The Dutch Defense Ministry will finance the production of 20 Ermine ground vehicles for Ukraine, German defense manufacturer Rheinmetall announced on June 25.

The contract, signed during the NATO summit in The Hague, marks the first order for the new-generation tactical platform. Ukraine will become the first country in the world to receive the Ermine.

The Ermine, developed by Rheinmetall Defence Nederland, is designed primarily for front-line evacuation missions.

The light buggies provide fast, maneuverable transport for wounded personnel in combat zones. Rheinmetall said the deliveries are expected to begin in 2026.

According to Rheinmetall, the Ermine is a "lightweight tactical system that combines the robustness of a diesel unit with many advantages of an electric drive."

It's a modular system that comes in four configurations — 4x4 quad, 4x4/6x6 buggy, or Unmanned Ground Vehicle (UGV).

The Ermine combines a diesel engine with an electric motor that allows for what Rheinmetall describes as "Silent Move & Silent Watch," and has a range of up 1,200 kilometers, and can carry up to a tonne.

"The electrical powertrain makes the Ermine almost silent. It is capable of driving up to 50 km silently through heavy terrain and up to 100 km on the road," the company said.

"The system offers its users significant tactical advantages in avoiding enemy reconnaissance."

The electrical engine can even provide charging points for soldiers out in the field.

On June 24, Dutch Prime Minister Dick Schoof presented a new military aid package for Ukraine, including 100 drone radar systems, front-line vehicles, and 80 million euros (over $90 million) for the drone initiative.

The NATO summit concluded on June 25 with a joint pledge by member states to raise defense spending to 5% of GDP by 2035. The updated target reflects shifting priorities within the Alliance as the war in Ukraine drags into its fourth year.

Unlike in previous years, the 2025 summit communique did not include an explicit condemnation of Russia's invasion. Still, the final statement reaffirmed support for Ukraine and said assistance to its defense industry will count toward the new spending benchmark.

President Volodymyr Zelensky met with U.S. President Donald Trump during the summit, where the two leaders discussed battlefield developments, Kyiv's need for additional air defense systems, and the potential for co-production of drones.

"They (Ukraine) do want to have the anti-missiles, as they call them, the Patriots, and we're going to see if we can make some available," Trump said. "They are very hard to get. We need them too. We are supplying them for Israel, and they are very effective."

Trump's remarks signal a potential boost to Ukraine's air defense capabilities, which have come under increasing strain amid intensifying Russian attacks.

President Volodymyr Zelensky arrived in the U.K. on June 23 to conduct several meetings with "a primary goal" of deepening defense cooperation, presidential spokesperson Serhii Nykyforov said in comments reported by Ukrinform.

Zelensky's visit comes just a few hours after yet another Russian attack on Kyiv, which killed at least seven and injured almost 30 people. A residential buliding was partially destroyed in a direct ballistic missile hit.

In the U.K., Zelensky is to meet with King Charles III, British Prime Minister Keir Starmer, as well as with the speakers of both houses of parliament, Lindsay Hoyle and John McFall, according to Nykyforov.

Zelensky is also scheduled to meet with Ukrainian military personnel undergoing training in the U.K. and representatives of think tanks.

This year, the U.K. has allocated 4.5 billion pounds ($5.8 billion) for military assistance to Ukraine, marking its largest annual commitment so far.

London remains one of Kyiv's most steadfast military partners, providing long-range missiles, armored vehicles, training, and political support against Russian aggression.

Ukraine is asking partner countries to allocate 0.25% of their GDP to boosting Kyiv's defense production, President Volodymyr Zelensky said on June 20 at a press briefing attended by the Kyiv Independent.

The president's comments come less than a week before the NATO summit in The Hague, where Zelensky will have another opportunity to discuss Ukraine's security needs with world leaders.

"Ukraine is part of Europe's security, and we want 0.25% of the GDP of a particular partner country to be allocated to our defense industry and domestic production," Zelensky said at the briefing.

Ukraine is currently in talks with Denmark, Norway, Germany, the United Kingdom, and Lithuania on weapons development partnerships, Zelensky said.

The proposed spending target comes as Ukraine faces intensified aerial bombardments, dwindling U.S. support, and new Russian offensives. Moscow has doubled down on its maximalist ambitions in Ukraine, with Russian President Vladimir Putin insisting "all of Ukraine is ours" in remarks on June 20.

At the same time, Ukraine has demonstrated its ability to strike back at the aggressor state using its own domestically produced weapons. Operation Spiderweb, a mass attack on four key military airfields in Russia, was carried out entirely with Ukrainian drones.

Ukraine has been ramping up its defense production since the full-scale invasion in 2022. Support from Western allies has been critical to that effort, as Kyiv's defense budget does not match the capacities of domestic weapons production.

Denmark pioneered a new model of defense support when it became the first country to offer donate arms to Ukraine via direct purchases from the Ukrainian defense industry. Zelensky has said he wants other NATO members to purchase weapons from Ukraine under the Danish model.

Increased defense spending is the main item on the agenda at the upcoming NATO summit. The United States has backed a proposal to raise the spending target from the current 2% to 5% GDP.

While thus far only Spain has rejected the proposal outright, most NATO members have remained noncommittal. Poland, the Netherlands, and Sweden have expressed willingness to consider the 5% target.

Latvia's parliament adopted a bill on June 19 that prohibits citizens of Russia and Belarus from purchasing real estate in the country, Latvian media reported.

The bill — which carves out exceptions for EU and Latvian permanent residence holders, Belarusian refugees, and repatriates — establishes the new restrictions under the pretenses of protecting the country's national security.

In addition to citizens, the bill prohibits entities that are at least 25% owned by Russian or Belarusian nationals from purchasing property.

"This is a step to limit the influence and presence in Latvia of persons and companies that are adverse to the country,” said Agnese Krasta, an Estonian member of parliament and one of the authors of the initiative.

Latvia, which borders both Russia and Estonia, is widely viewed as one of the most likely targets for a future Russian attack on NATO or the European Union. As the war in Ukraine continues to rage on, Latvia has taken action to increase civil preparedness measures and has drafted plans to relocate a quarter of its population in the case of war.

EU intelligence and security agencies have warned of mounting Russian sabotage operations, including several arson attacks believed to have been coordinated by Moscow.

Latvia joins Finland in imposing a ban on Russians from buying, as Baltic and Nordic countries continue to impose restrictions on Russia over its aggression in the region.

In September 2022, Latvia imposed entry restrictions on Russian citizens as part of a joint agreement with Lithuania, Estonia, and Poland.

Since the start of Russia's full-scale invasion in 2022, Latvia has been one of Ukraine's most vocal backers.

The European Commission has proposed that Ukraine join the European Union's mobile roaming area starting January 1, 2026, providing Ukrainian users the ability to make phone calls, texts, and use mobile data in the bloc's 27 countries at no extra charge.

"We want Ukrainian citizens to stay connected to their loved ones across the EU, as well as in their home country. That's why we propose that Ukraine join our roaming family," European Commission President Ursula von der Leyen said in a statement.

The proposal, first announced on June 16, will serve as a means of integration into the European Union's "Roam like at Home" provision in affect between all EU nations. The proposed change will impact the over four million Ukrainian refugees living in the EU.

Ukraine's full integration in the roaming provisions will replace voluntary measures that "allowed for roaming without surcharges and affordable international calls for EU and Ukrainian citizens abroad," according to the European Commission. The current measure will extend to December 31, 2025, ahead of the planned integration.

If approved, Ukraine will become the only country outside of the EU to join the bloc's "Roam like at Home" policy.

The move, which awaits European Council approval, comes as Ukraine continues to implement reforms in pursuing membership in the European Union.

Ukraine applied for EU membership at the onset of Russia's full-scale invasion in 2022. The country has made quick progress, achieving candidate status within months, with the initial negotiations formally launching in June 2024.

Since the start of 2025, Ukraine has opened three negotiation clusters under Poland's rotating presidency.

Poland lead the EU Council's presidency until June, and Denmark will take over the role in July. Ukraine aims to open the remaining three negotiation clusters in the second half of 2025 under the Danish chairmanship, the President Volodymyr Zelensky said.

There are six accession negotiation clusters, consisting of several individual chapters. Negotiations prepare a candidate country to become an EU member.

The EU’s Commissioner for Enlargement, Oliver Varhelyi, said that Ukraine could potentially join the bloc by 2029 if it successfully implements necessary reforms.

Spain has rejected a U.S.-backed proposal for NATO members to raise defense spending to 5% of GDP, becoming the first alliance country to oppose the plan, Reuters reported on June 19.

The rejection adds pressure to the transatlantic debate ahead of the NATO summit in The Hague on June 24–25, which has beenreduced to a single session focused on defense spending and alliance capabilities.  

In a letter to NATO Secretary General Mark Rutte, Spanish Prime Minister Pedro Sanchez called the proposed target "unreasonable" and warned it would undermine broader European efforts to build an integrated defense ecosystem.

"Committing to a 5% target would not only be unreasonable, but also counterproductive," Sanchez wrote, arguing it would "move Spain further away from optimal spending."

Spain estimates that its armed forces require spending equal to 2.1% of GDP to meet national military objectives, below the U.S.-endorsed threshold but above NATO's 2% benchmark.

U.S. President Donald Trump has repeatedly accused NATO members of underfunding their militaries, pushing for raising defense spending benchmark to 5% of GDP.

While no other NATO members have formally rejected the proposal, most have remained noncommittal. Poland, the Netherlands, and Sweden have expressed willingness to consider the 5% target.

In 2024, only 23 alliance members met the 2% target, according to NATO estimates. Poland was ahead of all members with 4.12% of GDP allocated to defense, followed by Estonia (3.43%) and the U.S. (3.38%).

Rutte said on June 17 that all NATO countries are on track to meet the 2% threshold in 2025.

Spain, governed by a Socialist-led coalition, maintains a sharply different defense posture than the U.S. administration.

While Madrid supports Ukraine, it has taken a more cautious stance on the Middle East, including distancing itself from U.S. policy on Israel.

British fighter jets intercepted a Russian Il-20 reconnaissance aircraft that violated airspace over the Baltic Sea on the morning of June 13, Poland's military command reported.

"This is another case of provocative testing of the readiness of NATO countries' systems," the statement said, adding that NATO command structures are now analyzing the incident.

The Russian Il-20, based on the Il-18 transport aircraft, is used for electronic surveillance and reconnaissance missions. It is equipped with radar and signal intelligence gear designed to collect information on military infrastructure and communication networks.

According to the military command, the aircraft entered Baltic Sea airspace at approximately 10:50 a.m. and was promptly intercepted by two British fighter jets operating out of Poland.

No further details were disclosed about the exact location of the encounter or how long the Russian aircraft remained in restricted airspace.

The incident adds to a series of aerial provocations reported by NATO allies since the start of Russia's full-scale invasion of Ukraine in 2022. Poland has repeatedly scrambled jets in response to Russian missile and drone attacks near its border.

On Feb. 11, a Russian Su-24MR reconnaissance aircraft flew into Polish airspace over the Bay of Gdansk for more than a minute. Moscow attributed the incursion to a navigational error, but Polish officials dismissed the claim as implausible.

Poland shares a long border with Ukraine and a northern coastline along the Baltic Sea, where Russia's militarized Kaliningrad exclave is located.

German Defense Minister Boris Pistorius said Europe must begin preparing for a gradual reduction in U.S. military support for both the continent and Ukraine, Tagesschau reported on June 13.

"Yes, that's right. That would be so, and we have to deal with that," Pistorius told journalists in response to a question about the U.S. potentially scaling down its support. He noted that the discussions focus on a reduction in U.S. backing rather than a full halt.

The comments come after U.S. Defense Secretary Pete Hegseth announced that Washington would reduce the assistance allocated to Ukraine in the next year's federal budget.

"We now have to look at how much support drops and whether Europeans can compensate for it," Pistorius added.

While the U.S. has been Ukraine's leading military backer under former President Joe Biden, the Trump administration has yet to approve any aid packages and has become increasingly disengaged from peace talks.

Pistorius's comments come amid increasing uncertainty in transatlantic relations. U.S. Ambassador to NATO Matthew Whitaker confirmed on May 16 that the United States plans to begin discussions with European allies later this year about reducing its military presence on the continent.

Speaking at a security conference in Estonia, Whitaker said the talks would begin after the NATO summit in The Hague in June.

"Nothing has been determined," Whitaker said, according to Reuters. "But as soon as we do, we are going to have these conversations in the structure of NATO."

Whitaker emphasized that any drawdown would be closely coordinated to avoid creating security gaps. Still, he reiterated U.S. President Donald Trump's position that long-standing U.S. efforts to reduce its European military footprint must now be implemented.

"This is going to be orderly, but we are not going to have any more patience for foot-dragging in this situation," he said.

In February, Hegseth reportedly told NATO allies that "stark strategic realities" prevent the United States from being primarily focused on Europe's security. Leaks reported by the Atlantic in March revealed that both Hegseth and Vice President JD Vance privately criticized European defense spending, with Hegseth allegedly expressing his "loathing of European free-loading."

Trump called on NATO member states to increase defense spending up to 5% of GDP. Ahead of the upcoming NATO summit in The Hague on June 24–25, U.S. Secretary of State Marco Rubio said that member states will have agreed to a new goal of increasing defense spending.

"We are headed for a summit in six weeks in which virtually every member of NATO will be at or above 2%, but more importantly, many of them will be over 4%, and all will have agreed on a goal of reaching 5% over the next decade," Rubio told Fox News on May 15.

Such a move would mark a historic shift, with NATO partners collectively accounting for more than half of the alliance's military capacity, according to Rubio.

Since the beginning of Russia's full-scale war against Ukraine in 2022, NATO members have significantly increased their defense spending, with countries like Poland and the Baltic nations aiming to reach the 5% target in the coming years.

Germany will deliver new IRIS-T air defense systems to Ukraine under a three-year supply plan, President Volodymyr Zelensky said during a joint press conference with German Defense Minister Boris Pistorius, who added Berlin has no plans to provide Taurus long-range missiles.

The announcement comes amid escalating Russian aerial assaults, including a June 10 missile and drone strike on Kyiv, one of the largest since the start of the full-scale invasion.

"We are grateful for the supply of IRIS-T air defense systems," Zelensky said on June 12. "We understand that deliveries are currently being planned... for the next three years. This is very important assistance."

The IRIS-T is a German-made medium-range surface-to-air missile system capable of intercepting drones, aircraft, and cruise missiles.

Pistorius confirmed the delivery timeline but firmly ruled out the possibility of sending Taurus missiles — weapons Kyiv has repeatedly requested to strike deep into Russian territory.

"You asked me whether we are considering this, and my answer is no," Pistorius said.

Before taking office, German Chancellor Friedrich Merz signaled openness to lifting former Chancellor Olaf Scholz's ban on the missiles. That stance has not yet resulted in a policy shift.

Ukraine has already received long-range missiles — including ATACMS from the U.S. and Storm Shadow and SCALP from the U.K. and France. Initially restricted to use within Ukrainian territory, Western allies only began easing those limitations in late 2024.

Germany is Ukraine's largest military donor in Europe. Pistorius said that Berlin will provide 9 billion euros ($10.4 billion) in aid this year, with investments in defense production being considered. The total includes an additional commitment in military aid worth 1.9 billion euros ($2.2 billion).

"Today, we discussed that this aid will continue," he said. "We agreed on additional investments in production... both in Ukraine and in Germany."
