Russian attacks across Ukraine killed at least six civilians and injured at least 49, including a teenage boy, over the past day, regional authorities reported on June 18.

Russian forces launched 58 Shahed-type attack drones and decoys against Ukraine overnight, targeting mainly the Donetsk, Dnipropetrovsk, and Zaporizhzhia oblasts, the Air Force said.

Ukrainian defenses shot down 12 drones, while 18 disappeared from radars or were intercepted by electronic warfare systems, according to the statement.

In Chernihiv Oblast, a Russian drone attack against a village in the Snovsk community on June 17 injured a 68-year-old woman, Governor Viacheslav Chaus reported.

A Russian attack against Nikopol in Dnipropetrovsk Oblast on June 17 killed a 63-year-old man, Governor Serhii Lysak reported. Two more people were injured, and an educational institution and houses were damaged.

Russian attacks across Donetsk Oblast killed a civilian in Myrnohrad and injured eight others in the region, according to Governor Vadym Filashkin.

20 people injured in Kherson as Russia shifts drone attack tactics, governor says

Russian drone attacks injured at least 20 civilians in the Dniprovskyi district of Kherson on June 17, according to local authorities.

"The Russians have changed their tactics for using drones — since early morning, they have been launching massive attacks on the Dniprovskyi district of Kherson," Kherson Oblast Governor Oleksandr Prokudin wrote on Telegram.

The attacks left several people hospitalized with blast trauma and shrapnel wounds.

A 36-year-old man sustained injuries to the head and chest. A 51-year-old woman was treated for a concussion and facial wounds. Four other victims, including two women aged 60 and 67, were hospitalized with injuries to the torso and limbs.

Among those treated on an outpatient basis was a 41-year-old man wounded in the leg and a 58-year old woman who suffered injuries to the torso. Additional outpatient cases include women aged 84, 50, and 62, and a 58-year-old man, who was also admitted for hospital care.

"We are taking all necessary measures to counter enemy drones and adapting to the enemy's new tactics. This takes time," Prokudin said, urging residents to stay indoors unless absolutely necessary.

Kherson, located on the western bank of the Dnipro River in southern Ukraine, has faced relentless Russian attacks since its liberation in November 2022.

Russian forces continue to occupy the eastern bank, from which they launch attacks on civilian targets using artillery, guided bombs, and drones.

In Zaporizhzhia Oblast, a 46-year-old man was injured as Russian troops carried out 426 strikes on 14 settlements, Governor Ivan Fedorov reported.

The latest strikes come as Russia continues to escalate its aerial campaign and reject calls for a ceasefire. Ukrainian officials have repeatedly urged Western partners to bolster air defense capabilities as drone and missile attacks persist.

Russia attacked Ukraine with nearly 200 missiles and drones and shelled residents in Kherson and Donetsk oblasts, killing one and injuring three, Ukrainian authorities reported on June 15.

Russian forces unleashed drones, artillery, and airstrikes on Kherson Oblast and the city over the last day, killing one person and injuring seven, the oblast administration reported. Russian attacks damaged apartments, homes, and gas pipelines, as well as other infrastructure.

In Donetsk Oblast, Russian attacks injured two people in Pokrovsk and Myrnohrad, regional governor Vadym Filashkin reported.

Russia’s combined mass missile and drone strikes largely targeted Kremenchuk in Poltava Oblast. No one was injured or killed, but the attacks hit energy and agricultural facilities, said Poltava governor Volodymyr Kohut.

Of 183 drones Russia launched, Ukrainian air defense neutralized 159, the Air Force said in their morning update. Ukraine also shot down 2 Kinzhal air-launched ballistic missiles and six out of eight cruise missiles.

Drones were also spotted flying through Kyiv and Kyiv Oblast, Chernihiv, Sumy, Dnipropetrovsk, Kirovohrad, Mykolaiv, Zaporizhzhia, and Donetsk oblasts.

Despite talks of peace negotiations, Russia has amped up its drone attacks on Ukraine over the last month. On May 26, Russia launched 355 drones at Ukraine, a record that was broken on June 1 with 472 drones, and on June 9, when Russia fired 479 drones and 20 missiles against Ukrainian cities.

Zaporizhzhia hit hardest in drone assault: civilians injured, fires reported

According to the Zaporizhzhia Oblast Military Administration, 14 Shahed drones targeted Zaporizhzhia. The strikes hit residential buildings, a public transport stop, and a store. A humanitarian aid warehouse was destroyed.

NGO head Oleksandr Belyuha told Suspilne,

This is our main warehouse. We’ve been helping people for three years. We provided humanitarian aid: food, hygiene products. Now everything is destroyed.”

Emergency services responded to fires that broke out in vehicles, multiple buildings, and the warehouse. Over ten cars burned in a parking area. At least 15 apartment blocks, one-family homes, and non-residential buildings were damaged.

Three people sustained injuries — two police officers with shrapnel wounds to their limbs, and a 62-year-old woman with broken legs. Medical authorities classified all their conditions as moderate.

Drone attack damages reported in Kharkiv Oblast

In Izium, Kharkiv Oblast, Russian drones caused four direct hits overnight on 14 June. The City Military Administration reported shattered windows, blown-off doors, and damage to garages in both residential and administrative structures.

However, Kharkiv Oblast authorities confirmed that there were no injuries over the past 24 hours despite attacks on five settlements. The region came under varied weaponry, including six KAB guided bombs, one FAB-1500 bomb, four Shahed-136 drones (which the oblast administration, for some reason, persistently calls by their Russian designation, Geran-2), and one FPV drone.

Sumy Oblast suffers intense shelling with no casualties

Russian forces struck Sumy Oblast nearly 70 times between the mornings of 13 and 14 June, according to the Sumy Oblast Military Administration. The attacks targeted 21 settlements in nine communities. Most occurred in Sumy Raion. Weapons included around 30 drone-dropped VOG grenades and almost 10 air-dropped KAB bombs.

Two households were damaged in a strike on Pishchane, as confirmed by local official Mykola Sachenko. No casualties were reported.

Russian forces launched high-explosive bombs at the center of Ukraine's southern city of Kherson on June 5, hitting and partially destroying the Regional State Administration building and damaging several surrounding structures.

The entrance to a nearby residential high-rise was also damaged, while other buildings in the area sustained broken windows and facade destruction. The regional prosecutor’s office confirmed that four guided aerial bombs struck the city center.

"Within just fifteen minutes, four Russian bombs hit this location. As a result of the strikes, the building of the Kherson Regional State Administration suffered even greater destruction — it had already been repeatedly targeted by the Russians before," Governor Oleksandr Prokudin said via his official Telegram page.

Since Ukraine liberated Kherson in November 2022, Russian forces have continued to target the city with near-daily attacks, aiming at civilian infrastructure, public transport, and residential neighborhoods using a wide array of weaponry.

In addition to the aerial bombardment, Russian troops attacked Kherson with artillery and loitering munitions. According to preliminary reports, at least five apartment buildings, one administrative structure, and an educational institution suffered damage. Ukraine launched overnight drone strikes on Russian military infrastructure and Russian-occupied power facilities, including an airfield in Rostov Oblast and energy infrastructure in occupied parts of southern Ukraine, leading to damage and power outages.

Ukrainian forces have repeatedly struck Russian logistics and energy infrastructure in both occupied territories and inside Russia. This follows a successful long-range operation against Russian strategic bombers carried out thousands of kilometers from Ukraine just days ago. The ongoing air campaign is aimed at crippling Russian military logistics and its capacity to continue the war. The latest strikes on power infrastructure in occupied southern Ukraine come as Russia reportedly seeks to prepare the occupied Zaporizhzhia Nuclear Power Plant for operation under its control.

Millerovo air base targeted in drone attack

In the early hours of 5 June, explosions were reported across Russia’s Rostov Oblast, adjacent to eastern Ukraine’s occupied Luhansk and Donetsk oblasts. According to Russian news Telegram channel Astra, local residents claimed that a military airfield in Millerovo came under drone attack. Acting governor of Rostov Oblast Yuriy Slyusar later confirmed that drones were active in the Millerovo district, though he did not explicitly confirm an attack on the airfield.

He stated that debris from the downed drones allegedly caused damage in the village of Sulin, hit structures on two properties on Dachna Street. One house ostensibly had a partially destroyed roof, while another suffered broken windows and torn electric wiring. He added that “No civilians were injured according to emergency services on the ground. The military continues to repel the enemy’s attack. Information is being clarified.”

The Russian defense ministry claimed its air defense systems destroyed 30 Ukrainian fixed-wing drones overnight. It stated that 15 were shot down over Rostov Oblast, 11 over occupied Crimea, two over Belgorod Oblast, and one each over Moscow and Kursk oblasts.

Occupied parts of Kherson and Zaporizhzhia oblasts suffer blackouts

In a separate development, Russian-installed “Kherson Oblast governor” Vladimir Saldo claimed that more than 120,000 people in Russian-occupied parts of Kherson Oblast were left without electricity and water after a strike on a main transformer substation.

The hit allegedly occurred at 23:10 and resulted in a total blackout for 192 settlements across seven “municipal districts” – a term not used in Ukraine’s territorial structure – including Henichesk, Novotroitske, and Velyka Lepetykha.

Occupied parts of Zaporizhzhia Oblast reportedly also experienced blackouts. Head of the Russian occupation administration in the region, Yevgeny Balitsky, blamed Ukrainian forces for shelling the area, stating that “no fewer than five explosions were recorded over Melitopol,” along with an attempted strike on a power substation. Power outages were reported in parts of Melitopol, Prymorsk, Enerhodar, and Akimivka.

Russian attacks across Ukrainian regions killed at least seven civilians and injured at least 52 over the past day, regional authorities reported on June 4.

Ukrainian air defenses shot down 36 out of the 95 Shahed-type attack drones and decoys launched by Russia overnight, the Air Force said.

Twenty-five drones disappeared from radars or were neutralized by electronic warfare systems, according to the statement.

Russia attacked the northeastern city of Sumy on June 3 with multiple-launch rocket systems, killing four people and injuring 28, the regional authorities said. Another civilian was injured during a drone attack elsewhere in Sumy Oblast.

In Chernihiv Oblast, a Russian drone attack injured a 43-year-old man in his yard in the Novhorod-Siverskyi community, Governor Viacheslav Chaus said.

In Dnipropetrovsk Oblast, an 87-year-old man was wounded when Russia attacked the Nikopol district with drones and artillery, according to Governor Serhii Lysak.

Russian attacks across Donetsk Oblast killed one person and injured two in the village of Serhiivka, said the regional governor, Vadym Filashkin. Five civilians were injured elsewhere in the region.

In Kharkiv Oblast, two people were killed and five injured as Russia launched missiles, drones, and bombs against Kharkiv and the region, Governor Oleh Syniehubov reported.

Russian strikes in Kherson Oblast wounded eight people, Governor Oleksandr Prokudin reported. Three high-rise buildings and 10 houses were damaged.

Russia launched a Kinzhal missile against port infrastructure in Mykolaiv Oblast, authorities said. No casualties were reported.

A civilian was wounded during a heavy Russian drone attack against Odesa, Governor Oleh Kiper said. While most of the drones were shot down, residential buildings were damaged in the city.

The Institute for the Study of War (ISW) reported on 2 June that newly published Ukrainian and Russian memorandums highlight how far apart both sides remain after their latest negotiations the same day — with Russia repeating maximalist demands and Ukraine focusing on phased peace efforts and further dialogue.

This comes as US President Donald Trump pushes for Kyiv-Moscow direct talks allegedly to end the ongoing Russian invasion of Ukraine. On 2 June, Ukrainian and Russian low-level delegations met in Istanbul for the second time this year to discuss possible ceasefires, yet the only concrete outcome was agreement on a POW exchange — including wounded, severely injured, and under-25 soldiers — and a 6,000-for-6,000 body exchange.

Ukraine pushes for ceasefire, humanitarian steps, and lasting security

Ukraine’s memorandum, published by Suspilne on 1 June, outlines four core proposals:

  • an unconditional ceasefire on land, sea, and in the air;
  • confidence-building measures like returning all Ukrainian civilians and children and exchanging prisoners of war;
  • a long-term peace agreement with firm security guarantees and full territorial integrity;
  • and continued negotiations after the 2 June Istanbul meeting, including preparation for a Zelenskyy-Putin meeting.

Ukraine also insists on the right to join any security alliance, including NATO.

Nothing new: Russia repeats lang-grab recognition, regime-change, disarmament demands

Russia’s memorandum, published by TASS on 2 June, is split into three sections. The first demands Ukrainian recognition of Russia’s control over all of Ukraine’s Luhansk, Donetsk, Zaporizhzhia, Kherson oblasts, and Crimea — and complete withdrawal from these territories. It also calls for permanent Ukrainian neutrality, cancellation of all military alliances, a total ban on foreign military presence, and strict protections for Russian-speaking populations.

The second section outlines two ceasefire options. The first requires Ukraine to withdraw beyond current front lines in all four oblasts. The second demands Kyiv demobilize, end martial law, cancel all foreign military support and intelligence sharing, and organize presidential elections within 100 days of martial law ending.

The third section proposes a short ceasefire to recover bodies, followed by a 30-day timeline for Ukrainian withdrawal and eventual signing of a peace deal — only after Ukraine forms a new government.

ISW says this reflects Russia’s ongoing push for regime change, a demand the Kremlin has voiced since 2022.

ISW: Russia still aims for total Ukrainian capitulation

ISW notes that these demands are consistent with the Kremlin’s longstanding goals: territorial gains, military and political control over Ukraine, and the installation of a pro-Russian government. As of 2 June 2025, Russia occupies 79.8% of the four contested oblasts, while Ukraine retains around 21,600 square kilometers, including major cities like Kherson, Zaporizhzhia, Kramatorsk, Kostiantynivka, and Sloviansk. ISW adds that Russian forces have not shown the ability to capture cities of that scale since early 2022.

“Russian forces have not demonstrated the capacity to seize cities of this size since early 2022, and the Russian military is almost certainly incapable of conducting a successful offensive operation to seize one of these cities after three years of war and degradation,” the think tank wrote.

Child deportation claims briefly raised, dismissed by Russia

ISW also summarizes that Ukraine presented Russia with a list of hundreds of abducted children, which Russia dismissed. Kremlin negotiator Medinsky said the list included 331 names and denied mass abductions. Ukraine has verified the deportation of at least 19,456 children, with only 1,345 returned. Russia’s children’s commissioner previously claimed 700,000 Ukrainian children had been “accepted” by Russia.

Ukrainian forces downed 60 out of the 112 drones, including Shahed-type attack drones, launched by Russia overnight, the Air Force reported.

Fifteen drones were intercepted by electronic warfare or disappeared from radars without causing any damage, according to the statement.

Drones that disappear from radars before reaching their targets are usually decoys. Russia launches them alongside real drones to overwhelm Ukraine's air defense.

Odesa Oblast Governor Oleh Kiper said that Russian forces attacked Odesa with drones, injuring at least five people. The attack set a food warehouse on fire and damaged residential buildings and cars.

A Russian attack on the village of Kivsharivka in Kharkiv Oblast killed two women aged 62 and 64, Governor Oleh Syniehubov said. A 31-year-old man was killed, and a 38-year-old man was injured in a Russian attack on Balakliia.

Another strike on the town of Kupiansk injured four women and a 59-year-old man, Syniehubov said.

Russian drone and missile attacks on Sumy Oblast injured four people, according to local authorities.

Russian first-person-view (FPV) drones struck a State Emergency Service building and service vehicles in the Stepnohirsk community in Zaporizhzhia Oblast, injuring 12 emergency workers, Governor Ivan Fedorov reported.

Three people were killed in Kramatorsk and Yablunivka in Donetsk Oblast, Governor Vadym Filashkin said. Two other people suffered injuries in the region over the past day.

In Kherson Oblast, Russian forces targeted 35 settlements, including the regional center of Kherson. One person was killed, and 13 others, including a child, were injured, Governor Oleksandr Prokudin reported.

A Ukrainian drone attack targeting energy infrastructure in Russian-occupied parts of Zaporizhzhia and Kherson oblasts overnight on June 3 caused widespread blackouts, according to Russian occupation authorities.

Yevhen Balytskyi, the Kremlin-appointed head of the occupied part of Zaporizhzhia Oblast, claimed that 457 settlements in the region were left without power, affecting more than 600,000 homes.

In neighboring Kherson Oblast, Moscow-installed proxy Volodymyr Saldo claimed that drone debris damaged substations near occupied Henichesk, as well as near Melitopol in Zaporizhzhia Oblast, resulting in power outages across 150 settlements.

Ukrainian officials have not commented on the claims, which could not be independently verified.

Kyiv's previous attacks on substations in Russia and Russian-occupied territories were aimed at undermining Moscow's ability to sustain its war effort.

Situated in southern Ukraine, Zaporizhzhia and Kherson oblasts have been partially occupied since the start of Russia's full-scale invasion. The regions' centers, the cities of Zaporizhzhia and Kherson, remain under Ukrainian control and are frequently targeted by Russian forces.

The attacks come as Ukrainian and Russian officials are scheduled to hold a second round of peace talks in Istanbul later during the day. They also follow a mass Ukrainian drone strike that allegedly destroyed or damaged one-third of Russia's strategic aviation fleet on June 2.

Russia attacked Ukraine with 80 Shahed-type attack drones and decoys, as well as three Iskander-M or KN-23 ballistic missiles and one Iskander-K cruise missile, the Air Force reported.

Ukrainian air defenses shot down 15 drones, while 37 were intercepted by electronic warfare systems or disappeared from radars, according to the statement.

In Dnipropetrovsk Oblast, Russian artillery and drone attacks against the Nikopol district injured three men aged 51, 68, and 72, all of whom were hospitalized, Governor Serhii Lysak reported. A medical facility, a fire department, and a shop were reportedly damaged.

Russian attacks against Donetsk Oblast killed one person and injured three in Kostiantynivka, according to Governor Vadym Filashkin. Another civilian was injured by a Russian strike in Hryshyne.

Russia attacked Kharkiv Oblast heavily with drones, a ballistic missile, and other weaponry. Twelve people, including two children, were injured in the region, including six in Kharkiv, Governor Oleh Syniehubov said.

In Kherson Oblast, three people were killed and 19 injured, including two children, Governor Oleksandr Prokudin reported. Three high-rise buildings, seven houses, warehouses, and other properties were damaged.

In Mykolaiv Oblast, a 65-year-old man and a 60-year-old woman were hospitalized following a Russian drone attack, Governor Vitalii Kim reported.

Russian attacks across Zaporizhzhia Oblast killed five people and injured nine, Governor Ivan Fedorov reported. Russian forces launched missiles, aerial bombs, drones, and other weapons against the region.

In Chernihiv Oblast, a Russian attack started a large-scale fire on the premises of a production facility, the State Emergency Service said.

Dnipropetrovsk Oblast Governor Serhii Lysak said that Russian forces attacked the Nikopol district in the region, injuring a man and a woman aged 25 and 48.

One person was killed in Kostiantynivka in Donetsk Oblast, Governor Vadym Filashkin said. Ten other people suffered injuries in the region over the past day.

In Kherson Oblast, Russian forces targeted 35 settlements, including the regional center of Kherson. Four people were killed, and 11 others injured, Governor Oleksandr Prokudin reported.

UN commission says Russian drone attacks against Kherson amount to crimes against humanity

Russian armed forces have committed crimes against humanity by deliberately targeting civilians with drones in Ukraine's Kherson Oblast, according to a new report by the United Nation's Independent International Commission of Inquiry on Ukraine.

The commission concluded that the drone attacks, which began in July 2024, were widespread, systematic, and part of a coordinated state policy to terrorize the population and forcibly depopulate the area. The findings were based on more than 300 videos, over 600 Telegram posts, and 91 interviews with victims, witnesses, and local officials.

"From July 2024, Russian forces have recurrently killed and injured civilians in an area stretching over more than 100 kilometres along the right bank of the Dnipro River in Kherson (Oblast)," the commission said in the report published on May 28.

Nearly 150 civilians have been killed and hundreds more wounded in drone strikes on Kherson city and 16 surrounding localities. Victims include men, women, and children, with many struck while going about their daily routines. Ambulances, which are protected under international law, have also been targeted, resulting in additional casualties.

Drone operators used real-time video feeds to track and strike civilians and civilian vehicles. "They are simply chasing and hunting civilians who are on their way to work or walking their dogs. They drop explosives from drones like it is a video game," a senior Kherson hospital official said. The attacks were often followed by Telegram posts showing the killings and threatening further violence. One message warned, "Get out of the city before the leaves fall, you who are destined to die."

The report notes that these attacks violate the core principles of international humanitarian law, which prohibit targeting civilians. The commission concluded that Russian forces committed the war crime of intentionally attacking civilians and the war crime of outrages upon personal dignity by sharing videos of the assaults online. The constant threat has left residents living in fear, often venturing outside only under cloud cover or near trees for safety.

"The recurrent drone attacks, the widely disseminated videos showing them, and numerous posts explicitly exhorting the population to leave suggest a coordinated state policy, on the part of the Russian authorities, to force the population of Kherson Province to leave the area," the report said.

Russian attacks against Ukraine kill 1, injure 46 over past day

Russian attacks across Ukrainian regions killed at least one civilian and injured 46, including children, over the past day, regional authorities reported on May 28.

Russia launched five Iskander-M or KN-23 ballistic missiles against Ukraine overnight, as well as 88 Shahed-type attack drones and decoy drones, the Air Force said.

Ukrainian air defenses shot down 34 drones, while 37 were neutralized by electronic warfare systems or disappeared from radars. Eight hits were recorded across Ukraine, according to the Air Force.  

In Dnipropetrovsk Oblast, two women aged 51 and 64 were injured during Russian artillery and drone attacks against the Nikopol district, Governor Serhii Lysak reported.

Russian attacks against Donetsk Oblast injured eight civilians – four in Pokrovsk, two in Novovodiane, and one each in Sloviansk and Zarichne, according to Governor Vadym Filashkin.

In Kharkiv Oblast, Russian strikes killed an 85-year-old man and injured nine others, including a 4-year-old girl, Governor Oleh Syniehubov reported. Over 70 houses were damaged, as well as 12 apartment buildings, a school, shops, warehouses, and more.

Thirteen people were injured in Russian attacks against Kherson Oblast, said the regional governor, Oleksandr Prokudin.

In Kirovohrad Oblast, at least three people were injured in a Russian aerial strike, Governor Andrii Raikovych reported. Seventy-six houses and a multi-story residential building were damaged. A fire broke out after an attack against an industrial enterprise in Svitlovodsk, the governor said.

In Mykolaiv Oblast, a 7-year-old girl was injured during a Russian drone attack, Governor Vitalii Kim said. Houses and a recreational facility were damaged in missile and drone attacks elsewhere in the region.

Nine people were injured in Russian attacks against Sumy Oblast, including a child, the regional military administration reported.

In Zaporizhzhia Oblast, a 17-year-old boy was injured during a Russian attack on the Polohy district, according to Governor Ivan Fedorov.
