

"This is not — I will reinforce this — this is not a cessation of us assisting Ukraine or of providing weapons," Bruce told reporters at a briefing.

"This is one event in one situation, and we'll discuss what else comes up in the future. But be wary of painting too broad a brush there."

Trump's remarks about the weapons shipments followed an update on his July 3 phone call with Russian President Vladimir Putin.

"We had a call. It was a pretty long call. We talked about a lot of things," he said.

Their conversation brought the Kremlin no closer to agreeing to a ceasefire, according to Trump.

"No, I didn't make any progress with (Putin) today at all," he said.

The U.S. Defense Department (DOD) has halted shipments of some air defense missiles and other weapons previously promised to Kyiv out of concerns over the size of U.S. stockpiles, Politico reported on July 1, citing sources familiar with the matter.

The suspension comes as Ukraine faces a shortage of air defense munitions along with increasingly intense and deadly Russian bombardments. In June 2025, Russia launched 5,337 Shahed-type drones at Ukraine, shattering its previous monthly record.

Pentagon policy chief Elbridge Colby made the decision to pause the aid deliveries after conducting a review of U.S. munitions stocks, three sources told Politico. Colby was reportedly concerned about dwindling levels of artillery rounds, air defense missiles, and precision munitions.

Among the items being held back from Ukraine are Patriot air defense missiles, precision artillery rounds, Hellfire missiles, drones, and other missiles that Ukraine launches from F-16 fighter jets.

Colby made the decision in June, amid a surge in Russian mass aerial attacks against Ukraine. The White House later confirmed the pause.

The Pentagon's decision "was made to put America's interests first following a DOD review of our nation's military support and assistance to other countries across the globe," White House Deputy Press Secretary Anna Kelly said in a statement issued after Politico published the story.

"The strength of the United States Armed Forces remains unquestioned — just ask Iran," she said.

Since his inauguration in January, U.S. President Donald Trump has not approved any additional military aid packages for Ukraine. Defense Secretary Pete Hegseth also announced recently that the U.S. will reduce the total aid it sends to Ukraine in its upcoming defense budget.

At the NATO summit in The Hague in late June, Trump said he would "see" if the U.S. could supply Kyiv with additional missiles for its Patriot systems.

But according to a source who spoke to Politico, plans to reduce and redirect air defense munitions and other weapons for Ukraine have been in the works for months. The administration is looking to redirect artillery shells, tank shells, and air defense systems to Israel or back to Washington.

"They have proposed repeatedly since March to pause the shipments," the person said.

Colby, the reported architect of the decision, has previously advocated for reducing U.S. military assistance to Ukraine to prioritize deterrence efforts in Asia.

Ukrainian drones struck the Saratovorgsintez oil refinery in Russia's Saratov Oblast, causing damage to the facility, Ukraine's General Staff reported on July 1.

"An important facility has been hit," the General Staff said via its official Telegram channel.

The Saratovorgsintez refinery and chemical plant, owned by Russian energy giant Lukoil, is located nearly 1,500 kilometers (930 miles) from Ukraine's border in the city of Saratov. The city hosts multiple strategic military and industrial sites.

The refinery was targeted to "reduce the enemy's offensive capabilities," the General Staff wrote.

"The occupiers use the capacity of this refinery to supply fuel and lubricants to Russian military units involved in the armed aggression against Ukraine."

The attack was a joint operation carried out by Ukraine's military intelligence agency (HUR) and other military units, the General Staff said. A fire broke out at the site of the attack and damage to the refinery's technological installations has been confirmed. The full consequences of the strike are still being investigated.

The Kyiv Independent could not verify these claims.

The report is the latest in a series of announcements on July 1 about successful Ukrainian strikes on Russian targets. Earlier in the day, HUR released footage of Ukraine's UJ-26 drones, commonly known as Bober (Beavers), targeting high-value Russian air defenses and a fighter jet in occupied Crimea.

A source in the Security Service of Ukraine (SBU) told the Kyiv Independent that Ukrainian drones struck a major Russian military plant in the city of Izhevsk, over 1,300 kilometers (800 miles) from the front lines.

Ukraine also hit a Russian command post in occupied Donetsk Oblast, according to the General Staff.

Ukraine is launching a joint weapons production program with members of the Ukraine Defense Contact Group (UDCG), or Ramstein summit participants, Defense Minister Rustem Umerov announced on July 1.

The UDCG was formed in 2022 under former U.S. President Joe Biden to coordinate military assistance for Ukraine among about 50 of Kyiv's allies.

As part of a new joint production program, new factories and weapons manufacturing facilities will be built in Ukraine and abroad, Umerov said in a social media post. The international sites will be UDCG member countries participating in the Ramstein-format summit.

New legal and tax regulations will also be put in place for Ukrainian weapons manufacturers, facilitating the construction of new sites and allowing them to rapidly scale up production, Umerov said.

The Defense Ministry on July 1 joined the Verkhovna Rada (Ukraine's parliament) Finance, Tax, and Customs Committee in presenting four draft laws regarding domestic weapons production "aimed at developing the industry." The legislation introduces amendments to tax, customs, and budget regulations, as well as the Criminal Code.

The first vote on the new legislative package is expected to take place in a month, according to Umerov.  

"This is a new type of military-industrial cooperation, where Ukraine is an equal partner and player in the global defense market," he said.

As Ukraine scales up domestic defense production, President Volodymyr Zelensky has been lobbying foreign partners to provide funding to help match its manufacturing capacity. At the NATO summit in The Hague, Ukraine signed agreements on joint weapons production with the U.K. and Denmark. Norway also pledged to jointly develop air defense systems with Kyiv.

North Korea is already using Russia Pantsir S-1 air defense systems in Pyongyang, Kyrylo Budanov, head of Ukraine's military intelligence (HUR), said in an interview with Hromadske Radio on July 1.

The arrival of Pantsir missiles is another sign that North Korea is improving its weapons technology and military might through cooperation with Russia. The two nations signed a defense treaty in June 2024, and North Korea has supplied arms and troops to Moscow in exchange for training and advanced military technology.

"I can tell you that, for example, the first Pantsir S-1 installations have already appeared in Pyongyang," Budanov told Hromadske Radio.

"They are already on combat duty there, guarding their capital. And the Russians are retraining Korean personnel, and soon the Koreans will be working autonomously on this technology."

The Pansir S-1 is the same air defense system Russia uses to guard its military-industrial facilities. It carries an estimated price tag of around $15 million.

North Korea is "currently significantly increasing its military power" through direct cooperation with Russia, Budanov said. It benefits from Russia's ongoing technology transfers and the "real combat experience" personnel gained by fighting alongside Russian troops against Ukraine.  

Budanov also said Ukraine expects "a significant increase" in the number of North Korean citizens in Russia. Some of these citizens will sign up for the Russian military, making it seem less like an official transfer of North Korean personnel and more like voluntary registration from invidivual citizens.

The day before Budanov's comments, North Korean leader Kim Jong Un publicly honored his country's soldiers who were killed fighting in Russia's war against Ukraine. The ceremony coincided with a visit by Russian Culture Minister Olga Lyubimova, illustrating the deepening military alliance between Moscow and Pyongyang continues.

Russia has also reportedly provided North Korea with advanced electronic warfare systems, helped the country build modern warships, and improved its KN-23 ballistic missiles.

In June, Budanov said that Moscow has agreed to assist Pyongyang in mass-producing Shahed-type attack drones.

The Defense Ministry has approved the Ukrainian-made ground-based robotics complex "Murakha" ("Ant") for combat operations, the ministry announced on June 28.

Since 2024, Ukraine has been scaling up robotics development in hopes that mass production of unmanned ground vehicles (UGVs) will "minimize human involvement on the battlefield."

The Murakha is a tracked robotic platform designed to support front-line units working under challenging conditions, such as under enemy artillery and in heavily mined terrain, the Defense Ministry said.

Its larger size makes it one of Ukraine's leading UGVs in terms of load capacity. The Murakha can reportedly carry over half a ton of weight across dozens of kilometers. It can also cross difficult terrain and shallow water.

According to the Defense Ministry, the Murakha's multiple control channels allow it to function successfully even in areas of the battlefield where Russian electronic warfare (EW) systems are operating.

Mobile robots are capable of performing several tasks on the battlefield, including offensive and defensive activities, evacuation of the wounded, logistical support for units, and mining and demining.

In April, the Defense Ministry unveiled the D-21-12R UGV, a ground-based robot equipped with a machine gun.

Russia is making another attempt to expand its exports of liquefied natural gas (LNG) after U.S. sanctions disrupted production at its flagship Arctic LNG 2 plant, Bloomberg reported on June 28.

Arctic LNG 2, owned by the Russian company Novatek, was envisaged as Russia's largest LNG plant and aimed to produce almost 20 million metric tons of LNG per year. The U.S. State Department targeted the Arctic LNG 2 project with sanctions in 2024.

An LNG vessel has reportedly docked at the Arctic LNG 2 facility for the first time since October, according to ship-tracking data and satellite images analyzed by Bloomberg. Data suggests that at least 13 vessels of Russia's "shadow fleet" have been assembled to potentially serve Arctic LNG 2.

These include four ice-class vessels, including the one currently docked at Arctic LNG 2. Three others are idling in the Barents Sea, along with three traditional LNG vessels. Two more vessels are being repaired in China and another two are idled in the Gulf of Finland. One ship is located near a floating storage facility in Russia's Far East.

While pipeline shipments of Russian gas to Europe have declined sharply since the full-scale invasion of Ukraine, Russia's shadow fleet — a group of aging oil tankers used to circumvent global sanctions — continues to grow.

Moscow now has more vessels at its disposal than it did last year, according to Malte Humpert, founder of the Arctic Institute think tank.

"If (Russia) can find buyers, this small fleet should be sufficient to lift cargoes," Humpert told Bloomberg.

Finding buyers may present a difficulty, due to wariness about sanctions violations. Former U.S. President Joe Biden sanctioned ships and companies connected with exports from Arctic LNG 2 in 2024, thought it is not yet clear if U.S. President Donald Trump will enforce sanctions as strictly.

Representatives of Arctic LNG 2 have continued to search for buyers in China and India, but have not yet made any sales, traders familiar with the matter told Bloomberg.

Arctic LNG 2 cut production from its gas fields to almost zero in November 2024, after halting liquefaction the previous month due to Western sanctions. The U.S. sanctioned two vessels and two entities connected to Arctic LNG 2 in September 2024, after previously targeting the project in a sweeping round of sanctions late August.

The August sanctions likely forced Novatek to scale back its operations at the facility. Novatek itself was sanctioned after the outbreak of the full-scale war in 2022.

Russia launched its largest aerial attack on Ukraine since the start its full-scale war overnight on June 29, launching 477 drones and 60 missiles towards Ukrainian cities, Ukraine’s Air Force said.

Russian missile and drone attack terrorized Ukraine overnight as air raid alarms sounded across the country, including western regions far from the front lines.

Yuriy Ihnat, a spokesperson for Ukraine's Air Force, confirmed to the Associated Press that the attack had become "the most massive airstrike" since the beginning of Russia's full-scale in February 2022.

Russia's bombardments — a fact of life after three years of full-scale war — have intensified dramatically in May and June, with mass attacks becoming more frequent and more deadly.

Ukraine's Air Force warned late in the evening on June 28 that Russia had launched three Tu-95 bombers from the Olenya military airfield in Murmansk Oblast. The Air Force also warned that multiple groups of Russian drones were heading towards various regions.

Several hours later, the Air Force reported that a Russian MiG-31K — a jet capable of carrying Kinzhal ballistic missiles — took off from Savasleyka airfield in Russia's Nizhny Novgorod Oblast. The Air Force followed this up with warnings that cruise missiles were bound for several regions, including Ternopil, Lviv, and Ivano-Frankivsk oblasts in western Ukraine.

The Operational Command of the Polish Armed Forces said it scrambled fighter jets and activated ground-based air defense units in response to the Russian aerial attacks in western Ukraine.

Explosions and strikes were reported in Mykolaiv, Kremenchuk, Zaporizhzhia, Cherkasy Oblast, Ivano-Frankivsk, and Lviv as waves of attacks came throughout the night. Some regional officials shared preliminary reports of damage and casualties even as air defense continued to operate in the area.

Civilian infrastructure was damaged and at least three people were injured in attacks on Cherkasy Oblast, Governor Ihor Taburets reported.

In Kremenchuk, Poltava Oblast, an undisclosed enterprise was hit, causing a fire, according to Governor Volodymyr Kohut.

A production facility at an unnamed enterprise in Zaporizhzhia was hit during an overnight missile attack, Governor Ivan Fedorov said. No casualties were reported.

After the alarms died down, officials in Lviv Oblast said that Russia attempted to strike critical infrastructure in the region. According to Lviv Mayor Andrii Sadovyi, these efforts were largely unsuccessful.

"Despite the complexity of this overnight combined attack, no one was injured and no civilian buildings were damaged in Lviv," he wrote on Telegram.

Mykolaiv Oblast Governor Vitalii Kim reported that Russia targeted the city overnight with ballistic missiles and Shahed drones, hitting an infrastructure facility. The strike caused a fire but no casualties.

The mass missile and drone attack comes a day after Russian President Vladimir Putin told reporters that Moscow is ready to hold another round of peace talks.

Ukrainian and Russian delegations have now held two direct talks in Istanbul, but the discussions have yielded few results outside of coordinated prisoner swaps.

Moscow refuses to budge on its maximalist ambitions in Ukraine and is unwilling to enter a ceasefire unless Kyiv preemptively agrees to surrender all foreign military aid. Putin on June 20 declared that "all Ukraine is ours" in a bombastic speech at the St. Petersburg Economic Forum.

Russian ballistics and kamikaze drones have targeted Kyiv and other Ukrainian cities with renewed ferocity, killing dozens of civilians and injuring hundreds more. Just this week, a Russian missile struck a passenger train in Dnipro, leaving 21 dead and over 300 wounded.

Police aggressively dispersed protestors at an anti-government rally in Belgrade, whereover 100,000 demonstrators gathered on June 28 to demand snap elections.

The rally marks the latest mass action in a protest movement that started last fall, with activists calling for an end to corruption and the 12-year rule of Serbian President Aleksandar Vucic.

Crowds in Belgrade on June 28 chanted "We want elections!" — a key demand of the movement that Vucic has consistently refused. His term ends in 2027, which is also the date of the next scheduled parliamentary elections.

Police officers in riot gear used tear gas, pepper spray, and stun grenades to forcibly dispersed crowds, according to multiple media outlets. Dozens of protestors were detained, though the police did not provide an exat number.

Serbian Interior Minister Ivica Dacic claimed that demonstrators attacked the police.

Protestors reportedly threw eggs, plastic bottles, and other objects at riot officers blocking the crowd from entering a city park where Vucic supporters were staging a counterprotest. Vucic reportedly bused in groups of his own supporters from around the country ahead of the rally.

Vucic, a right-wing populist leader with authoritarian tendencies and warm ties with Russia, has repeatedly accused foreign states of inciting the protests in order to topple his government. He is provided no evidence to support these claims.

The current wave of protests in Serbia began in November, when a train station roof in the town of Novi Sad collapsed, killing 15. The disaster was blamed on government corruption.

While Vucic has alleged that Western powers are trying to trigger a "Ukrainian-style revolution in Serbia," the Serbian protests are not markedly pro-Ukrainian or pro-Russian. Unlike mass demonstrations in Slovakia, where activists explicitly condemned the government's Kremlin-friendly agenda, the Serbian movement is focused on Vucic's corrupt leadership.

The U.S. fast-food giant McDonald's plans to open 10 new restaurants in Ukraine this year, signaling faith in Ukraine's struggling but growing wartime economy, the New York Times (NYT) reported on June 28.

McDonald's closed all its locations in Ukraine after Russia launched the full-scale invasion in February 2022, but began reopening later that year. The 10 new restaurants will bring the total number close to 120 — more operating McDonald's locations than before the war.

"Overall, this indicates that despite the military actions, Ukraine's economy is showing positive dynamics," Viktor Mykyta,  a top economic adviser to President Volodymyr Zelensky, told the NYT.

"If a business like McDonald's can operate here, it shows any investors that they, too, can confidently work here."

Mykyta served as Governor of Ukraine's far-western Zakarpattia Oblast until last fall. The region was the only one in Ukraine without a McDonald's outpost — until this spring, when two McDonald's restaurants opened in Zakarpattia's cities of Uzhhorod and Mukachevo.

The expansion of McDonald's offers job opportunities and lucrative tax revenues. In 2024, McDonald's paid over $60 million in taxes in Ukraine, making it the country's largest taxpayer in the industry.

Ukraine's economy is projected to grow by 3.3% this year, according to the European Bank for Development and Reconstruction (EBRD). Earlier projections showed over 4% growth, but rising inflation and an economic slowdown exacerbated by Russian attacks on energy infrastructure and nationwide labor shortages brought the forecast down.

Still, Ukraine has been able to welcome back Western businesses that suspended operations at the start of the war, including Ikea, H&M, and Zara.

Russia's war has presented challenges to McDonald's operations. In January 2025, a Russian missile strike on Kyiv damaged Ukraine's oldest McDonald's. Many restaurants also do not offer breakfast due to frequent air raids. In March, the company relaunched its breakfast menu at six McDonald's locations.

McDonald's closed its restaurants in Russia and left the Russian market entirely in 2022.

Pope Leo XIV welcomed Ukrainian Greek Catholic pilgrims to the Vatican on June 28, saying their country has been "martyred" by Russia's "senseless war."

Greek Catholicism is Ukraine's second-largest Christian denomination, with adherents making up around one-tenth of the country's population. Prevalent mainly in western Ukraine, it has retained many rituals and practices of the Orthodox Church while under the pope's jurisdiction.  

"I wish to express my closeness to the martyred Ukraine — to the children, the youth, the elderly, and especially to the families who mourn their loved ones," Pope Leo said in an address to Greek Catholic pilgrims at St. Peter's Basilica.

"I share in your sorrow for the prisoners and for the victims of this senseless war."

Sviatoslav Shevchuk, Head of the Greek Catholic Church in Ukraine, was among the pilgrims greeted at the Vatican, along with other bishops, priests, and lay believers. The pilgrimage was made in honor of the Jubilee, a Catholic holy year last observed in 2015-2016. The theme of the 2025 Jubilee is "Pilgrims of Hope."

In his address, Pope Leo said that the faith of Ukrainians is being "sorely tested" by Russia's full-scale invasion.

"Many of you, since the war began, have surely asked: Lord, why all this? Where are you? What must we do to save our families, our homes and our homeland?"

The pope also offered a special blessing to mothers of soldiers killed on the front lines in Ukraine.

After Pope Leo's remarks at St. Peter's, President Volodymyr Zelensky thanked the pontiff for his support.

Thank you, Your Holiness, for your continued prayers and compassion for Ukraine and our people," Zelensky wrote on X.

"Together we must stop this wanton Russian aggression and protect innocent lives. A just peace is needed. And we would also deeply appreciate your kind help in bringing back all our people — adults and children — held in Russian captivity against their will."

Pope Leo XIV, formerly Cardinal Robert Prevost, was elected head of the Catholic Church in the conclave on May 8 after the death of his predecessor, Pope Francis. Zelensky met with Pope Leo at his inauguration mass on May 18 and described him as "a symbol of hope for peace." The two discussed the return of children forcibly deported by Russia and other humanitarian issues.

Pope Leo has called for "a just and lasting peace" in Ukraine and has offered to host peace talks between Kyiv and Moscow at the Vatican — an offer Zelensky has welcomed and Kremlin officials have dismissed.

Early in June, Pope Leo spoke on the phone with Russian President Vladimir Putin, urging Russia to make "a gesture that would favor peace."

The pope's support for Ukraine has been viewed as a departure from his predecessor Pope Francis, whose legacy among Ukrainians was marred by his at times controversial comments about Russia. In 2024, Pope Francis called on Ukraine to have the "courage" to "raise the white flag" and negotiate with Moscow.

The drone attack hit a 21-story building, causing a fire on the 7th, 8th, and 9th floors that left residents trapped in their apartments. First responders rescued five people, including a small child.

Two people, a married couple, were killed in the attack, Odesa Oblast Governor Oleh Kiper reported. Emergency workers recovered their bodies from the damaged building.

At least 14 other civilians were injured, including three children. Both are receiving treatment in medical facilities, Kiper said.

Ongoing air raid alarms throughout the night complicated rescue efforts, the State Emergency Service said.

Around 50% of Americans support sanctions against countries that purchase Russian oil and gas, according to the results of a YouGov poll published on June 27.

A bipartisan sanctions bill in the U.S. Senate aims to slap 500% tariffs on imports from countries that continue to purchase Russian energy products. U.S. President Donald Trump has not backed the measure and a vote on the bill has reportedly been postponed.

In a YouGov survey of adult U.S. citizens conducted June 12-16, 24% said they "strongly support" sanctioning Russian energy buyers while 25% said they "somewhat support" secondary sanctions against these countries.

Like the Senate bill, support for secondary sanctions among respondents was bipartisan. Of "strong supporters," 26% indentified as Democrats while 27% were Republicans.

More Republicans than Democrats said they favored the specific 500% tariff penalty proposed by legislators. While 29% of respondents who "strongly supported" the measure were Democrats, 41% were Republicans. Only 32% of survey respondents overall said they supported the 500% tariff.

The 500% tariff has been championed by Republican Senator Lindsey Graham, a Trump ally and co-author of the sanctions bill alongside Democrat Richard Blumenthal. Along with tariffs on countries purchasing Russian oil, the bill would also slap "bone-crushing" new sanctions against Russia, according to Graham.

A majority of Americans support increasing or maintaining U.S. sanctions against Russia, the survey found. Here the division along party lines is stark, with 59% of those in favor of increasing sanctions on Moscow identifying as Democrats and only 37% identifying as Republicans.

The poll also showed that about 50% of Americans oppose cutting military aid to Ukraine. According to YouGov, 26% of U.S. adults are in favor of increasing military aid while 23% believe Washington should maintain its current levels of support.

The results illustrate the contrast between the prevailing views of the American public and the policies of the Trump administration. Trump has repeatedly undercut the Senate sanctions bill, requesting delays to the vote and calling on lawmakers to weaken the proposed measures.

While Trump has at times threatened to impose new sanctions on Russia, he has never followed through on any of those threats and consistently shoots down domestic and international appeals to get tough on Moscow. At the recent G7 Summit in Canada, Trump reportedly insisted that sanctions would be at odds with U.S. business interests.  

U.S. Defense Secretary Pete Hegseth also announced earlier this month that Washington will cut military aid to Ukraine in its upcoming defense budget.

Ukraine provides over 40% of the weapons used to defend the nation's independence against Russia's full-scale invasion, President Volodymyr Zelensky said at the State and Business Forum in Kyiv on June 27.

As Ukraine scales up domestic defense production, Zelensky has been lobbying foreign partners to provide funding to help match its manufacturing capacity.

The government and Ukrainian businesses now provide more than 40% of the weapons the country uses in its fight against Russia, Zelensky said. Business-driven innovations in technology have helped Ukraine on the battlefield, particularly in drone development.

"Thanks to Ukrainian entrepreneurship and all the conditions we have created as a state, a new sector of our domestic manufacturing has emerged and immediately become one of the world’s most advanced — the production of drones of various types," Zelensky said.

"Hundreds of companies are now involved in weapons production in one way or another."

Zelensky's comments come a day after Defense Minister Rustem Umerov reported that Ukrainian companies have increased their industrial capacity in order to produce four million drones a year.

At the NATO summit in The Hague on June 24, Zelensky said Ukraine could potentially produce as many as eight million drones per year, but lacks the financial backing to achieve its full capacity. During the summit, Ukraine signed agreements on joint weapons production with the U.K. and Denmark in an effort to bridge the gap between Kyiv's capacity and current funds.

Ukraine has rapidly developed its drone capabilities since 2022, evolving from modifying commercial aircraft to producing military UAVs, attack drones, and reconnaissance systems at scale.

President Volodymyr Zelensky has instructed government officials to prepare a decision introducing a long-term moratorium on business inspections in Ukraine, the Presidential Office announced on June 27.

Zelensky discussed the moratorium during an address at the "State and Business Forum: From Dialogue to Partnership," held in Kyiv.

"I have instructed that a decision on a long-term moratorium on business inspections be prepared to protect businesses from any pressure by unscrupulous individuals in various government positions," he said.

Economic growth is a vital component of Ukrainian resilience, necessitating ongoing dialogue between the government and entrepreneurs, Zelensky said. In addition to imposing the moratorium on inspections, Kyiv will also expand the Council for Entrepreneurship Support in an effort to cultivate entrepreneurship in Ukraine.

"Even under such harsh conditions of this war, Ukraine can rely on its entrepreneurs — on our domestic Ukrainian manufacturing, our Ukrainian logistics, our Ukrainian services across all sectors — from security to everyday life, as well as on Ukrainian developments and investments," the president said.

Following Russia's full-scale invasion in early 2022 and the onset of martial law, Ukraine temporarily suspended certain business regulations, including tax inspections for businesses. Zelensky signed a law resuming tax inspections for certain businesses in December 2023.  

Now in its fourth year of full-scale war against Russia, Ukraine's economy is still attempting to recover from the massive blow dealt in 2022, when the GDP dropped by 29.1%. At the same forum on June 27, Ukraine's new Prosecutor General Ruslan Kravchenko announced another measure meant to boost business: an audit of criminal cases related to businesses in Ukraine.

"The second priority is to finally sort out the proceedings related to business, protect business, and achieve justice in these matters," Kravchenko said.

The Prosecutor's Office will be dedicated to "ensuring the rights of investors and businesses," Kravchenko wrote on his Telegram channel on June 26. Efforts to safeguard businesses will not interfere with Ukraine's legal obligations and the regulatory reforms required for its integration into the European Union, he said.

Pokrovsk remains the "hottest spot" along Ukraine's front lines, with Russia concentrating its largest group of personnel in that direction — a force numbering 111,000 troops, Commander-in-Chief Oleksandr Syrskyi reported on June 27.

Russia has for months focused its offensive efforts on the embattled town of Pokrovsk in Donetsk Oblast and has recently been escalating attempts to break through to neighboring Dnipropetrovsk Oblast, a region that has not yet seen combat. Ukraine denied reports that Russian forces breached the regional border in May and June.

In May, Syrskyi reported that Ukraine had stabilized the situation in Pokrovsk.

After a working visit to the Pokrovsk sector, Syrskyi on June 27 said that the city is still "the hottest spot along the entire 1,200-kilometer front line" with nearly 50 combat clashes recorded per day. It's also where Russia has concentrated the bulk of its forces in Ukraine.

Russia has amassed "about 111,000 personnel" in the Pokrovsk sector, Syrskyi said, but Ukrainian forces are holding the line.

"The enemy continues to try to break through to the administrative border of Donetsk Oblast ... Russian sabotage and assault groups were particularly active here two weeks ago," Syrskyi said.

"But they were all destroyed or neutralized, and the remnants were pushed back from the administrative border. The situation is under control."

Russia is attempting to break into Dnipropetrovsk Oblast not only for operational reasons, but also for performative ones, Syrskyi said.

"To achieve a psychological effect: to put the infamous 'foot of the Russian soldier' there, plant a flag, and trumpet another pseudo-'victory.'"

Syrskyi's comments echo recent remarks by Russian President Vladimir Putin, who claimed in a propaganda-heavy speech on June 20 that "wherever the foot of a Russian soldier steps is Russian land." President Volodymyr Zelensky fired back the next day, promising "Ukrainian drones for the foot of every Russian soldier."

While Putin claimed on June 27 that Moscow is "ready" for a third round of peace talks with Kyiv, the Kremlin has sent no signal that it's ready to abandon its maximalist ambitions in Ukraine.

Russia's so-called "peace memorandum" demands that Ukraine recognize Russia's annexation of Crimea, as well as Kherson, Donetsk, Zaporizhzhia, and Luhansk oblasts — none of which are fully under Moscow's control.

European firms continue to ship critical weapons components to Russia, President Volodymyr Zelensky told the European Council on June 26 in a plea for tougher EU sanctions against Moscow.

"Some European companies are still sending critical components to Russia. These end up in missiles and other weapons used to kill us, kill Ukrainians," Zelensky said in a video address to the European Council summit in Brussels.

Ukraine is in the process of identifying these materials and will pass along evidence to EU officials, he said.

Zelensky's remarks were part of a broader appeal for the EU to expand and strengthen economic penalties on Russia. While the bloc reached an agreement in Brussels to extend current sectoral sanctions for another six months, it is still debating its proposed 18th package of sanctions against Russia.

Zelensky urged the EU to pass "a truly strong" 18th package, targeting "Russia's oil trade, its shadow tanker fleet, Russian banks and other financial instruments, and the supply chains that bring equipment or parts for making weapons."

The sanctions should not only penalize Russia's so-called "shadow fleet" vessels, but also the tankers' captains and the ports Russia uses to export oil, Zelensky said.

The president also reiterated his call to drop the current oil price cap to $30 per barrel.

"Russia's military ambitions grow when its oil revenues are high," he said.

Several European countries still rely heavily on Russian oil and gas, Zelensky pointed out. Ukraine understands the complexities of this situation and treads carefully in order to respect its partnership with the EU.

"Yet, sadly, we don't always feel this same understanding in return when it comes to Ukraine's needs," Zelensky said.

"It feels especially strange to hear such strong criticism — even political pressure from some  leaders — while our respect for EU rules allows oil to keep flowing."

While Zelensky did not specify any particular EU leaders, Slovak Prime Minister Robert Fico in June threatened to veto the 18th sanctions package, citing concerns over Slovakia's reliance on Russia's energy imports. Fico has emerged as one of the EU's strongest supporters of Russia, alongside Hungarian Prime Minister Viktor Orban.

Orban took aim against Kyiv at the Brussels summit by blocking a unanimous statement of support for Ukraine's accession to the EU. All 26 other member states supported the statement, while Hungary was the sole opponent.

In his address to the Council, Zelensky urged the EU to send a clear signal of support for Ukraine's European path. Ukraine has fulfilled its obligations in the accession process, the president argued, and deserves recognition of its progress.

"Any delay by Europe at this point could create a global precedent and a reason to doubt Europe's words and commitments," he said.

The White House has recommended terminating U.S. funding for multiple programs that investigate war crimes worldwide, including Russian war crimes in Ukraine, Reuters reported on June 26.

Since U.S. President Donald Trump's inauguration in January, the administration has imposed sweeping layoffs and budget cuts, targeting foreign aid, media outlets, and federal workers. Many of the cuts have directly impacted programs assisting Ukraine.

The Trump administration's Office of Management and Budget (OMB) on June 25 recommended canceling funds for nearly two dozen programs that investigate and seek accountability for war crimes, two U.S. sources familiar with the matter told Reuters. The outlet also reviewed internal government documents to support their claims.

The targeted programs include groups investigating Russian war crimes in Ukraine, as well as atrocities in Myanmar, Syria, Iraq, Nepal, Sri Lanka and the Gambia.

Multiple programs designated for termination are operating in Ukraine, three sources told Reuters. One of the groups is Global Rights Compliance, which gathers evidence of Russian war crimes across the country, including torture and sexual violence. Another is Legal Action Worldwide, a legal aid organization that supports efforts to prosecute suspects accused of perpetrating war crimes in Ukraine.

The State Department will have the opportunity to appeal the OMB's recommendation, though two U.S. officials told Reuters that Secretary of State Marco Rubio is not likely to advocate for most of the programs.

Rubio could potentially argue to preserve a few key programs, such as those supporting the prosecution of Russian war crimes in Ukraine, one source said.

According to an internal State Department email viewed by Reuters, the department has until July 11 to submit their arguments on behalf of preserving any of the targeted war crimes accountability programs.

The Trump administration's funding cuts have already impacted humanitarian aid and civil society programs across Ukraine as the country faces its fourth year of Russia's full-scale invasion. One of Trump's first acts in his second term was to freeze all U.S. foreign assistance for 90 days. He then worked alongside former ally Elon Musk to dismantle the U.S. Agency for International Development (USAID).

Among the defunded organizations is Ukraine Conflict Observatory, the leading U.S.-backed initiative documenting Russia's abduction of Ukrainian children. A part of Yale University's Humanitarian Research Lab, the group will end its efforts to track and monitor illegally deported Ukrainian children as of July 1 due to funding cuts.  

The White House also previously disbanded the U.S. Justice Department's War Crimes Accountability Team and fired a coordinator responsible for collecting data on Russian war crimes in Ukraine.

The European Union on June 26 reached an agreement to extend sanctions against Russia for another six months, an undisclosed EU official told the Kyiv Independent.

Polish Prime Minister Donald Tusk confirmed the agreement shortly afterwards in a joint press conference alongside European Commission President Ursula von der Leyen and European Council President Antonio Costa at the EU summit in Brussels.

The EU made the decision on June 26 to extend its current sanctions against Russia for six more months, Tusk said.

"We still have a decision about the 18th sanctions package ahead of us," he added.

The EU votes to renew its sectoral sanctions against Russia every six months in January and July. Sanctions encompass a broad array of economic areas, including restrictions on trade, finance, technology and dual-use goods, industry, transport, and luxury goods.

The latest agreement comes amid fears that Hungary, one of the bloc's most Kremlin-friendly member states, would attempt to block the extension. Hungary has repeatedly threatened to use its veto power to obstruct the sanctions process.

The European bloc first adopted sanctions related to Russian aggression on July 31, 2014, after Moscow occupied Crimea and invaded Ukraine's eastern Donbas region. The EU has significantly scaled up its sanctions measures in the wake of the full-scale invasion, adopting 17 major sanctions packages since February 2022.

The EU on June 10 unveiled its 18th package of sanctions against Russia, expanding current measures to include new restrictions on energy, banking, oil, and other sectors. The initial proposal included banning transactions involving the Nord Stream 1 and Nord Stream 2 pipelines and reducing the oil price cap from $60 to $45 per barrel.

Soon after the package was announced, however, the EU reportedly postponed the effort to reduce the oil price cap.

The 18th round of sanctions is currently under debate. Slovak Prime Minister Robert Fico, another Moscow-friendly European leader, has threatened to veto the package. Slovakia has not previously attempted to block EU sanctions against Russia.

Ukrainian drones struck air defense equipment in Russian-occupied Crimea, damaging radar units and components of the S-400 Triumph system, Ukraine's military intelligence agency (HUR) claimed on June 26.

The drone strike was carried out by the agency's "Ghosts" unit, HUR said. Video footage of the operation published on HUR's official Telegram channel shows the trajectory of multiple drones as they approach and hit their targets.

The attack damaged "critical and expensive components" of Russia's S-400 Triumph air defense system, including two 92N2E multifunctional control radars, two 91N6E detection radars, and an S-400 launcher, according to HUR.

"Radars are the 'eyes' of the enemy's air defense system. Without them, anti-aircraft systems become combat ineffective," HUR wrote.

The Kyiv Independent could not verify these claims.

Earlier this month, the Atesh partisan group reported that a Ukrainian drone attack hit Russian military facilities near Simferopol. The group claimed on June 13 that Ukrainian drone attacks likely hit a Russian air defense system.

Ukraine has previously carried out successful attacks on S-400 radar systems in Crimea and other regions, including Russia's Belgorod Oblast. Kyiv regularly launches strikes on military and industrial targets in both Russia and Russian-occupied regions of Ukraine.

Russia has illegally occupied Crimea since 2014, transforming the peninsula into a heavily militarized stronghold. Moscow uses the region to support its war in Ukraine, launching missiles from the Black Sea and exploiting the peninsula as a key logistics and transport hub.

The Kerch Airport in Crimea has also been repurposed from civilian to military use, with Moscow-backed proxies transferring part of the airport's land to the Russian Defense Ministry in spring 2025, according to an investigation by Radio Liberty/Radio Free Europe.

The narrowed focus of the upcoming NATO summit in The Hague — which will have only a single session devoted to defense spending — is designed to appease U.S. President Donald Trump, Politico reported on June 21, citing European defense officials.

NATO leaders will convene in The Hague June 24-25 to discuss raising the alliance's defense spending target to 5% of the GDP — a proposal the U.S. has championed but from whcih it considers itself exempt.

"(Trump) has to get credit for the 5% — that's why we're having the summit," one unnamed European defense official told Politico.

"Everything else is being streamlined to minimize risk."

The organizers of the summit have shortened the meeting from the typical two-day schedule to 24 hours in the hopes of keeping the focus on Trump and deliver a victory to the U.S. president. Trump plans to give an speech at the end of the summit celebrating the new spending benchmark and his own contributions to the pledge.

There will be no meeting of NATO's Ukraine council at the summit.

The European Council confirmed on June 20 that President Volodymyr Zelensky will attend the summit in The Hague, despite media reports that Zelensky was considering skipping the event altogether. The reports followed Zelensky's disappointing venture at the G7 summit in Canada.

While Zelensky hoped to reset relations with the U.S. in a third face-to-face meeting with Trump, he never got the chance. Trump abruptly left the G7 summit, claiming he had to focus on the escalating conflict between Israel and Iran.

The Ukraine council's absence from the upcoming summit represents another concession to Trump, whose attention has shifted to the Middle East and who continues to refuse to impose sanctions on Russia.

Trump has also been unable to fulfill his promises to end the war in Ukraine. Six months of U.S. peacekeeping efforts under the Trump administration have brought a ceasefire no closer, as Russia escalates attacks and the civilian death toll climbs.

Convening NATO's Ukraine council could draw attention to Trump's ongoing failure, Politico reported.

"The priority is really to announce success in The Hague," a European official said. "The longer-term perspective is less important."

Trump's "America First" doctrine has repeatedly cast doubt on Washington's commitment to transatlantic alliances, especially NATO. In recent years, Trump has alarmed member states by questioning whether the U.S. should defend alliance members that do not meet military spending benchmarks.

Trump has also signaled that the U.S. will no longer be Ukraine's main ally in its defense against Russia and has called on European countries to shoulder the burden of supporting Ukraine.

While NATO summits in recent years have focused heavily on Russia's full-scale war in Ukraine, this year's joint communique may exclude references to the war altogether. NATO Secretary General Mark Rutte on June 9 admitted that the language may not be included in the statement, but insisted the alliance remained committed to Ukraine's future membership.

"The irreversible path of Ukraine into NATO is there, and it is my assumption that it is still there after the summit," Rutte said. "Whether it is again in the communique or not, I think that's not relevant, because all the language we previously agreed on is there — until we decide it is no longer there."

Russia's weapons arsenal includes over 1,950 strategic missiles and thousands of drones, the news outlet RBC-Ukraine reported on June 21, citing a statement from Ukraine's military intelligence agency (HUR).

According to HUR, the figures reflect Russia's stockpiles as of June 15.

Throughout May and June, Russia has launched a series of mass missile and drone attacks against Ukrainian cities — including a large-scale strike against Kyiv on June 17 that left 30 dead and over 170 injured. Russia has repeatedly shattered its own drone record in attacks on Ukraine in the past month.

Russia's missile stocks include up to 500 Iskander-M ballistic missiles, HUR told RBC-Ukraine, as well as up to 150 hypersonic Kinzhal missiles. Moscow also has up to 60 North Korean-made KN-23 ballistic missiles.

In addition to ballistics, Russia possesses up to 300 Iskander-K cruise missiles, up to 260 Kh-101 cruise missiles, up to 280 Kh-22/Kh-32 cruise missiles, and over 400 Kalibr cruise missiles.

Russia produces up to 195 missiles per month, HUR said.

Moscow also aims to ramp up drone production from 170 to 190 units per day, according to HUR. As of June 15, Russia had over 6,000 Shahed-type attack drones and over 6,000 Gerberas, a cheap decoy version that imitates the Shahed.

Russia's arsenal highlights Ukraine's urgent need for additional air defense systems, something President Volodymyr Zelensky has been continuously lobbying Western partners to provide.

Zelensky announced on June 20 that Ukraine is boosting production of interceptor drones to combat the growing numbers of Shahed UAVs launched by Russia each night. Ukraine is also producing its own missiles and recently announced that its domestically produced Sapsan ballistic missile had entered serial production.

President Volodymyr Zelensky on June 21 responded to Russian President Vladimir Putin's recent statements on Ukraine, saying that Ukraine intends to defend itself and that the government had made several decisions to bolster security in light of the Kremlin's threats.

Putin said "all of Ukraine" belongs to Russia in a speech on June 20 at the St. Petersburg International Economic Forum, pointing to Moscow's maximalist territorial ambitions in Ukraine.

"Wherever the foot of a Russian soldier steps is Russian land," he said.

In his evening address on June 21, Zelensky described Putin's speech as a "performance" but said Ukraine was taking the threats seriously.

"But when a murderer says he wants to kill, we take it seriously and will respond together with our partners," Zelensky said.

"I hope with all our partners," he added, likely referring to the United States' diminishing support for Ukraine under U.S. President Donald Trump.

Zelensky said he held meetings with Vasyl Maliuk, head of the Security Service of Ukraine (SBU), Commander-in-chief Oleksandr Syrskyi, and Foreign Minister Andrii Sybiha about how to bolster Ukraine's defense and international support.

"Of course, we will find Ukrainian drones for the foot of every Russian soldier," he said. "Of course, Ukraine will defend itself."

The Ukrainian government has made several decisions in light of Russia's overt threats, Zelensky said. These include a complete diplomatic overhaul and transformation of Ukraine's Foreign Ministry, intensified efforts to coordinate international sanctions, and more funding for drone development.

Kyiv's instructions for the SBU remain confidential, Zelensky said.

Kyiv is preparing to overhaul its Foreign Ministry and diplomatic corps in order to strengthen international support for Ukraine as the all-out war with Russia enters its fourth year, President Volodymyr Zelensky and Foreign Minister Andrii Sybiha said on June 21.

The announcement is part of "a number of new decisions" Ukraine has made in response to Russia's stated aim to conquer all of Ukraine, Zelensky said in his evening address.

"(W)e will make changes to certain staff positions, including within the Ukrainian diplomatic corps and institutional management, to increase Ukraine's potential both in relations with partners and in internal Ukrainian resilience," Zelensky said.

The president said that all of Ukraine's ambassadors will hold a meeting and that results of the diplomatic transformation should be apparent in a month.

Ukraine's Foreign Minister, Andrii Sybiha, confirmed that the president had already made decisions regarding some diplomatic personnel and that the ambassadors' meeting was scheduled for July.

"The geopolitical situation requires the diplomatic service to find new arguments and approaches adapted to realities," Sybiha said in a television broadcast on June 21.

"Therefore, the president has already made certain personnel decisions regarding the heads of some foreign institutions, because the criterion is very simple: results."

According to Sybiha, expected results include military aid packages, humanitarian and financial assistance, and support for Ukrainians living abroad.

Sybiha described the coming month as a "month of full diplomatic mobilization to bring about a just and sustainable peace for Ukraine."

The announcement comes after the disappointing outcome of the Group of Seven (G7) Leaders' Summit in Canada and before the June 24-25 NATO summit in The Hague, where Zelensky will once again advocate for international support for Ukraine.

At the G7 summit, Zelensky hoped to reset relations with Washington during a face-to-face meeting with U.S. President Donald Trump and potentially win an agreement to purchase weapons from the United States.

Trump's abrupt departure from the summit quashed those hopes, and Zelensky himself left the conference early. The G7 summit produced no unified statement on Ukraine and Trump reportedly objected to other leaders' call for stronger sanctions against Russia.

Zelensky told G7 leaders that "diplomacy is now in a state of crisis."

Ukraine is asking partner countries to allocate 0.25% of their GDP to boosting Kyiv's defense production, President Volodymyr Zelensky said on June 20 at a press briefing attended by the Kyiv Independent.

The president's comments come less than a week before the NATO summit in The Hague, where Zelensky will have another opportunity to discuss Ukraine's security needs with world leaders.

"Ukraine is part of Europe's security, and we want 0.25% of the GDP of a particular partner country to be allocated to our defense industry and domestic production," Zelensky said at the briefing.

Ukraine is currently in talks with Denmark, Norway, Germany, the United Kingdom, and Lithuania on weapons development partnerships, Zelensky said.

The proposed spending target comes as Ukraine faces intensified aerial bombardments, dwindling U.S. support, and new Russian offensives. Moscow has doubled down on its maximalist ambitions in Ukraine, with Russian President Vladimir Putin insisting "all of Ukraine is ours" in remarks on June 20.

At the same time, Ukraine has demonstrated its ability to strike back at the aggressor state using its own domestically produced weapons. Operation Spiderweb, a mass attack on four key military airfields in Russia, was carried out entirely with Ukrainian drones.

Ukraine has been ramping up its defense production since the full-scale invasion in 2022. Support from Western allies has been critical to that effort, as Kyiv's defense budget does not match the capacities of domestic weapons production.

Denmark pioneered a new model of defense support when it became the first country to offer donate arms to Ukraine via direct purchases from the Ukrainian defense industry. Zelensky has said he wants other NATO members to purchase weapons from Ukraine under the Danish model.

Increased defense spending is the main item on the agenda at the upcoming NATO summit. The United States has backed a proposal to raise the spending target from the current 2% to 5% GDP.

While thus far only Spain has rejected the proposal outright, most NATO members have remained noncommittal. Poland, the Netherlands, and Sweden have expressed willingness to consider the 5% target.

Ukraine should continue to inflict "entirely justified" losses on Russia in the face of escalating aggression, President Volodymyr Zelensky said in his evening address on June 19.

His remarks come two days after Russia launched one of its deadliest assaults on Kyiv, attacking the capital with ballistic missiles and hundreds of drones on June 17 in a nine-hour attack that killed 30 people and injured 172 others.

"There was no military sense in this strike; it added absolutely nothing to Russia in military terms," Zelensky said, refuting Moscow's claims that the attack targeted Ukraine's "military-industrial complex."

The president described Russia's attack — which struck residential buildings, student dorms, and a kindergarten — as "deliberate terror."

Zelensky urged Western partners to mount economic pressure on Russia and said he was working on new proposals for coordinated sanctions. He also said he held meetings with the Security Service of Ukraine (SBU) to discuss deep strikes in Russia.

"Russia must continue to suffer entirely justified losses due to its aggression," he said.

While Russia has intensified its campaign of aerial terror against Ukrainian cities, Kyiv has stepped up its efforts to reduce Russia's military capabilities, launching successful strikes on airfields, weapons factories, and oil refineries.

The most audacious of these attacks was the large-scale Operation Spiderweb, a coordinated drone strike on four key Russian military airfields on June 1. According to the SBU, the operation damaged 41 Russian warplanes, including heavy bombers and rare A-50 spy planes.

Since March, Ukraine has repeatedly offered to declare an unconditional ceasefire if Russia agrees to the same terms. The Kremlin has resisted at every turn. U.S. President Donald Trump's attempts to broker a peace deal have led to continued escalation and more civilian deaths.

With Western support eroding and no ceasefire in sight, Ukraine continues grasping for leverage against Moscow — including by developing its own long-range weapons. Kyiv has developed several weapons capable of deep strikes in Russian territory, such as the Palianytsia and Peklo (Hell) missile-drone hybrids.

Ukraine has proven its ability to strike targets far from the border. A June 15 attack reportedly hit a drone factory in Russia's Tatarstan, around 1,000 kilometers (620 miles) from Ukraine.

Russia also continues to suffer staggering troop losses on the front lines. Earlier on June 19, Russian Ambassador to the U.K. Andrey Kelin accidentally admitted that Moscow is rapidly losing personnel in Ukraine during an interview with CNN.

According to figures from Kyiv, Russia has suffered more than 1 million dead, wounded, and missing soldiers since the start of its full-scale invasion.

Officials in Washington are frustrated with the diplomatic efforts of Andriy Yermak, head of Ukraine's Presidential Office, and believe he may be undermining Ukraine's efforts to win favor with U.S. President Donald Trump, Politico reported on June 19.

Yermak, President Volodymyr Zelensky's close friend and chief adviser, has represented Ukraine's interests in Washington since Russia's full-scale invasion in 2022.

According to 14 people who spoke to Politico, including U.S. and Ukrainian officials, many people in Washington find Yermak abrasive and uninformed, and fear that he is inaccurately conveying U.S. positions to Zelensky. While the Biden administration was willing to cooperate with Yermak, the Trump team is less accommodating — and more likely to rescind support for Ukraine.

"All the people (in the U.S.) who want to withdraw and abandon Ukraine are thrilled to have Yermak around," one person told Politico.

One person familiar with the situation described Yermak as a "bipartisan irritator" who also frustrated officials under U.S. President Joe Biden. The former administration, however, did not find Yermak's personality a valid reason to withdraw military and humanitarian aid from a key ally defending itself from an all-out war.

Trump's stance on Ukraine has been less supportive from the beginning. Since his inauguration in January, he has refused to approve new military aid packages for Kyiv or impose additional sanctions against Moscow. He has pursued warmer ties with Russia and criticized Zelensky more frequently and harshly than Russian President Vladimir Putin.

Any hopes Ukraine has of winning over Trump may be jeopardized by the administrations tense relationship with Yermak, Politico's sources suggested.

During Yermak's most recent visit to Washington, a last-minute trip in early June, he reportedly struggled to land meetings with Trump officials. One person familiar with the visit described Yermak as an "existential liability for Ukraine."

Sources described Yermak as overly demanding and ignorant of U.S. politics and processes. One person accused Yermak of acting as if Ukraine was the "center of the world" and said his attitude "has already affected the relationship (with Trump)."

In a statement to Politico, Yermak said he was doing everything in his power to protect and support Ukraine.

"If that means being considered 'challenging' by others — so be it," he said.

"I will wait many more hours outside any door if that helps my country and my president's mission. I have no ambition to fully grasp how American politics works — I come to speak about the country I know best: Ukraine."

Fred Grandy, a 62-year-old American artist and volunteer who was killed in Russia's mass missile attack against Kyiv on June 17, appears to be the first U.S. civilian killed by a Russian strike on Ukraine, the New York Times (NYT) reported on June 19.

Russia launched a massive assault on Kyiv overnight on June 17, pounding the capital with hundreds of kamikaze drones and multiple missiles in a nine-hour attack that left 30 dead and around 172 injured.

Among the vicitms was Grandy, a U.S. citizen who arrived in Kyiv in May to volunteer to clear away rubble after Russian attacks. He had hoped to volunteer in Ukraine for five or six months, his sister told the NYT.

"He was a person who wanted to make a difference so badly,"  Grandy's sister Siestka Reed said. "I talked to him about five days ago, and he told me that he felt he was right where he should be."

During the attack, Kyiv Mayor Vitali Klitschko reported that a 62-year-old U.S. citizen had died near one of the attack sites, but the details of their death remained unclear. The U.S. State Department and Ukrainian authorities later confirmed that a U.S. citizien had been killed, the NYT reported.

According to Ukrainian authorities, Grandy died after sustaining shrapnel wounds.

Before arriving in Kyiv, Grandy had worked as a bartender, bouncer, and builder. He was also an artist, fashioning bird houses and planters out of reclaimed wood and flowers out metal. According to his family, his desire to volunteer in Ukraine stemmed from his dismay at U.S. Presidend Donald Trump's lack of support for Kyiv.

Grandy was upset by Trump's treatment of President Volodymyr Zelensky and withdrawal of military support, Reed told the NYT.  

"He thought, you just don't let a bully do that stuff, and you don't just abandon people," Reed said.

"Then he saw how hard they fought to save their country, or are fighting still. It was just hard to understand walking away, you know? And he just believed that people need a hand up."

Russian drone and missile attacks are not new, but in May and June, mass strikes on civilian targets surged. Russia has launched a number of record-breaking attacks on Ukrainian cities in recent weeks, resulting in hundreds of casualties.

Moscow's escalating aerial assaults have even directly harmed U.S. enterprises and individuals. An office used by the U.S. aerospace and defense giant Boeing was hit in a mass strike on Kyiv launched overnight June 9-10. The Financial Times (FT) reported that Russia deliberately targeted the site.

Grandy's death marks the first time a U.S. civilian has been killed in a Russian aerial attack against Ukraine.

Meanwhile, Trump's interest in securing a ceasefire in Ukraine appears to have fizzled out. He left the G7 Leaders Summit in Canada early, jettisoning a much-anticipated meeting with Zelensky, and barely responded to the mass attack on Kyiv.

Trump refuses to sanction Russia and is reportedly obstructing congressional efforts to toughen sanctions on Russian oil profits.

The Group of Seven (G7) nations need to impose harsher sanctions on Moscow in order to secure a ceasefire in the war against Ukraine, European Commission President Ursula von der Leyen and European Council President Antonio Costa said at the start of the G7 summit in Canada.

The G7 Leaders Summit kicked off on June 15 in Kananaskis, Canada, with official talks held June 16-17. While Ukraine hopes to win economic support and unified pressure against Russia, the rapidly escalating conflict between Israel and Iran may dominate this year's conference.

"To achieve peaceful strength we must put more pressure on Russia to secure a real ceasefire, to bring Russia to the negotiating table, and to end this war. Sanctions are critical to that end," von der Leyen said at a press briefing on June 15 attended by a Kyiv Independent journalist.  

Economic sanctions have been an effective intervention since the start of Russia's full-scale invasion, von der Leyen said. She noted that combined G7 and European Union sanctions have decreased Russian oil and gas revenues by nearly 80% since February 2022.

"(T)he sanctions are working, and we will do more," she said.

Von der Leyen urged the G7 to adapt the economic restrictions proposed in the EU's 18th sanctions package, announced on June 10. The new measures target Russia's energy and banking sectors and propose a further reduction in the oil price cap, bringing the cap down from $60 to $45 per barrel.

"I will invite all G7 partners to join us in this endeavor," she said.

Costa echoed the call for sanctions and the necessity of economic pressure in order to achieve a ceasefire. Europe is committed to "increasing additional sanctions to cripple (Russia's) ability to wage war and pressing for an unconditional ceasefire," he said.

Europe's call for unity may meet with resistance from the United States, which has assumed a dramatically different posture towards Ukraine and Russia since President Donald Trump took office in January. Trump has not imposed any new sanctions against Russia, even Moscow blatantly obstructs peace efforts and escalates mass strikes against Ukrainian cities.

The U.S. also reportedly opposes lowering the G7 oil price cap — a measure first introduced in December 2022 that prohibits Western companies from shipping, insuring, or otherwise servicing Russian oil sold above $60 per barrel.

The price cap debate has become more urgent as oil prices, which had fallen below the $60 cap in recent months, surged following Israel's recent strikes against Iran.

Despite U.S. resistance, the EU and the United Kingdom — backed by other European G7 countries and Canada — have said they are prepared to move forward with the proposal, even without Washington's endorsement.

President Volodymyr Zelensky, on the other hand, has said the EU sanctions and proposed price cap drop don't go far enough. Zelensky on June 11 said the EU's 18th round of sanctions "could be stronger" and proposed further slashing the oil price cap to $30 per barrel.

"A ceiling of $45 per barrel of oil is better than $60, that's clear, that's true. But real peace will come with a ceiling of $30," he said. "That's the level that will really change the mindset in Moscow."

Zelensky and Trump are expected to meet on the sidelines of the G7 summit on June 17. The meeting will mark their third in-person encounter since Trump took office.
