Christa Pike, a Tennessee prisoner who survived the state’s attempt to execute her, is awake and speaking as she receives treatment at a hospital, her attorneys said on Tuesday.

“Against all odds, Christa Pike is conscious, speaking and continues to receive critical medical care. Despite the severe damage she endured to her arms, she is still handcuffed and shackled to the bed. Her recovery is medically unprecedented. Her prognosis remains unclear but, at a minimum, we expect a long recovery,” attorneys for Pike said in a statement.

Des sols contaminés au cœur du Bas-Saint-Laurent

Des dizaines de milliers de résidents du Bas-Saint-Laurent vivent sans le savoir près de terrains fortement pollués par des composés chimiques, des métaux lourds et des produits pétroliers qui présentent un risque pour la santé.

Dans de nombreux cas, le sol et l’eau souterraine sont contaminés par des hydrocarbures aromatiques polycycliques, les HAP, reconnus comme cancérigènes.

La direction régionale de la santé publique se fait toutefois rassurante face à cette situation qui dure depuis des années.

Le ministère de l’Environnement maintient un répertoire des terrains contaminés au Québec. Dans le Bas-Saint-Laurent, 383 emplacements sont inscrits dans la liste, dont 70 n’ont pas encore été réhabilités.

Il s’agit pour la plupart d’anciennes stations-service, d’anciens dépôts de produits pétroliers ou d’ateliers de mécanique dont les sols sont toujours pollués. Mais aussi d’une dizaine de propriétés privées. Plusieurs de ces terrains sont identifiés depuis plus de 25 ans.

Une quinzaine de ces sites sont à Rimouski. Certains sont connus, comme le terrain de l’ancienne station-service sur la 2e Rue Ouest à Rimouski, où le sol et l’eau souterraine sont contaminés par des HAP et des hydrocarbures.

Mais il y a aussi dans la liste l’Hôtel-Motel Normandie de Rimouski-Est, pollué par des produits pétroliers.

L’ancien garage municipal de Rimouski-Est où des HAP sont présents dans le sol et l’eau souterraine. Même situation pour l’ex-restaurant chinois Wing Hing, où est aujourd’hui situé Carrossier Carrxpert Jacques Lévesque, sur l’avenue Léonidas Sud.

Des terrains, le plus souvent dans des milieux densément peuplés, sont inscrits au répertoire. La station-service Ultramar de Saint-Pacôme, sol et eau contaminés aux HAP, la station-service Irving d’Amqui, contamination du sol aux HAP, chez Pétro-Canada à Causapscal, HAP dans le sol et l’eau.

Même chose pour la coopérative des consommateurs à Trinité-des-Monts. À Saint-Épiphane, le sol d’un ancien garage contient de l’arsenic.

À Rivière-du-Loup, le sol et la nappe phréatique des anciens dépôts pétroliers Esso et Irving sont contaminés par des HAP et du benzène.

Même situation à Pohénégamook et Témiscouta-sur-le-Lac. L’ancien hôpital Saint-Joseph de Rivière-du-Loup, le site de l’ex-scierie Félix Huard à Luceville ou même celui de la Coopérative funéraire de Mont-Joli (Salon Onésime Frigon), n’y échappent pas.

Des risques pour la santé

Les polluants sont principalement reliés aux produits pétroliers.

Des hydrocarbures comme tels, mais aussi des produits dérivés toxiques comme les hydrocarbures aromatiques monocycliques et polycycliques, ou encore le benzène.

Dans certains cas, des métaux lourds dangereux comme le plomb, le cadmium ou l’arsenic sont aussi présents.

Ces produits présentent des risques connus pour la santé, notamment les HAP qui sont cancérigènes. Des questions restent sans réponse.

Quels sont les plans du ministère de l’Environnement pour décontaminer les terrains ? Nos demandes à ce sujet sont demeurées sans réponse, outre un accusé de réception de Robert Maranda, chef d’équipe à la Direction des communications.

La santé publique rassure les résidents

La Direction régionale de la santé publique se fait toutefois rassurante et renvoie la balle au ministère de l’Environnement.

« Ce sont eux qui légalement sont en charge d’assurer le suivi des terrains contaminés et de la réhabilitation, explique la médecin spécialiste en santé publique, Joanne Aubé-Maurice. C’est vraiment eux qui administrent les règlements pour s’assurer que la population n’est pas exposée à des contaminants. »

Les filets de sécurité comprennent, par exemple, des barrières pour interdire l’accès ou d’autres mesures de protection.

Selon la Dre Aubé-Maurice, les voisins de ces terrains contaminés n’ont rien à craindre. « Les mesures sont en place pour éviter que les gens s’y exposent. Même voisin, normalement, on n’a pas d’exposition possible. »

Joanne Aubé-Maurice rappelle aussi que les risques pour la santé sont à long terme.

« On rassure les gens étant donné les règlements en vigueur. Ce sont des expositions à long terme et de façon relativement intense à des contaminants qui peuvent engendrer des risques à la santé. Les mesures actuellement ne permettent pas ce type d’exposition-là. » La Santé publique indique n’avoir aucun dossier actif dans le dossier des terrains contaminés.

Des propriétaires mal informés

Les propriétaires d’une résidence à proximité, ou pire, construite sur un site contaminé ou un ancien dépotoir, peuvent voir la valeur de leur maison diminuer considérablement.

Le problème est que l’information est répartie dans différents répertoires fédéraux que provinciaux et, dans certains cas, municipaux.

Une courtière immobilière, Marie-Claude Génie, est la présidente et fondatrice d’immoproof.ca, une en-treprise indépendante qui compile l’ensemble des données disponibles sur la contamination des terrains au Québec. Elle a réuni les informations provenant de sept registres en un seul.

En plus de celui sur les terrains contaminés, les données proviennent notamment du registre sur les dépôts de résidus industriels, de celui sur les dépotoirs ou encore du répertoire des sites d’équipements pétroliers de la Régie du bâtiment du Québec.

Selon madame Génie, les propriétaires doivent être conscients du problème de contamination.

« C’est sûr que ça affecte la valeur de la maison, mais encore faut-il avoir l’information. Le problème au Québec, c’est que l’information ne circule pas. Les gens ne connaissent pas ça. »

Elle souligne que cette information est disponible, mais éparpillée dans une dizaine de banques de données. « Les gens ne savent pas qui consulter, quoi faire, quoi mettre dans la déclaration du vendeur. »

Acheteurs et vendeurs touchés

Marie-Claude Génie soutient que le flou actuel a des impacts autant pour les vendeurs que pour les acheteurs de propriétés résidentielles.

« Ça n’encourage pas les gens à avoir l’information, parce que le vendeur ne veut pas que sa valeur diminue. L’acheteur, s’il n’est pas représenté par un courtier, il ne connaît pas vraiment ça. Puis le courtier immobilier, encore faut-il qu’il ait reçu une formation sur la question. Il y a de très grandes lacunes. »

Elle déplore du même coup l’ignorance des courtiers immobiliers sur cet enjeu. « Même si ça fait partie de leur devoir de vérification. »

La courtière immobilière réclame davantage de transparence pour assurer la sécurité du public. Selon les contaminants présents dans le sol ou dans l’eau souterraine, il peut y avoir des problèmes de santé à moyen ou à long terme pour les occupants.

« Quand on veut acheter une propriété, il faut faire des recherches ou demander à notre courtier d’en faire. Il ne faut pas prendre ça à la légère. »

Surtout, dit-elle, que le prix des maisons a explosé ces dernières années, ce qui rend encore plus important le besoin de se renseigner avant d’investir.

Ukraine’s Defense Ministry says some suppliers cannot build weapons ordered, and drops contracts to free $346 million for front. Technology and tactics change quickly, the ministry says, and some weapons no longer match combat tasks.

Humanitarian and social impact

Ukraine’s civilian casualties 55% higher in first eight months than in the same period in 2025, UN says. Strikes on energy facilities and businesses have surged, while damage to power plants is causing outages as winter approaches.

Political and legal developments

Ukraine cuts more than 4,000 vacant government posts and trims deputy ministers by about 20% in the first stage of civil service reform. Prime Minister Serhii Koretskyi says the number of deputies will be tied to how much work each office carries.

New developments

Germany accuses Russia of a drone bomb attempt at Leipzig. Now its eight biggest airports get drone detection. The air traffic controller's system spots drones in approach and departure paths and alerts the police, who remain responsible for stopping them.

Two ships sunk and a third set ablaze off NATO coasts in two days, and neither Bucharest nor Sofia will say “Russia”. Romania and Bulgaria have described the attacks only as drone strikes, without saying where the drones came from.

Ukraine is thinning its state bureaucracy. Central government bodies will cut more than 4,000 vacant positions in the first stage of a civil service reform, Prime Minister Serhii Koretskyi says, with the number of deputy ministers to fall by about 20% and deputy heads of other central bodies by nearly 18%.

The reform aims to build a professional state apparatus that can carry out tasks quickly and effectively, Koretskyi said. It comes as Ukraine faces an economic crunch, and about $20 billion in EU aid is on hold, blocked by reforms Kyiv has not completed.

The cuts are only the visible first step, and the final headcount is not set yet. The number of deputies will be tied to the volume of tasks each office carries, Koretskyi states.

"The most important thing is that we are running a functional diagnostic of the state apparatus," he continues.

The Ukrainian government will assess which functions the bodies have and whether they align with the state's realities and priorities, and only then will it define the structure and final headcount.

Training is tied to the job

Another track reshapes how officials learn. Training will be linked to the tasks of each specific post, with outreach and internships for young people and a separate program for veterans, Koretskyi says.

The Public Administration Council, which brings together officials, members of parliament, and experts, has resumed work, presenting a detailed plan on the task and assigning responsibility for each area.

The squeeze that forces the cuts

The reform lands in a tight budget. The war is costing Ukraine about $155 billion a year, and with Western aid running late, Kyiv has frozen almost everything except the army, pensions, and public wages.

On 1 October, the state suspended a veterans' gym subsidy that had cost about $13 million and drawn more than 800,000 users, for lack of funds.

Russia keeps upgrading its jet-powered drones, and Ukraine's electronic warfare is racing to keep up. Kyiv has set extra tasks for its military and manufacturers to scale up the most effective electronic warfare approaches, President Volodymyr Zelenskyy said after a meeting of the Supreme Commander-in-Chief's Staff on electronic warfare and infrastructure protection.

Russia keeps modifying its jet-powered Shaheds to beat each new Ukrainian defense, and Ukraine's answers have to keep pace. The race is tight: from 1 to 26 September, air defenses downed only 55 percent of the 2,730 new jet-powered drones, against 90% of the slower ones.

Hidden relays blunt Kyiv's jammers

Jamming has to improve because Russia keeps finding new ways around it. On 3 October, presidential adviser Serhii "Flash" Beskrestnov said someone had installed Russian MESH radio repeaters in Kyiv, a short control channel that guides Shahed drones onto their targets. As long as they are there, he said, closing the city with electronic warfare will not be effective.

"As long as online control of drones exists, not only the bridges but the air defense assets will be under threat," Flash stressed.

Sanctions aim at the supply chain

Beyond the jamming task, the Staff turned to where Russia gets the parts for those drones. Defense Intelligence reported on Russia's technological priorities for this year and next, and on supplies of critical components and equipment for its weapons production, Zelenskyy said.

New sanctions packages will follow, with Defense Intelligence due to send proposals to the Ukrainian government and the National Security and Defense Council, and Ukraine is working to align its sanctions with partners' jurisdictions.

The Staff also set the main tasks for supplying Ukrainian forces with long-range drones next year.

"The main criterion is that we must be able to respond in kind to Russian strikes," Zelenskyy emphasized.

Those parts, and the drones built from them, keep changing

In August, Intelligence Deputy Chief Vadym Skibitskyi said Russia remained fully dependent on Chinese turbojets for the Geran-4 and Geran-5, each costing about $35,000 to $40,000.

However, two months later, Ukraine reported the Geran-4 had received a locally built engine and a new optical navigation system. Kyiv has to stay attuned to changes to keep pace with the technology race, and so far, it is still trying to catch up rather than get ahead.
