NATO launches a new “combat wallet” for Ukraine. Washington and Brussels are creating a new weapons supply mechanism for Ukraine that will accelerate support amid rising civilian casualties, Reuters reports.

This setup bypasses complex US procedures and enables faster delivery of air defense systems, missiles, artillery, and other critical weapons. This is a voluntary initiative coordinated by NATO, says a senior Alliance official.

How the new aid mechanism works

Under the plan, NATO will create a special account where member states will contribute funds. These funds will then be used to procure or transfer US weapons to Ukraine. 

Ukraine will submit lists of priority weaponry (PURL) worth about $500 million per tranche, and allies will determine who contributes to what. NATO Secretary General Mark Rutte will coordinate the distribution.

Trump steps up pressure on Moscow and allies

President Donald Trump, initially cautious in his rhetoric, has adopted a tougher stance on the war. According to sources, he condemned Russia’s growing civilian death toll and gave the Kremlin a deadline — show progress in ending the war by 8 August, or face new US tariffs. 

Meanwhile, Russian President Vladimir Putin said Russia does not plan to stop the war against Ukraine. His statements came on 1 August, the day after Russian missiles killed 31 civilians in Kyiv. Putin claimed Russia is ready to wait until Ukraine agrees to its conditions to end the war, which mean de-facte the capitulation of Kyiv. 

US lawmakers seek to formalize the scheme in law

Congress has introduced the PEACE Act, a bill that would create a dedicated fund within the US Treasury to collect European contributions and replenish US weapons stockpiles sent to Ukraine. Negotiations on the first tranche are ongoing, but the exact timeline and aid volumes remain unclear.

Europe is preparing billions of dollars to deter Russian ruler Vladimir Putin. Denmark and the Netherlands have agreed to join US President Donald Trump’s new plan for jointly financing American weapons for Ukraine, including Patriot air defense systems, EurActiv reports. 

The agreement, which was announced on 14 July in Washington, provides that European NATO allies will purchase air defense systems from the US, including Patriot systems, and deliver them to Kyiv. Germany has already proposed purchasing at least two batteries.

“This is an appeal to all other European NATO members. They all need to open their wallets,” emphasized German Defense Minister Boris Pistorius.

According to him, Ukraine urgently needs to strengthen its air defense, as Russia escalates its attacks whenever peace is discussed.

Danish Foreign Minister Lars Løkke Rasmussen has also confirmed that the country is “absolutely ready” to join the program, with details still being finalized. His Dutch counterpart, Caspar Veldkamp, has said the Netherlands is “positively inclined” to participate.

NATO Secretary General Mark Rutte has stated that the scheme would allow Ukraine to receive weapons from existing stockpiles, which would then be replenished with new purchases from the US. However, systems like the Patriot are scarce in Europe, and not all countries are willing to part with them.

In addition to the three countries, Canada, Norway, Sweden, and the UK are also considering joining the program. Final funding amounts and the list of weapons will be determined in the coming weeks. 

In anticipation of a potential war with Russia, the port of Rotterdam in the Netherlands has begun reserving space for NATO ships carrying military cargo and is mapping out logistics routes for weapons transfers, the Financial Times reported on July 8.

The decision comes as NATO allies increasingly warn of the risk of a large-scale war with Russia within five years. Rotterdam has previously handled weapons shipments, but this marks the first time that it will designate a special berth for military use.

Part of the container terminal will be repurposed to ensure the safe transfer of ammunition and other equipment between vessels. Military supply logistics will be coordinated with the port of Antwerp in neighboring Belgium.

"We see each other less and less as competitors," Boudewijn Siemons, Chief Executive of the Port of Rotterdam Authority, said, referring to the port of Antwerp.

"If large volumes of military goods would have to be shipped, we'd look to Antwerp or other ports to take over some capacity and the other way around."

Siemons added that not all terminals are equipped to handle military-grade cargo, making the logistical coordination crucial, particularly for shipments from the U.S., U.K., and Canada.

In May, the Dutch Defense Ministry confirmed that space would be allocated for military supplies at NATO's request. The move is part of broader efforts by European allies to reduce dependence on the U.S. for defense logistics.

Russia's military spending has surged amid its full-scale invasion of Ukraine. According to the International Institute for Strategic Studies, Moscow's 2024 defense budget rose by 42% in real terms, reaching $462 billion, surpassing the combined total of all European countries.

The British and French-led "coalition of the willing" is set to meet in the U.K. next week, Politico reported on July 4.

"On the agenda, there's how to maintain Ukraine in a capacity to fight, how to increase pressure on Russia, and how to continue the work on the next steps," an unnamed French official told Politico.

As Washington's intensified efforts to broker a ceasefire in Russia's war against Ukraine failed, two rounds of largely inconclusive peace talks between Kyiv and Moscow took place in Turkey.

Following various failed attempts to obtain a ceasefire or peace deal, the coalition will meet again on July 10.

The French official told Politico that the priorities of the "coalition of the willing" have not changed, and will continue to focus on Ukraine's military needs.

The meeting will be led by U.K. Prime Minister Keir Starmer and French President Emmanuel Macron, with President Volodymyr Zelensky and various leaders joining virtually, the official said.

The "coalition of the willing" has met repeatedly to determine potential security guarantees and a peacekeeping force for Ukraine. Leaders of 31 nations met in Paris on March 27 at a summit for the coalition.

Germany is weighing a massive defense procurement plan worth up to 25 billion euros ($29.4 billion) to supply thousands of combat vehicles for NATO's expanding force structure, Bloomberg reported on July 4, citing unnamed sources familiar with the matter.  

The proposed purchases are part of a broader pan-European effort to boost deterrence against Russia, as Western leaders warn of the growing risk of a large-scale war within five years.

Berlin is reportedly considering purchasing up to 2,500 GTK Boxer armored vehicles and up to 1,000 Leopard 2 battle tanks. The purchase would equip up to seven new brigades that Germany has pledged to form under NATO's force generation plans for the next decade.

The Leopard 2 tanks are produced by KNDS Deutschland and Rheinmetall, while the Boxer is made by ARTEC, a joint venture of the same companies. Leopard 2 tanks have been supplied to Ukraine and tested in combat.

Final pricing and quantities are still under negotiation, and the projected cost could fall below 25 billion euros ($29.4 billion) depending on procurement timelines and contract terms.

German Defense Minister Boris Pistorius and top Bundeswehr officials are reviewing the plans, with legislative approval expected by the end of the year, Bloomberg reported.

Germany has faced pressure from NATO and Washington to meet its alliance commitments, including the newly adopted pledge to spend at least 5% of GDP on defense by 2035.

The initiative, endorsed on June 25 at the NATO summit, reflects concern over Russia's wartime economy, military buildup, and destabilization efforts across Europe.

Kyiv and Copenhagen signed a landmark agreement on July 4 that allows Ukrainian defense companies to open production facilities in Denmark, Strategic Industries Minister Herman Smetanin announced.

"This is a unique case of international cooperation for the Ukrainian defense industry," Smetanin wrote on Facebook, following the signing ceremony in Copenhagen alongside Danish Industry Minister Morten Bodskov.

The deal marks the first time Ukrainian defense technologies will be exported abroad specifically for supply to Ukraine's own Armed Forces, he said.

A year ago, Denmark became the first country to fund weapons production by Ukrainian manufacturers. Now, it has become the first to host Ukrainian arms production lines on its territory, Smetanin added.

"Today, it has become the first country to which Ukraine exports its own defense technologies for production, scaling, and supply to the Ukrainian army," he said.

The agreement is part of Ukraine's broader effort to internationalize its defense production. President Volodymyr Zelensky announced on June 21 that Kyiv would soon begin exporting defense technologies and opening weapons production lines in partner countries.

To scale up domestic and international production, Zelensky has called on foreign partners to finance new projects and match Ukraine's rapidly growing manufacturing capacity.

Denmark has been a key backer of Ukraine since the start of Russia's full-scale invasion in 2022. In February 2024, Copenhagen signed a 10-year bilateral security agreement with Kyiv, pledging long-term defense cooperation until Ukraine secures NATO membership.

President Volodymyr Zelensky called for more air defence for Ukraine after a massive drone and missile attack on Ukraine's capital overnight on July 4.

According to Zelensky, as U.S. President Donald Trump and Russian President Vladimir Putin were talking on the phone on July 3, air raid sirens blared across Ukraine.

"Moreover, the first air raids in our cities and regions began yesterday almost simultaneously with the start of media discussions of President Trump's phone call with Putin," Zelensky wrote.

"This was one of the most large-scale air attacks – deliberately massive and cynical... Russia is once again demonstrating that it is not going to end the war and terror."

The overnight attack struck Kyiv and several other regions, injuring at least 23 people and setting off dozens of fires in Ukraine's capital. Russian forces launched more than 550 aerial weapons, including over 330 Iranian-type Shahed drones and multiple types of missiles, including ballistic missiles, Zelensky said.

Kyiv was the main target. Ukraine's military said it shot down 270 aerial threats, while 208 additional drones were jammed by electronic warfare. Interceptor drones also downed dozens more, Zelensky said, calling their growing use a key defense priority.

Zelensky stressed the need for continued and increased military aid from allies, especially air defenses. "Patriots and their missiles are real defenders of life," Zelensky said. "It is very important to maintain the support of partners in ballistic missile defense."

Despite Russia's escalating attacks and Ukraine's desperate need for air defense munitions, the U.S. has decided to halt shipments of Patriot missiles and other promised weapons to Kyiv, claiming it needs to secure its own stockpiles.

Beyond Kyiv, strikes also hit the Dnipropetrovsk, Sumy, Kharkiv, Chernihiv, and Kyiv oblasts, according to Zelensky. Fires and damage were reported in nearly every district of the capital, including residential buildings, schools, medical facilities, and railway infrastructure.

Local authorities described the night as "terroristic." Kyiv Mayor Vitali Klitschko reported fires in at least five districts. Air quality in the city remained dangerously poor by morning, as noted by the Ministry of Environmental Protection.

Meanwhile, Russian state media reported that during the Trump-Putin call, Putin reiterated his determination to continue pursuing the Kremlin's goals in Ukraine, despite mounting international calls for a ceasefire.

Zelensky called on Ukraine's allies, particularly the United States, to apply massive and immediate pressure on Russia. "We need to ensure that for every such attack on people and lives, they (Russia) feel the corresponding sanctions and other blows to their economy, their earnings, their infrastructure," he said. "Only this can bring faster change."

The Trump administration's decision to halt deliveries of key military aid to Ukraine has caught European partners off guard and prompted urgent requests for clarification, Bloomberg reported on July 2, citing unnamed sources.

The pause affects the delivery of several weapons critical to Ukraine's defense, including Patriot air defense missiles, precision-guided artillery shells, Hellfire missiles, and munitions for F-16 fighter jets.

The White House confirmed the hold, describing it as part of a broader reassessment of U.S. military stockpiles. Since U.S. President Donald Trump took office in January, the U.S. has not approved any new military aid packages for Ukraine.

According to Bloomberg, some European allies hope the Trump administration will soften or reverse the decision. The timing of the pause has raised particular concern as Ukraine faces one of the most intense waves of Russian missile and drone attacks since the start of the war.

In his evening address on July 2, President Volodymyr Zelensky said Ukrainian and U.S. officials are working through the aid issue at a "working level," including discussions on critical air defense support.

Ukraine's Defense Ministry said it has not received any formal notification of delays or cancellations but has requested urgent consultations with U.S. defense officials.

The Foreign Ministry also summoned U.S. Charge d'Affaires John Ginkel, warning that "any hesitation" in military support would encourage further Russian aggression.

The Kremlin welcomed the decision, with spokesperson Dmitry Peskov saying, "The fewer weapons that are supplied to Ukraine, the closer the end of the (war)."

NATO Secretary General Mark Rutte expressed understanding of Washington's desire to safeguard its stockpiles but said that "Ukraine cannot do without all the support it can get."

German Foreign Minister Johann Wadephul pledged on June 30 that Berlin is exploring "every possible path" to provide Ukraine with additional air defense systems, amid intensifying Russian missile and drone attacks, according to RBK-Ukraine.

Speaking at a press conference during his visit to Kyiv, Wadephul said Germany is working with its defense industry, European allies, and the U.S. to urgently secure more systems for Ukraine's air shield.

"We are going down every path available," Wadephul said. "The German defense industry is trying to expand its capacity. We're speaking with our European partners, and I believe we must also move forward with the United States."

He added that he remains in close contact with German Defense Minister Boris Pistorius to assess whether existing systems from Germany's own stockpiles can be redirected to Ukraine.

Wadephul's visit came just a day after Russia launched its largest aerial assault on Ukraine to date, firing 477 drones and 60 missiles in a 24-hour period. In a video message posted on social media earlier on June 30, the German minister described Ukraine as "a country once again haunted by war," and reaffirmed Germany's solidarity.

"Germany stands by Ukraine," Wadephul said. "We must not allow freedom to be lost here. We have to support this country and ensure that a ceasefire is finally achieved. (Russian President Vladimir) Putin must realize he cannot continue this war and must negotiate a peace solution."

Ukrainian Foreign Minister Andrii Sybiha welcomed Wadephul's visit in a post on X, saying the two discussed how to counter Russian aggression and deepen bilateral ties.

Sybiha said they also spoke about Germany's role in Ukraine's development of long-range capabilities and drones, calling it "win-win cooperation"— as well as Berlin's support for the 18th EU sanctions package and Ukraine's path to EU membership.

"I am grateful to Minister Wadephul for his moral clarity and personal contribution to Ukraine's resilience," Sybiha added.

Wadephul is expected to meet with President Volodymyr Zelensky later during his visit.

The German foreign minister emphasized that witnessing the destruction firsthand is critical to understanding Ukraine's suffering and the urgency of sustained international support.

"This is indeed a difficult situation," Wadephul said. "And that is why German solidarity is so important right now."

The Dutch Defense Ministry will finance the production of 20 Ermine ground vehicles for Ukraine, German defense manufacturer Rheinmetall announced on June 25.

The contract, signed during the NATO summit in The Hague, marks the first order for the new-generation tactical platform. Ukraine will become the first country in the world to receive the Ermine.

The Ermine, developed by Rheinmetall Defence Nederland, is designed primarily for front-line evacuation missions.

The light buggies provide fast, maneuverable transport for wounded personnel in combat zones. Rheinmetall said the deliveries are expected to begin in 2026.

According to Rheinmetall, the Ermine is a "lightweight tactical system that combines the robustness of a diesel unit with many advantages of an electric drive."

It's a modular system that comes in four configurations — 4x4 quad, 4x4/6x6 buggy, or Unmanned Ground Vehicle (UGV).

The Ermine combines a diesel engine with an electric motor that allows for what Rheinmetall describes as "Silent Move & Silent Watch," and has a range of up 1,200 kilometers, and can carry up to a tonne.

"The electrical powertrain makes the Ermine almost silent. It is capable of driving up to 50 km silently through heavy terrain and up to 100 km on the road," the company said.

"The system offers its users significant tactical advantages in avoiding enemy reconnaissance."

The electrical engine can even provide charging points for soldiers out in the field.

On June 24, Dutch Prime Minister Dick Schoof presented a new military aid package for Ukraine, including 100 drone radar systems, front-line vehicles, and 80 million euros (over $90 million) for the drone initiative.

The NATO summit concluded on June 25 with a joint pledge by member states to raise defense spending to 5% of GDP by 2035. The updated target reflects shifting priorities within the Alliance as the war in Ukraine drags into its fourth year.

Unlike in previous years, the 2025 summit communique did not include an explicit condemnation of Russia's invasion. Still, the final statement reaffirmed support for Ukraine and said assistance to its defense industry will count toward the new spending benchmark.

President Volodymyr Zelensky met with U.S. President Donald Trump during the summit, where the two leaders discussed battlefield developments, Kyiv's need for additional air defense systems, and the potential for co-production of drones.

"They (Ukraine) do want to have the anti-missiles, as they call them, the Patriots, and we're going to see if we can make some available," Trump said. "They are very hard to get. We need them too. We are supplying them for Israel, and they are very effective."

Trump's remarks signal a potential boost to Ukraine's air defense capabilities, which have come under increasing strain amid intensifying Russian attacks.

President Volodymyr Zelensky arrived in the U.K. on June 23 to conduct several meetings with "a primary goal" of deepening defense cooperation, presidential spokesperson Serhii Nykyforov said in comments reported by Ukrinform.

Zelensky's visit comes just a few hours after yet another Russian attack on Kyiv, which killed at least seven and injured almost 30 people. A residential buliding was partially destroyed in a direct ballistic missile hit.

In the U.K., Zelensky is to meet with King Charles III, British Prime Minister Keir Starmer, as well as with the speakers of both houses of parliament, Lindsay Hoyle and John McFall, according to Nykyforov.

Zelensky is also scheduled to meet with Ukrainian military personnel undergoing training in the U.K. and representatives of think tanks.

This year, the U.K. has allocated 4.5 billion pounds ($5.8 billion) for military assistance to Ukraine, marking its largest annual commitment so far.

London remains one of Kyiv's most steadfast military partners, providing long-range missiles, armored vehicles, training, and political support against Russian aggression.

The president's comments come less than a week before the NATO summit in The Hague, where Zelensky will have another opportunity to discuss Ukraine's security needs with world leaders.

"Ukraine is part of Europe's security, and we want 0.25% of the GDP of a particular partner country to be allocated to our defense industry and domestic production," Zelensky said at the briefing.

Ukraine is currently in talks with Denmark, Norway, Germany, the United Kingdom, and Lithuania on weapons development partnerships, Zelensky said.

The proposed spending target comes as Ukraine faces intensified aerial bombardments, dwindling U.S. support, and new Russian offensives. Moscow has doubled down on its maximalist ambitions in Ukraine, with Russian President Vladimir Putin insisting "all of Ukraine is ours" in remarks on June 20.

At the same time, Ukraine has demonstrated its ability to strike back at the aggressor state using its own domestically produced weapons. Operation Spiderweb, a mass attack on four key military airfields in Russia, was carried out entirely with Ukrainian drones.

Ukraine has been ramping up its defense production since the full-scale invasion in 2022. Support from Western allies has been critical to that effort, as Kyiv's defense budget does not match the capacities of domestic weapons production.

Denmark pioneered a new model of defense support when it became the first country to offer donate arms to Ukraine via direct purchases from the Ukrainian defense industry. Zelensky has said he wants other NATO members to purchase weapons from Ukraine under the Danish model.

Increased defense spending is the main item on the agenda at the upcoming NATO summit. The United States has backed a proposal to raise the spending target from the current 2% to 5% GDP.

While thus far only Spain has rejected the proposal outright, most NATO members have remained noncommittal. Poland, the Netherlands, and Sweden have expressed willingness to consider the 5% target.

Latvia's parliament adopted a bill on June 19 that prohibits citizens of Russia and Belarus from purchasing real estate in the country, Latvian media reported.

The bill — which carves out exceptions for EU and Latvian permanent residence holders, Belarusian refugees, and repatriates — establishes the new restrictions under the pretenses of protecting the country's national security.

In addition to citizens, the bill prohibits entities that are at least 25% owned by Russian or Belarusian nationals from purchasing property.

"This is a step to limit the influence and presence in Latvia of persons and companies that are adverse to the country,” said Agnese Krasta, an Estonian member of parliament and one of the authors of the initiative.

Latvia, which borders both Russia and Estonia, is widely viewed as one of the most likely targets for a future Russian attack on NATO or the European Union. As the war in Ukraine continues to rage on, Latvia has taken action to increase civil preparedness measures and has drafted plans to relocate a quarter of its population in the case of war.

EU intelligence and security agencies have warned of mounting Russian sabotage operations, including several arson attacks believed to have been coordinated by Moscow.

Latvia joins Finland in imposing a ban on Russians from buying, as Baltic and Nordic countries continue to impose restrictions on Russia over its aggression in the region.

In September 2022, Latvia imposed entry restrictions on Russian citizens as part of a joint agreement with Lithuania, Estonia, and Poland.

Since the start of Russia's full-scale invasion in 2022, Latvia has been one of Ukraine's most vocal backers.

The Baltic state ranks among Europe's top defense spenders, allocating over 3% of GDP to defense in 2025, according to NATO estimates.

The European Commission has proposed that Ukraine join the European Union's mobile roaming area starting January 1, 2026, providing Ukrainian users the ability to make phone calls, texts, and use mobile data in the bloc's 27 countries at no extra charge.

"We want Ukrainian citizens to stay connected to their loved ones across the EU, as well as in their home country. That's why we propose that Ukraine join our roaming family," European Commission President Ursula von der Leyen said in a statement.

The proposal, first announced on June 16, will serve as a means of integration into the European Union's "Roam like at Home" provision in affect between all EU nations. The proposed change will impact the over four million Ukrainian refugees living in the EU.

Ukraine's full integration in the roaming provisions will replace voluntary measures that "allowed for roaming without surcharges and affordable international calls for EU and Ukrainian citizens abroad," according to the European Commission. The current measure will extend to December 31, 2025, ahead of the planned integration.

If approved, Ukraine will become the only country outside of the EU to join the bloc's "Roam like at Home" policy.

The move, which awaits European Council approval, comes as Ukraine continues to implement reforms in pursuing membership in the European Union.

Ukraine applied for EU membership at the onset of Russia's full-scale invasion in 2022. The country has made quick progress, achieving candidate status within months, with the initial negotiations formally launching in June 2024.

Since the start of 2025, Ukraine has opened three negotiation clusters under Poland's rotating presidency.

Poland lead the EU Council's presidency until June, and Denmark will take over the role in July. Ukraine aims to open the remaining three negotiation clusters in the second half of 2025 under the Danish chairmanship, the President Volodymyr Zelensky said.

There are six accession negotiation clusters, consisting of several individual chapters. Negotiations prepare a candidate country to become an EU member.

The EU’s Commissioner for Enlargement, Oliver Varhelyi, said that Ukraine could potentially join the bloc by 2029 if it successfully implements necessary reforms.

Spain has rejected a U.S.-backed proposal for NATO members to raise defense spending to 5% of GDP, becoming the first alliance country to oppose the plan, Reuters reported on June 19.

The rejection adds pressure to the transatlantic debate ahead of the NATO summit in The Hague on June 24–25, which has beenreduced to a single session focused on defense spending and alliance capabilities.  

In a letter to NATO Secretary General Mark Rutte, Spanish Prime Minister Pedro Sanchez called the proposed target "unreasonable" and warned it would undermine broader European efforts to build an integrated defense ecosystem.

"Committing to a 5% target would not only be unreasonable, but also counterproductive," Sanchez wrote, arguing it would "move Spain further away from optimal spending."

Spain estimates that its armed forces require spending equal to 2.1% of GDP to meet national military objectives, below the U.S.-endorsed threshold but above NATO's 2% benchmark.

U.S. President Donald Trump has repeatedly accused NATO members of underfunding their militaries, pushing for raising defense spending benchmark to 5% of GDP.

While no other NATO members have formally rejected the proposal, most have remained noncommittal. Poland, the Netherlands, and Sweden have expressed willingness to consider the 5% target.

In 2024, only 23 alliance members met the 2% target, according to NATO estimates. Poland was ahead of all members with 4.12% of GDP allocated to defense, followed by Estonia (3.43%) and the U.S. (3.38%).

Rutte said on June 17 that all NATO countries are on track to meet the 2% threshold in 2025.

Spain, governed by a Socialist-led coalition, maintains a sharply different defense posture than the U.S. administration.

While Madrid supports Ukraine, it has taken a more cautious stance on the Middle East, including distancing itself from U.S. policy on Israel.

British fighter jets intercepted a Russian Il-20 reconnaissance aircraft that violated airspace over the Baltic Sea on the morning of June 13, Poland's military command reported.

"This is another case of provocative testing of the readiness of NATO countries' systems," the statement said, adding that NATO command structures are now analyzing the incident.

The Russian Il-20, based on the Il-18 transport aircraft, is used for electronic surveillance and reconnaissance missions. It is equipped with radar and signal intelligence gear designed to collect information on military infrastructure and communication networks.

According to the military command, the aircraft entered Baltic Sea airspace at approximately 10:50 a.m. and was promptly intercepted by two British fighter jets operating out of Poland.

No further details were disclosed about the exact location of the encounter or how long the Russian aircraft remained in restricted airspace.

The incident adds to a series of aerial provocations reported by NATO allies since the start of Russia's full-scale invasion of Ukraine in 2022. Poland has repeatedly scrambled jets in response to Russian missile and drone attacks near its border.

On Feb. 11, a Russian Su-24MR reconnaissance aircraft flew into Polish airspace over the Bay of Gdansk for more than a minute. Moscow attributed the incursion to a navigational error, but Polish officials dismissed the claim as implausible.

Poland shares a long border with Ukraine and a northern coastline along the Baltic Sea, where Russia's militarized Kaliningrad exclave is located.

German Defense Minister Boris Pistorius said Europe must begin preparing for a gradual reduction in U.S. military support for both the continent and Ukraine, Tagesschau reported on June 13.

"Yes, that's right. That would be so, and we have to deal with that," Pistorius told journalists in response to a question about the U.S. potentially scaling down its support. He noted that the discussions focus on a reduction in U.S. backing rather than a full halt.

The comments come after U.S. Defense Secretary Pete Hegseth announced that Washington would reduce the assistance allocated to Ukraine in the next year's federal budget.

"We now have to look at how much support drops and whether Europeans can compensate for it," Pistorius added.

While the U.S. has been Ukraine's leading military backer under former President Joe Biden, the Trump administration has yet to approve any aid packages and has become increasingly disengaged from peace talks.

Pistorius's comments come amid increasing uncertainty in transatlantic relations. U.S. Ambassador to NATO Matthew Whitaker confirmed on May 16 that the United States plans to begin discussions with European allies later this year about reducing its military presence on the continent.

Speaking at a security conference in Estonia, Whitaker said the talks would begin after the NATO summit in The Hague in June.

"Nothing has been determined," Whitaker said, according to Reuters. "But as soon as we do, we are going to have these conversations in the structure of NATO."

Whitaker emphasized that any drawdown would be closely coordinated to avoid creating security gaps. Still, he reiterated U.S. President Donald Trump's position that long-standing U.S. efforts to reduce its European military footprint must now be implemented.

"This is going to be orderly, but we are not going to have any more patience for foot-dragging in this situation," he said.

In February, Hegseth reportedly told NATO allies that "stark strategic realities" prevent the United States from being primarily focused on Europe's security. Leaks reported by the Atlantic in March revealed that both Hegseth and Vice President JD Vance privately criticized European defense spending, with Hegseth allegedly expressing his "loathing of European free-loading."

Trump called on NATO member states to increase defense spending up to 5% of GDP. Ahead of the upcoming NATO summit in The Hague on June 24–25, U.S. Secretary of State Marco Rubio said that member states will have agreed to a new goal of increasing defense spending.

"We are headed for a summit in six weeks in which virtually every member of NATO will be at or above 2%, but more importantly, many of them will be over 4%, and all will have agreed on a goal of reaching 5% over the next decade," Rubio told Fox News on May 15.

Such a move would mark a historic shift, with NATO partners collectively accounting for more than half of the alliance's military capacity, according to Rubio.

Since the beginning of Russia's full-scale war against Ukraine in 2022, NATO members have significantly increased their defense spending, with countries like Poland and the Baltic nations aiming to reach the 5% target in the coming years.

Germany will deliver new IRIS-T air defense systems to Ukraine under a three-year supply plan, President Volodymyr Zelensky said during a joint press conference with German Defense Minister Boris Pistorius, who added Berlin has no plans to provide Taurus long-range missiles.

The announcement comes amid escalating Russian aerial assaults, including a June 10 missile and drone strike on Kyiv, one of the largest since the start of the full-scale invasion.

"We are grateful for the supply of IRIS-T air defense systems," Zelensky said on June 12. "We understand that deliveries are currently being planned... for the next three years. This is very important assistance."

The IRIS-T is a German-made medium-range surface-to-air missile system capable of intercepting drones, aircraft, and cruise missiles.

Pistorius confirmed the delivery timeline but firmly ruled out the possibility of sending Taurus missiles — weapons Kyiv has repeatedly requested to strike deep into Russian territory.

"You asked me whether we are considering this, and my answer is no," Pistorius said.

Before taking office, German Chancellor Friedrich Merz signaled openness to lifting former Chancellor Olaf Scholz's ban on the missiles. That stance has not yet resulted in a policy shift.

Ukraine has already received long-range missiles — including ATACMS from the U.S. and Storm Shadow and SCALP from the U.K. and France. Initially restricted to use within Ukrainian territory, Western allies only began easing those limitations in late 2024.

Germany is Ukraine's largest military donor in Europe. Pistorius said that Berlin will provide 9 billion euros ($10.4 billion) in aid this year, with investments in defense production being considered. The total includes an additional commitment in military aid worth 1.9 billion euros ($2.2 billion).

"Today, we discussed that this aid will continue," he said. "We agreed on additional investments in production... both in Ukraine and in Germany."
