Russian authorities reported damage and a fire at Ust-Luga port during an overnight drone attack on 1 September. One drone crossed Latvian and Estonian airspace, prompting NATO to scramble Turkish F-16s.

The attack hit a major outlet for Russian energy exports. Reuters reported that Ust-Luga loads about 700,000 barrels of crude a day and exported 32.9 million metric tons of oil products in 2025. Its terminals also serve shadow-fleet tankers used to bypass sanctions.

Leningrad Oblast Governor Alexander Drozdenko said emergency crews were working in Ust-Luga’s port zone while the damage was being assessed. He later claimed Russian air defenses downed 52 drones over Leningrad Oblast and reported no casualties.

Drozdenko did not identify the damaged facility or specify the scale of the fire.

Militarnyi published an image attributed to the Exilenova+ monitoring channel showing a blaze near the port. The image’s time and precise location have not been independently verified.

There was no immediate information on whether the attack disrupted port operations. Ukraine had not claimed responsibility at the time of publication.

The regional warnings coincided with a broader drone attack on western Russia that included Ust-Luga, although authorities did not specifically link the drones approaching or entering NATO airspace to the port strike.

Baltic states issue warnings as NATO fighters scramble, while Finland restricts traffic

Estonia warned residents in eight counties and scrambled Turkish fighter jets serving in NATO’s Baltic Air Defense Mission, which protects the skies of Estonia, Latvia, and Lithuania.

Estonian Air Force Commander Brigadier General Riivo Valge said around a dozen drones had moved near the country’s border. One briefly entered southeastern Estonia, while another approached Narva before turning back into Russia. The fighters did not open fire, and the warnings were lifted by about 5:30 a.m.

Latvia issued two warnings overnight, first in the Ludza municipality and then in the Alūksne municipality. Latvia’s Armed Forces said a drone crossed Latvian airspace and continued into Estonia, where NATO fighters searched for it. The Latvian alerts ended at around 4:20 a.m.

Finland’s Armed Forces introduced temporary air and sea restrictions over the eastern Gulf of Finland at 3:37 a.m.

The military lifted both restrictions shortly after 6 a.m., saying no drones had strayed into Finland.

Repeated strikes on Ust-Luga

Ust-Luga lies around 110 kilometers west of St. Petersburg and some 900 kilometers from Ukraine. It is the endpoint of the Baltic Pipeline System-II, which carries Russian crude to the port for export. The area hosts facilities operated by Russian gas producer NOVATEK and fertilizer maker EuroChem.

Ukraine began its series of 2026 attacks on Ust-Luga overnight on 24–25 March. The Security Service of Ukraine, the country’s counterintelligence agency, and the military’s elite Special Operations Forces confirmed that they had struck NOVATEK’s gas-condensate complex, which processes liquid hydrocarbons into fuels.

Further attacks followed in late March. They set fuel-storage tanks ablaze, damaged a pier and pumping equipment, and temporarily halted port operations, according to Russian Telegram channel Astra.

On 7 April, Ukraine’s General Staff, the military’s senior command, confirmed another strike on Ust-Luga’s oil terminal, saying three oil storage tanks were destroyed. Another attack on 14 August again caused damage and a fire, Drozdenko reported at the time.

Finland is investigating a suspected violation of its airspace by a Russian aircraft over the Gulf of Finland, its Defense Ministry said. Authorities have not identified the aircraft or said whether the crossing was deliberate, and the country's border guard has opened an inquiry. The case adds Finland to a growing list of NATO states reporting Russian intrusions along the alliance's frontiers.

What Finland reported

A Russian aircraft is suspected of violating Finnish airspace in the western Gulf of Finland on the afternoon of 20 August, Defense Minister Antti Häkkänen said. He said the country treats every such case seriously and that an inquiry is running.

"Every suspected territorial violation is taken seriously. An investigation is underway," Häkkänen said.

The ministry statement did not name the aircraft. The Border Guard later identified it as a Russian Il-20 reconnaissance plane, Finnish broadcaster Yle reported, saying the suspected crossing lasted about three minutes and reached some 4.7 nautical miles into Finnish airspace at its deepest. It said it would release more as the inquiry advances.

A pattern along NATO's frontiers

The suspected crossing follows two earlier Finnish cases this year. Finland suspected Russian military aircraft of entering its airspace in May, off Porkkala while one avoided a thunderstorm, and again in June, summoning Russia's chargé d'affaires over the two incidents.

Other members of the alliance keep logging similar incidents. Romania has destroyed a sea drone and recovered aerial-drone debris on its soil, and Russian drones have struck near Moldova's border with Ukraine. Kyiv has also accused Russia of steering Ukrainian drones toward Finland and the Baltic States through electronic warfare.

Finland joined NATO in 2023 and has since rearmed sharply, ending a domestic ban on nuclear weapons as part of a wider defense shift. It has stepped up support for Ukraine, most recently backing a power-plant project before Russia's winter energy campaign. Helsinki has also argued it is too early to negotiate with Moscow while the war continues.

Ukraine has opened its own criminal investigation into the 2022 destruction of the Nord Stream gas pipelines, months after Germany charged a Ukrainian over the blasts, Suspilne reported. Prosecutors in Kyiv registered the case on war-crimes grounds and say they will test whether Russia staged the sabotage to discredit Ukraine. Serhii Kuznietsov is due to stand trial in Germany in October.

Kyiv will test a Russian false-flag version

Ukraine's Security Service, under the Prosecutor General's Office, opened proceedings on 9 July under the article on violations of the laws and customs of war. Kuznietsov's Ukrainian lawyer, Mykola Katerynchuk, told Suspilne about the case.

The Prosecutor General's Office confirmed it is supervising a probe into the "possible commission in September 2022, amid the international armed conflict between Russia and Ukraine, by citizens of Ukraine, of actions connected to the undermining" of both pipelines in the Baltic Sea. It said the case was registered after the "independent discovery in the media" that Germany had charged a Ukrainian citizen.

Given Russia's use of hybrid methods, investigators will also examine whether Russians organized the explosions as a "false flag" operation, using Ukrainian citizens or imitating their participation to discredit Ukraine.

The office said it used the laws-and-customs-of-war charge because it matches the qualification chosen by Germany's Federal Prosecutor's Office.

The case against Serhii Kuznietsov

The pipelines exploded on 26 September 2022. On 8 August 2025, Germany's Federal Court of Justice issued an arrest warrant for Kuznietsov, alleging he led a group of six who mined the pipelines and detonated them remotely.

Italian police arrested him on 21 August 2025, and Italy's Supreme Court later confirmed his extradition to Germany. A Polish court, by contrast, refused a German request for another Ukrainian suspect, Volodymyr Zhuravlov.

On 2 July 2026, Germany's Federal Prosecutor's Office published its charges — an attack on civilian objects, causing an explosion, and destroying structures. Kuznietsov denies guilt.

An explosion aboard the Eco Wizard tanker in Russia's Ust-Luga port caused an ammonia leak and is under investigation, the Russian Transportation Ministry announced on July 6.

Explosions have damaged five tankers at Russian ports since the beginning of the year.

The Russian Transportation Ministry alleged that "a minor leak of liquid ammonia" occurred at the Ust-Luga seaport in Leningrad Oblast due to "an incident" while unloading and loading the Eco Wizard tanker.

According to the Russian Telegram news channel Baza, "an explosion of an unknown nature" preceded the leak.

The ship's 23-person crew was evacuated and port emergency services are working on site to eliminate the consequences. Loading operations were stopped and emergency rescue services put on high alert. Russian Transportation Minister Roman Starovoit held a meeting on the incident and a diving inspection of the vessel is planned.

No casualties have been reported.

The Eco Wizard tanker arrived in Ust-Luga from Antwerp, Belgium on July 3, according to ship-tracking data from VesselFinder. The vessel was built in 2024 to transport liquefied petroleum gas (LPG) and flies the flag of the Marshall Islands.

The vessel is suspected to belong to Russia's "shadow fleet," a group of tankers Moscow uses to circumvent sanctions.

A week prior to the Eco Wizard explosion, a blast occurred on the shadow fleet tanker Vilamoura shortly after it visited Russian ports. The ship was carrying 1 million barrels of oil at the time of the explosion.

The Eco Wizard is the sixth tanker linked to Russia to have suffered an explosion since the start of this year.

German fighter jets were scrambled to intercept a Russian Il-20 reconnaissance aircraft over the Baltic Sea near NATO airspace on the morning of June 27, the German tabloid Bild reported.

The incident adds to a series of aerial provocations reported by NATO allies since the start of Russia's full-scale invasion of Ukraine in 2022 as Moscow is suspected of using the aircraft to spy on the alliance's positions.

The Russian Il-20M, which took off from Kaliningrad with its transponder switched off, was headed west toward international airspace near Poland and Germany when it was detected by NATO radar systems.

NATO alerted the German Armed Forces’ Quick Reaction Team (QRT), prompting the launch of two Eurofighter jets to intercept the aircraft.

The German jets made visual contact with the Russian plane approximately 100 kilometers off the German coast and took a photograph of it. Despite the interception, the Il-20M did not alter its course.

The Russian aircraft eventually veered north, just 40 kilometers from the Baltic Sea island of Usedom, avoiding a breach of German airspace.

According to Bild, this was the ninth such interception mission conducted by German forces in 2025.

As Russia continues its aggression against Ukraine and poses an increasing threat to NATO, German Chancellor Friedrich Merz said in an interview with Süddeutsche Zeitung published on June 27 that he would refrain from phone calls with Russian President Vladimir Putin given the intensified attacks on Ukraine.

Merz’s predecessor, Olaf Scholz, was the first EU leader from a country supporting Ukraine to resume direct contact with Putin since the start of the full-scale invasion, speaking with him by phone in November 2024.
