Richer countries might have more resources to deal with catastrophe, but this problem grips the entire planet, however much leaders may want to deny it

Climate breakdown is happening on one Earth, but two different worlds. In one, its impacts increasingly encroach on everyday life; longer periods of discomfort and shorter periods of sharp pain. Endless, hotter summers, and within them sudden wildfires, evacuations, homes burned to cinders in a matter of hours. In another, catastrophe. This summer has been a snapshot of that split-screen. The hottest day on record in parts of Europe, and a wave of water, mud and ice in Nepal that so far has claimed more than 750 lives. Thousands of people are still missing.

The difference is also one of resources. The climate crisis has an economic cost, but some places can absorb it better than others. Responses to this summer of wildfires in Europe included a rapid scrambling by the French government to provide everything from tax breaks for businesses affected by the fires to relocation costs and aid to rebuild homes. The UK government had deployed almost £100m before the summer to strengthen wildfire resilience.

Donald Trump has found a new way to promise victory over Iran. Ordinary Iranians are already enduring high inflation, currency depreciation and worsening living standards. Further economic strangulation will inflict significant additional hardship.

Newly obtained documents indicate that the US health secretary, Robert F Kennedy Jr, lied during two congressional hearings last year, when he told lawmakers who held the key to his confirmation that a 2019 visit to Samoa had “nothing to do with vaccines”.

Letters obtained by the Guardian and the Associated Press contradict that testimony. In one he wrote to the Samoan prime minister before the trip, Kennedy explicitly said he wanted to study the measles, mumps and rubella (MMR) vaccine in the Pacific island nation. In it, he used the words “vaccine” or “vaccination” eight times.

Growth, in his telling, will be so spectacular the US will easily be able to meet its interest obligations without any significant tax rises or spending cuts, while the rest of the world will happily keep feeding it money. But if Bessent really believes that, why is he trying to strong-arm the bond market by fiddling with the maturity structure of government debt?

Unannounced trip reported by US media is said to be Ratcliffe’s first known visit to Russia as CIA chief

The CIA director, John Ratcliffe, has made an unannounced visit to Moscow, US media reported, after flight data showed an American military aircraft flew to the Russian capital, where a US diplomatic motorcade was later spotted.

CBS News quoted sources familiar with the situation as confirming Ratcliffe’s trip, saying it was his first known visit to Russia as CIA chief. Axios separately confirmed the visit, quoting a US official.

Good morning. The US supreme court has sided with Donald Trump in his effort to crack down on mail-in voting, though it is unclear whether or not his administration will be able to take action before the midterm elections in November. The court’s justices voted 6-3 along ideological lines to lift an injunction that a judge in Massachusetts had placed in June on an executive order issued by the president. But a second injunction remains in place, and the ruling leaves room for legal challenges.

Trump has repeatedly likened voting by mail to cheating, despite his own use of it and overwhelming evidence that the system is secure. In March he ordered the government to create a “state citizenship list” of eligible voters, requiring that mail-in ballots only be delivered to people on that list. He also directed the justice department to prioritise investigations and prosecutions of state and local election officials who issue ballots to people deemed ineligible to vote in federal elections.

What did the dissenting judges say? In a blistering dissent, Justice Ketanji Brown Jackson wrote that the decision “needlessly injects chaos and uncertainty into the upcoming midterm elections”.

How have rights organisations reacted? The president of the National Association for the Advancement of Colored People, Derrick Johnson, said: “Let this ruling be a reminder that democracy is never, ever guaranteed. We have to fight for it, we have to fight to keep it and we have to protect the rights we do have within it … they are trying to do everything they possibly can to make it difficult for you to vote.”

How has Canada reacted? The country’s prime minister, Mark Carney, told reporters that Trump’s announcement was largely expected. “It’s not a surprise for us that the US would take some form of reprisal to our response to their unjustified tariff,” he said. Carney has vowed to match the American tariffs “dollar for dollar”, and said Canada could not accept any proposed trade deal that would weaken French language protections.

On Truth Social, however, the president shot down assertions that the US talks with Canada collapsed in part due a proposed trade deal that would have weakened French language protections.

“I would never interfere with Canadians speaking French!” he wrote. “In fact, I have never even thought of doing such a stupid thing. This lie was made up by a weak and ineffective Prime Minister in an attempt to gain political support, which he has totally lost, from the people of Quebec.”
