Ukraine may soon receive a multimillion package of 20-mm rounds for its F-16 fighter jets, Foreign Minister Andrii Sybiha told journalists, Hromadske reported. He called the ammunition critical for shooting down Russia's jet-powered drones and said several partners have already begun transferring it. He expects the larger package after an upcoming high-level visit.

Russia now strikes Kyiv and other Ukrainian cities daily, increasingly with jet-powered drones that outrun the cheap interceptors built for slower Shaheds. Fighter jets are among the tools Ukraine uses against them, while its overall interception rate for jet drones still trails its rate against propeller drones.

"Critically important" ammunition

Sybiha said Ukraine has yet to build up its capability to repel jet drones.

"Given that we have not yet built up the capability to repel jet drones, and given the preparations for new strikes, it was critically important to help our military shoot down these drones. Apart from air defense systems, which are too expensive to use constantly against drones, the most effective tools right now are F-16 fighter jets," Sybiha said.

He thanked Spain, Belgium, and Poland, which have begun the process of transferring the ammunition, and said that thanks to them Ukraine will "very soon" have the rounds it needs.

Belgium will send three F-16 fighter jets, but maintenance delays may keep Ukraine from using them

A "very serious visit" ahead

Sybiha linked the larger package to a visit he did not name.

"We will soon have one very serious visit. We think that one of the decisions following this visit will be a multimillion package of this ammunition for Ukraine," he said.

Talks on buying the rounds from private manufacturers are also underway, he added.

Ukraine has already received urgent batches of F-16 ammunition from Belgium, Spain, and other partners, and Belgium plans to send three more F-16s by the end of 2026 under an accelerated procedure. The jets' air-to-air missiles and cannon rounds are imported and not always in stock.

Another night of Russian strikes

Overnight on 2 October, Russia launched 108 drones at Ukraine, 47 of them jet-powered, and air defenses downed 88 of them. In Kyiv, a Russian strike on a 25-story residential building in the Darnytskyi district killed one person and injured two. Russia also targeted the Southern Bridge again, after striking it three times the previous day, and the city restricted public transport across several bridges.

In Kharkiv Oblast, a Russian FPV drone hit a car in the Solonytsivka hromada on the afternoon of 1 October, injuring a man and a boy. A Russian strike damaged a civilian enterprise in Rivne Oblast and started a fire that forced an evacuation of nearby homes, regional head Oleksandr Koval said, and drones attacked Cherkasy Oblast.

In neighboring Romania, an object believed to be a drone crashed near the village of Plauru in Tulcea County during the attack, starting a fire that caused no casualties, Romania's Defense Ministry said.

A report says US intelligence warned France of Russian ship-launched drones. France denies it

Emmanuel Macron, wearing a dark blue suit, walks past a black iron fence outside a dark brick building.

French President Emmanuel Macron said French services received no CIA warning about a possible Russian drone attack from Mediterranean merchant ships, pushing back on an El Mundo report that US intelligence had alerted France, Italy, and Spain, RTL reported.

Macron’s denial comes amid drone attacks and sabotage cases that European governments have linked to Russia. France is preparing stronger defenses against that wider threat, even as Macron says its services received no specific CIA warning. Italy’s defense minister has also cautioned against fueling alarm over an unconfirmed report.

Asked about the report during a televised interview on 24 September, Macron said: “The CIA did not inform French services of such an attack.” He said Russia was multiplying hostile and sometimes criminal acts against European countries. Covert acts such as sabotage and cyberattacks are often described as hybrid warfare. Asked whether France itself could be attacked, Macron answered yes.

Italian Defense Minister Guido Crosetto separately wrote on X that El Mundo’s alert “finds no confirmation.” He said it served no one to add “more fuel to the fire” at an already tense time.

The Spanish newspaper reported that the possible operation would use Gerbera drones, small Russian aircraft capable of carrying several kilograms of explosives. The drones would be hidden in shipping containers aboard merchant ships and launched toward targets along Europe’s southern coast. El Mundo cited a source close to Lithuania’s Defense Ministry, and analysts familiar with a CIA report said to have circulated among European foreign ministries. Euromaidan Press covered the account on 24 September. Bythe time of publication, neither Spain’s government nor the CIA had publicly addressed it.

Macron pointed to the failed attack at Leipzig/Halle Airport in eastern Germany in August. A drone carrying explosives was found near a Ukrainian cargo aircraft. German officials attributed the attempt to Russia. Macron said France had not experienced a comparable incident.

The wider hybrid warfare threat

Beyond the disputed Mediterranean alert, authorities have investigated other incidents throughout Europe as possible Russian sabotage.

Germany followed its accusation over Leipzig with diplomatic measures against Moscow. Berlin ordered Russia’s last consulate in Germany closed and ended an agreement permitting a Russian cultural center. German investigators also identified two suspects, including a Russian man they linked to military intelligence. Moscow denied involvement.

Poland’s justice and interior ministers said Russian intelligence ordered the May 2024 arson of Warsaw’s Marywilska 44 shopping center.

Finnish President Alexander Stubb said Russia would continue such attacks to frighten Ukraine’s allies into reducing support. He urged vigilance without overreacting, saying Finnish intelligence saw no imminent military threat.

Russia may target southern Europe with drones launched from merchant ships—El Mundo

US intelligence has warned Spain, France, and Italy that Russia may be preparing to launch drones at one of them from merchant ships in the Mediterranean, El Mundo reported on 23 September, citing sources familiar with the alert. Neither the CIA nor the three governments have confirmed it.

Russia has intensified a campaign of sabotage, airspace incursions, and other provocations against European states supporting Ukraine while keeping its actions below the threshold of open conflict with NATO. A maritime drone attack would extend that campaign into southern Europe, turning the Mediterranean into a launch zone for deniable strikes on civilian or military infrastructure.

El Mundo based its account on a source close to Lithuania's Defense Ministry and analysts familiar with a CIA report circulated among European foreign ministries. The reported plan would hide small Russian Gerbera drones inside shipping containers aboard merchant ships and launch them from the Mediterranean.

According to El Mundo, a Gerbera drone can travel up to 600 kilometers depending on payload and wind, potentially putting targets along NATO's southern coast within reach of a ship offshore.

The Gerbera drone's reported 4–5 kilogram explosive payload would be unlikely to destroy a large facility, the newspaper said, but could start a fire, damage exposed equipment, or temporarily close an airport or port.

All three countries hold elections in 2027 and have political forces capable of exploiting fear and fatigue with Ukraine, with connections to Kremlin interests especially visible in France and Italy, El Mundo reported. Keir Giles, a British defense analyst, said frontline states are not necessarily the targets—the target will be wherever Europe's weakest point is, naming the UK and Spain as countries that have not invested in air and missile defense adequate to the Russian threat.

El Mundo placed the warning alongside earlier Russian drone incidents on NATO territory. In September 2025, 19 unarmed drones strayed into Polish airspace. German authorities later attributed an explosive-carrying drone incident at Leipzig airport to Russia.

The war has reached Mediterranean shipping

Russia's oil shipments and naval presence, alongside reported Ukrainian operations, have brought the conflict into the region in several ways.

A source cited by Ukrainian media said Ukraine's Security Service struck a Russian shadow-fleet tanker there in December 2025. Such vessels carry Russian oil outside Western sanctions, making the sea a route for Moscow's war revenue and a target for Kyiv.

The French outlet RFI later reported that Ukraine may have established a drone launch site in Libya for strikes on Russian shipping. Kyiv has not confirmed the reported site.

Russia's military position in the region has also shifted. British intelligence assessed in January 2025 that its Mediterranean naval force lacked access to its Syrian base at Tartus after Bashar al-Assad's fall.

Spain rejects NATO 5% defense spending push, calls proposal 'unreasonable'

Spain has rejected a U.S.-backed proposal for NATO members to raise defense spending to 5% of GDP, becoming the first alliance country to oppose the plan, Reuters reported on June 19.

The rejection adds pressure to the transatlantic debate ahead of the NATO summit in The Hague on June 24–25, which has beenreduced to a single session focused on defense spending and alliance capabilities.

In a letter to NATO Secretary General Mark Rutte, Spanish Prime Minister Pedro Sanchez called the proposed target "unreasonable" and warned it would undermine broader European efforts to build an integrated defense ecosystem.

"Committing to a 5% target would not only be unreasonable, but also counterproductive," Sanchez wrote, arguing it would "move Spain further away from optimal spending."

Spain estimates that its armed forces require spending equal to 2.1% of GDP to meet national military objectives, below the U.S.-endorsed threshold but above NATO's 2% benchmark.

U.S. President Donald Trump has repeatedly accused NATO members of underfunding their militaries, pushing for raising defense spending benchmark to 5% of GDP.

While no other NATO members have formally rejected the proposal, most have remained noncommittal. Poland, the Netherlands, and Sweden have expressed willingness to consider the 5% target.

In 2024, only 23 alliance members met the 2% target, according to NATO estimates. Poland was ahead of all members with 4.12% of GDP allocated to defense, followed by Estonia (3.43%) and the U.S. (3.38%).

Rutte said on June 17 that all NATO countries are on track to meet the 2% threshold in 2025.

Spain, governed by a Socialist-led coalition, maintains a sharply different defense posture than the U.S. administration.

While Madrid supports Ukraine, it has taken a more cautious stance on the Middle East, including distancing itself from U.S. policy on Israel.
