Russia is wiping out Ukrainian cities daily. In the first half of 2025, 6,754 civilians in Ukraine were killed or injured, the highest number for a six-month period since 2022, says Miroslav Jenča, UN Assistant Secretary-General for Europe, Central Asia, and the Americas, UkrInform reports.

Daily shelling of Ukrainian towns and villages with missiles and drones has only intensified, he said during a UN Security Council meeting. June saw the highest monthly civilian casualty count in three years.

In July alone, Russia launched at least 5,183 long-range munitions at Ukraine, including a record 728 drones on 9 July. Kyiv and the port city of Odesa have been hit hardest in recent weeks.

Even Ukraine’s western regions, once considered relatively safe, are no longer spared from massive aerial attacks.

According to official UN data, at least 13,580 civilians have been killed since Russia’s full-scale invasion of Ukraine began, including 716 children. Another 34,115 people have been injured.

“There is no safe place in Ukraine today,” said Jenča.

He stressed that international law clearly prohibits attacks on civilians and that the UN strongly condemns all such assaults.

Ukraine’s parliament will convene on 31 July to review President Volodymyr Zelenskyy’s draft law 13533, which promises to restore independence to the country’s anti-corruption agencies, according to parliamentary speaker Ruslan Stefanchuk.

The speaker said that he would propose adopting the bill immediately as a basis and in full, while supporting its urgent signing. Beyond Zelenskyy’s anti-corruption measure, parliament will also consider other “important legislative initiatives,” Stefanchuk added.

The session will come nine days after parliament passed law №12414 on 22 July, which amended the Criminal Procedure Code to make NABU and the Specialized Anti-corruption Prosecutor’s Office dependent on decisions by the prosecutor general. Zelenskyy signed the document the same evening.

The 22 July law triggered protest actions across multiple Ukrainian cities. Amid the protests, President of Ukraine Volodymyr Zelenskyy met with the heads of law enforcement and anti-corruption agencies, including the Prosecutor General.

 Zelenskyy announced later he submitted the new draft law to parliament, stating it would ensure “strength for the law enforcement system” and preserve “all norms for the independence of anti-corruption institutions.”

The National Anti-corruption Bureau confirmed that Zelenskyy’s bill would restore all powers and independence guarantees for NABU and SAPO that were affected by the earlier legislation.

Polish Foreign Minister Radosław Sikorski has urged Ukrainian President Volodymyr Zelenskyy not to abandon the fight against corruption amid ongoing concerns over the independence of Ukraine’s anti-corruption agencies, Poland’s Foreign Ministry reported on 24 July

“We conveyed to President Zelensky that the worst thing he could do now is turn away from the fight against corruption. Ukrainians are fighting for an honest, European state,“ Sikorski said, according to the Polish Foreign Ministry.

The ministry did not specify when or how this message was conveyed to the Ukrainian president.

The Polish announcement comes against the backdrop of legislative changes that threatened to make the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAP) – the main anti-corruption agencies in Ukraine – dependent on the prosecutor general.

On 24 July, Zelenskyy submitted a bill to parliament containing provisions to ensure NABU and SAP independence. This move followed mass protest actions – the first since Russia’s full-scale invasion began – and extensive criticism from Ukraine’s Western partners, who warned of risks to European integration and financial support.

In response to the backlash, Zelenskyy, together with law enforcement agencies, has already prepared and submitted a new bill on “strengthening the independence of anti-corruption agencies.”

The legislative changes followed extensive searches of NABU and SAPO employees.

The EU regards positively actions of the Ukrainian authorities addressing issues around the new anti-corruption law, UkrInform reports. At the same time, European Commission Spokesperson Stefan de Keersmaecker emphasizes the need for continued efforts in this direction.

Stefan de Keersmaecker says the EU welcomes the fact that Ukrainian authorities are taking measures and will cooperate to ensure the bloc’s concerns are addressed. He did not specify which concrete steps or deadlines are expected from Kyiv for a full resolution.

Another European Commission Spokesperson Guillaume Mercier stresses that the further financial assistance and EU membership for Kyiv depends on its progress in transparency, judicial reform, and democratic governance.

He also says that the EU will continue to closely follow the situation, offering support to solve issues.

“We need to be sure that Ukraine has all necessary tools to fight corruption and that their independence is ensured,” Mercier claims.

Meanwhile, the EU says it does not link this issue to the stability of military support for Ukraine.

Before the legislative push, starting 21 July, the SBU security service and Prosecutor General’s Office carried out approximately 80 searches targeting 19 NABU staff across multiple oblasts. Employees were accused of state treason, illicit trade with Russia, and acting on behalf of oligarchs.

The European Commission has expressed deep concern over Ukraine’s adoption of legislation subordinating the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) to the Prosecutor General, with top EU officials requesting explanations from Kyiv.

This comes one day after parliament passed law #12414 on 22 July, which eliminated the independence of these anti-corruption institutions. President Zelenskyy signed the law the same day, despite public opposition, who came out to protest and call for the law to be vetoed.

European Commission (EC) spokesperson Guillaume Mercier told Ukrainska Pravda that the EC is “extremely concerned about the adoption of the draft that significantly weakens the powers of Ukrainian anti-corruption institutions.”

“Both institutions, NABU and SAPO, are widely considered cornerstones of the rule of law in Ukraine. They play a key role in Ukraine’s reform agenda and must be independent to fight corruption and maintain public trust,” Mercier said.

“Respect for the rule of law and the fight against corruption are fundamental principles of the EU. Ukraine as a candidate country is expected to fully comply with these standards. There can be no compromises here,” the spokesperson added.

Following the law’s passage, European Commission President Ursula von der Leyen contacted Ukrainian President Volodymyr Zelenskyy, expressing “strong concerns” and requesting explanations.

European Parliament Deputy Daniel Freund from the Greens party, who was in Kyiv when the law was adopted, called it “a clear breach of trust” and warned that “the Ukrainian government is jeopardizing the EU accession process.”

“The EU very much wants to help Ukraine. But it cannot continue to transfer money if the country is moving in the wrong direction,” Freund told Spiegel, according to European Pravda.

European Commissioner for Economic Affairs Valdis Dombrovskis emphasized that financial aid to Kyiv and its progress toward EU membership depend on the independence of anti-corruption institutions.

Ukraine’s response

Vice Prime Minister for European and Euro-Atlantic Integration Taras Kachka assured European Commission representative Gert Jan Koopman that reforms necessary for Ukraine’s EU accession “remain an unchanged priority, despite discussions around NABU and SAPO independence.”

Kachka informed about President Zelenskyy’s meeting with all heads of law enforcement and anti-corruption agencies. He added that the government “takes issues related to anti-corruption very seriously” and is conducting “active work to collect and analyze opinions and positions of all stakeholders regarding the law.”

President Volodymyr Zelenskyy announced plans to submit a draft law to the Verkhovna Rada that will restore independence to the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO), according to his evening video address on 23 July.

The announcement comes one day after parliament passed law #12414 on 22 July, which eliminated the independence of these anti-corruption institutions.

The Rada supported the legislation with 263 votes, and Speaker Ruslan Stefanchuk signed it the same day, despite calls from NABU chief Semen Kryvonos urging the president not to sign it. Zelenskyy ultimately signed the controversial law the same day as well.

“I held many meetings with government officials, as well as officials from the Ministry of Internal Affairs, Security Service of Ukraine, National Anti-Corruption Bureau, State Bureau of Investigation, Specialized Anti-Corruption Prosecutor’s Office, National Agency for Corruption Prevention and the Office of the Prosecutor General,” Zelenskyy said in his address.

Zelenskyy revealed that institutional leaders will jointly propose an action plan with concrete steps to strengthen the rule of law in Ukraine.

“Of course, everyone heard what people are saying these days – on social networks, to each other, on the streets. This is all not in vain. We analyzed all concerns, all aspects of what should be changed and what needs to be activated,” the president said.

The promised legislation will serve as “a response that will ensure strength to the law enforcement system,” according to Zelenskyy.

“There will be no Russian influence or interference in the activities of law enforcement agencies. And very importantly: all norms for the independence of anti-corruption institutions will be there,” the president said.

Zelenskyy expects concrete proposals from heads of law enforcement and anti-corruption agencies. He described the upcoming initiative as a presidential draft law that will be implemented “within our state transformation strategy.” The controversial law’s passage sparked protests in major Ukrainian cities.

Against the backdrop of these events, rallies against the adoption of the scandalous law were held in major Ukrainian cities. On 23 July, protests have been announced in at least 17 Ukrainian cities.

In Kyiv, there are at least 2 times more people today as on the first day, 22 July, when Zelenskyy signed the law. Participants of the protest in Kyiv chant “Power to the people!” and “Hands off NABU and SAPO.”

European Commission President Ursula von der Leyen has contacted Ukrainian President Volodymyr Zelenskyy to express “strong concerns” about a newly signed law that restricts the independence of Ukraine’s National Anti-Corruption Bureau (NABU) and Specialized Anti-Corruption Prosecutor’s Office (SAP).

According to RBK-Ukraine and Liga.net, Commission spokesperson Guillaume Mercier told reporters in Brussels that the EU executive is very concerned about the adoption of law №12414, which could significantly weaken the competencies and powers of Ukraine’s anti-corruption bodies.

The spokesperson emphasized that NABU and SAP are considered cornerstones of the rule of law in Ukraine. He added that these institutions are crucial for implementing reforms in the country and must remain independent.

Mercier reminded that respect for the rule of law and the fight against corruption are key elements of the European Union, and Ukraine, as a candidate state for membership, must fully comply with these standards.

“There can be no compromise here,” the Commission spokesperson stressed.

Background

President Volodymyr Zelenskyy signed the controversial law on the evening of 22 July, which limits the independence of NABU and SAP.

The National Anti-Corruption Bureau of Ukraine (NABU) is a Ukrainian law enforcement agency established in 2014 to investigate and expose corruption, particularly among high-ranking officials, and prepare cases for prosecution. It works to prevent, detect, and terminate corruption within its jurisdiction, aiming to clean the government and foster a successful society.

The Specialized Anti-Corruption Prosecutor’s Office (SAPO) is an independent branch within Ukraine’s Prosecutor General’s Office. It oversees and supports corruption investigations started by the National Anti-Corruption Bureau of Ukraine (NABU) and leads prosecution of high-level corruption offenses, especially involving senior officials.

According to MP Anastasia Radina, amendments were added that “make SAP a decorative institution and provide for complete subordination of NABU and SAP activities to the will of the Prosecutor General.”

Protests against the law’s signing took place in several cities, including Kyiv, Lviv, Odesa, Dnipro, Lutsk, Poltava, and Ternopil. Participants called for the law to be vetoed.

Prior to the law’s adoption, massive searches were conducted at NABU and SAP offices. The Security Service of Ukraine (SBU) and the Prosecutor General’s Office announced the exposure of Russian influence on NABU. Individual Bureau employees are accused of state treason, illegal trade with Russia, and corruption in the interests of oligarchs. However, NABU stated that these investigative actions were carried out without court warrants.

Russian intelligence services are attempting to destabilize Ukraine amid the anti-corruption crisis, Ukraine’s Defense Intelligence warns. Kremlin agents are actively studying the internal situation in order to exploit the wave of protests linked to the adoption of the new law, which enables control over independent anti-corruption bodies. 

According to the agency, Russia’s goal is to undermine Ukraine’s ability to resist full-scale military aggression and to discredit the country on the international stage. 

“Russia intends to discredit Ukraine in the eyes of the world to weaken or destroy Western support for the armed struggle against the aggressor,” the Ukrainian Defense Intelligence says.

Inside Ukraine, the Kremlin sees an opportunity to capitalize on public discontent to stir chaos and polarize society. This is not just about propaganda — intelligence warns of possible provocations orchestrated directly from Moscow.

“To escalate the protests, deepen polarization, and plunge Ukrainian society into chaos… provocations inspired by Moscow are not ruled out,” the agency cautions.

The Defense Intelligence stresses that the country is in the midst of a genocidal war, in which Russia employs not only weapons but also manipulations, disinformation, and internal sabotage.

“The Ukrainian nation is living through a genocidal war in which the aggressor is trying by all means to destroy our state,” the agency emphasizes.

On 22 July, Lieutenant General Kyrylo Budanov, the head of the Ukrainian Defense Intelligence, called for internal disagreements to be resolved through open dialogue.

“Ukrainian history has taught us, a nation loses when it is torn apart by internal strife. We face a common misfortune and a common enemy. That is why internal disagreements should be resolved through open dialogue to achieve a single shared goal, to defend our country,” he claimed.

He added that he is confident: Ukraine will be saved by strong armed forces and institutions.

Kyiv has secured record-breaking aid at the latest international summit in Italy. During the fourth and largest Recovery Conference in Rome, Ukraine signed nearly 200 agreements and memorandums totaling €11 billion in support, says First Deputy Prime Minister and Minister of Economy Yuliia Svyrydenko.

“The Ukraine Recovery Conference 2025 in Rome was the most extensive yet, both in terms of participants and the quality of agreements. Over 6,000 participants from 70 countries, around 200 agreements signed, worth approximately €11 billion,” Svyrydenko states.

One key outcome was the launch of the largest European investment fund for Ukraine’s reconstruction, with four countries and major European development banks pledging support.

Under the Ukraine Investment Framework, a new aid package worth over €2 billion was announced. The Netherlands committed an additional €500 million over 10 years, while Switzerland pledged close to €5 billion in assistance.

Defense industry cooperation was also a central focus of the summit, with discussions on localizing production, creating joint ventures, and sharing technologies.

Among the major industrial initiatives:

• NovaSklo signed an agreement to build a float glass plant
• Bila Tserkva industrial park will launch a new factory in cooperation with the Italian company Gualapack
• The Ukrainian Ministry of Economy signed a €188 million agreement with UNIDO for joint ventures with Japan

Ukraine also focused on new employment programs for women, initiatives to support female entrepreneurship, and commitments to modernize labor legislation.

The conference took place amid an escalation of Russian attacks on Ukraine. Recently, Moscow began launching over 700 drones in a single night, targeting Ukrainian cities. Therefore, the focus of the conference extended beyond reconstruction and included defense. 

The International Criminal Court (ICC) said on July 8 that it had issued arrest warrants for two senior Taliban leaders, accusing them of crimes against humanity and gender-based persecution following the group's takeover of Afghanistan in 2021.

The move follows Russia's recognition of the Taliban as Afghanistan's legitimate government on July 3. Russia, which had previously designated the Taliban as a banned terrorist group, became the first country in the world to recognize it.

In a statement, the ICC named Taliban supreme leader Haibatullah Akhundzada and Afghanistan's top judge Abdul Hakim Haqqani as suspects in a campaign of systematic oppression targeting women, girls, and others who do not conform to the group's rigid gender ideology.

The court said the alleged crimes took place across Afghanistan from the Taliban's return to power on August 15, 2021, and continued at least until Jan. 20, 2025. The suspects are believed to have played key roles in the enforcement of Taliban policies that led to "murder, imprisonment, torture, rape and enforced disappearance."

The persecution was not limited to women and girls, according to the ICC. The court said that men perceived as allies of women or opponents of Taliban ideology were also targeted.

The ICC emphasized that the Taliban implemented a state-led policy of repression that violated fundamental human rights and freedoms across the country.

Most of the international community has refused to formally recognize the Taliban regime due to its human rights abuses and failure to meet international standards.

Meanwhile, since Moscow's full-scale invasion of Ukraine in 2022 the Kremlin has deepened relationships with authoritarian regimes, including North Korea, Iran, and now the Taliban. Russia has expanded trade with Afghanistan and allowed Taliban officials to participate in Russian forums.

In December 2024, the Russian State Duma passed a law allowing certain groups, including the Taliban, to be removed from the country's list of banned terrorist organizations. The move paved the way for official recognition.

Putin has referred to the Taliban as "allies," and Lavrov has called them "sane people," despite the group's ongoing enforcement of strict Islamic law, including gender apartheid, public executions, and bans on women's education.

Kyiv's Desniansky District Court has formally recognized a same-sex couple as a family, marking the first legal precedent of its kind in Ukraine, human rights organization Insight LGBTQ announced on July 3.

Ukraine does not currently recognize same-sex marriages or partnerships, and this court ruling may serve as a critical legal milestone in expanding rights for LGBTQ families.

The case involves Zoryan Kis, first secretary of Ukraine's Embassy in Israel, and his partner Tymur Levchuk, who have lived together since 2013 and were married in the U.S. in 2021.

The court ruled on June 10 that their relationship constitutes a de facto marriage, establishing them as a family under Ukrainian law.

The ruling comes after Ukraine's Foreign Ministry refused to acknowledge Levchuk as Kis' family member, denying him spousal rights to accompany Kis on his diplomatic posting to Israel. In response, the couple filed a legal complaint in September 2024.

In its decision, the court cited both the Ukrainian Constitution and precedents from the European Court of Human Rights (ECHR), which requires states to ensure legal recognition and protection for same-sex families.

Evidence considered by the court included shared finances, property, witness testimony, joint travel records, photographs, correspondence, and other documents establishing a long-term domestic partnership.

"A very big and important step toward marriage equality in Ukraine, and a small victory in our struggle for 'simple family happiness' for Ukrainian diplomats," Kis wrote on Facebook.

"Now we have a court ruling that confirms the feelings Tymur Levchuk and I have for each other," he added, thanking the judge who heard the case.

Public support for LGBTQ rights in Ukraine has grown in recent years, particularly since the start of Russia's full-scale invasion. According to a 2024 poll by the Kyiv International Institute of Sociology, 70% of Ukrainians believe LGBTQ citizens should have equal rights.

Despite shifting public opinion, legislative progress remains slow. A draft law recognizing civil partnerships, introduced by Holos party lawmaker Inna Sovsun in March 2023, has not advanced in parliament due to a lack of approval from the Legal Policy Committee.

The proposed bill would legalize civil partnerships for both same-sex and heterosexual couples, offering them inheritance, medical, and property rights, but not the full status of marriage.

Ukraine’s Oschadbank won an appeal against Russia on July 1 after the Paris appeals court rejected Moscow’s challenge to a 2018 arbitration ruling ordering compensation for losses due to Russia's annexation of Crimea, the bank announced in a press release on July 3.

The Paris Court of Appeal upheld the November 2018 arbitration tribunal decision requiring Russia to compensate Oschadbank for damages incurred when Moscow annexed the Ukrainian peninsula in 2014.

The ruling orders Russia to pay more than $1.5 billion in damages and an additional 300,000 euros ($330,000) in legal costs to Ukraine's largest state-owned bank, according to a press release.

"The victory proves that efforts to force the aggressor state to answer legally for damages caused by the occupation of part of Ukraine's territory have good prospects," said Rosa Tapanova, a member of Oschadbank's supervisory board.

Oschadbank Chairman Serhii Naumov said it's the first Ukrainian bank to win such a case against Russia.

The decision follows Oschadbank's recent seizure of over 87 million euros ($102 million) in Russian assets in France as part of its campaign to recover war-related losses. The bank has been pursuing Russian assets across multiple jurisdictions to enforce the arbitration award.

"We understand that the Russian Federation will never voluntarily comply with the court's decision, and we are prepared for a long struggle," said Arsen Miliutin, deputy chairman of Oschadbank's management board.

"At the same time, we are confident that we will win, and Russia will pay not only the amount of damages caused, but also interest for all this time."

The Oschadbank victory adds to a growing list of Ukrainian legal wins against Russia. On June 23, Naftogaz CEO Serhii Koretskyi announced that an international arbitration tribunal in Switzerland had ordered Russia's Gazprom to pay the Ukrainian state energy company $1.37 billion after the Russian firm stopped fulfilling contract obligations in May 2022.

Ukrainian President Zelensky must consider a petition to decriminalize pornography after it reached the required 25,000 signatures, according to data on the official Ukrainian government petitions website.

Pornography production and distribution are illegal in Ukraine, with broad interpretations meaning even sharing nude photos can result in jail time.

Despite being illegal, models on subscription-based site OnlyFans, known for being an adult content platform, must declare their income and pay taxes, as required for all paid content creators.

The decriminalization petition was created by Ukrainian OnlyFans model Svetlana Dvornikova, who argued that "law enforcement should focus on real crimes instead of conducting operations to buy intimate photos."

"Over five years, I've paid more than Hr 40 million ($958,062) in taxes to the state," Dvornikova wrote in the petition.

"But instead of gratitude for this money, the state opened a criminal case against me."

In January 2025, Ukraine's OnlyFans content creators declared more than $7 million in income, paying $1.5 million in personal income and military taxes, though it's unclear what specific content these users create on the platform.

Ukrainian MP Yaroslav Zhelezniak, who has initiated bills to legalize pornography, calculated that from 2020 to 2022, 5,000 Ukrainians earned $123 million on OnlyFans.

"Porn today is mostly online platforms, and those who earn on these platforms officially pay taxes. That's millions of dollars going to the armed forces," Zhelezniak said on his YouTube channel.

The latest bill to legalize pornography was registered in November 2024 and supported by parliament's law enforcement committee in December, but hasn't been brought to a vote yet.

The bill proposes decriminalizing only the creation and storage of pornographic content by consenting adults.

Criminal liability would still apply for revenge porn, deepfake porn, extreme porn, child pornography, and distribution to minors.

"We're simply changing Article 301 of the Criminal Code so that adults who film and distribute intimate videos aren't thrown in prison for 3-5 years," Zhelezniak wrote on his Telegram channel.

"Currently, under Article 301, you can be punished even for storing nude photos on your personal phone."

In July 2022, a similar petition to legalize pornography reached the required number of signatures. It didn't lead to changes, and Zelensky responded by citing existing laws about "protecting public morality."

Russian President Vladimir Putin has expanded the scope of information covered by the state secrets law, tightening control over society during the war in Ukraine. “This is the destruction of expertise on the Russian economy based on facts and statistics and will lead to more repression,” said Andrei Soldatov, an expert on Russia’s security services.

He explained that classifying information about mobilization is a “reaction to attacks by Ukrainian drones” targeting bunkers and underground government facilities, rather than a genuine preparation for a new draft.

On 27 June, Putin announced that Russia plans to cut military spending starting next year and over the following three-year period. He also emphasized that Russia must avoid slipping into a recession “under any circumstances”, acknowledging warnings from economists about a potential economic slowdown.

Despite the pressure from the West, Russia may still benefit from Iranian, Chinese, and North Korean aid, as well as getting large profits from the rise in oil prices amid the Israeli-Iranian war.

Chairman of the Verkhovna Rada Ruslan Stefanchuk said on June 28 that Ukraine's parliament is preparing a draft bill to hold elections following the end of the martial law period enacted as a result of the war.

"We are working on this draft law, because for the next elections, a new special draft law is needed that will regulate the so-called post-war elections," Stefanchuk said on Ukraine's marathon TV broadcast.

"We are preparing various basic scenarios so that people can exercise their fundamental constitutional right to vote. And this must take place in Ukraine. And I believe we will be able to find the right legislative compromise," he added.

The reason for separate legislation on a post-war election, Stefanchuk previously said, was due to the fact that Ukraine's Constitution does not not provide clarity on the details of holding elections following the end of a martial law period.

No details on the bill or timeline for implementation were provided.

Russia's full-scale invasion and the subsequent declaration of martial law in Ukraine meant elections have been impossible to hold, and President Volodymyr Zelensky's term has been extended, something constitutional lawyers say is allowed under Ukrainian law.

Despite criticism, Ukraine's parliament, the Verkhovna Rada, passed a resolution on Feb. 25 to hold elections after "a comprehensive, just, and sustainable peace is secured" in the country.

While polling shows a vast majority of Ukrainian citizens do not support holding elections before a full peace deal, the lack of elections has stirred some controversy with Ukraine's allies.

At the start of his second term in office, U.S. President Donald Trump urged Ukraine to hold elections — something that Ukraine has thus far refused to do citing the difficulties of holding elections amid active warfare, as well as security implications.

Zelensky has previously said he is willing to step down in exchange for a peace agreement.

Russian propaganda has widely used the issue of elections in Ukraine to discredit the Ukrainian leadership. Mocow has repeatedly claimed that Zelensky is no longer a legitimate president, as his first term was originally meant to end on May 20, 2024.

Ukraine's parliament passed a reform of the Asset Recovery and Management Agency (ARMA) on June 18, a key step toward European integration and a condition listed in the EU's Ukraine Facility plan.

The legislation passed with the support of 253 lawmakers "after months of obstructions... unblocking 600 million euros ($690 million) in EU funds," lawmaker Yaroslav Zhelezniak said.

The ARMA is Ukraine's national agency tasked with locating, recovering, and managing assets seized in criminal proceedings, namely during corruption cases.

Proposed reforms include stricter integrity and qualification standards for leadership candidates and merit-based hiring through open competitions involving civil society. They also call for independent external audits, clear deadlines for appointing asset managers, and the use of certified professionals held legally accountable for mismanagement.

The Ukraine Facility, an EU program providing Ukraine with 50 billion euros ($58 billion) in multi-year financial support contingent on reforms, set the end of March as the deadline for the ARMA's reform.

Anti-corruption experts, lawmakers, and Transparency International in Ukraine have backed the reforms, but discussions have dragged on for months since several versions of the bill were introduced in December 2024 and January.

The ARMA has long criticized the proposed legislation, arguing it had already carried out substantial and "transformative" reforms since 2023.

Transparency International reacted by saying that the ARMA's "public communication suggests that the agency’s primary concern is not the introduction of meaningful reforms, but ensuring that its current leadership can continue operating as it has."

Ukraine has embarked on extensive reforms as part of its efforts to join the EU and other Western structures, though Russia's full-scale invasion has presented fresh challenges to this effort.

The draft law, backed by 243 lawmakers in the second and final reading, outlines conditions for holding multiple citizenship and simplifies procedures for foreigners wanting to obtain Ukrainian passports.

The legislation must receive a presidential signature before entering force, largely a formality as President Volodymyr Zelensky himself submitted the bill last August.

Until now, the status of multiple citizenship has not been recognized by Ukrainian law.

The bill also establishes new grounds for losing citizenship, such as receiving a Russian passport or serving in the Russian Armed Forces.

The government will determine the list of countries whose citizens will be able to obtain Ukrainian passports in a simplified way, taking into account issues like EU membership or imposed sanctions in connection with Russian aggression.

Multiple citizenship will be recognized for foreigners from the listed countries who apply for Ukrainian citizenship, or if Ukrainian citizens apply for citizenship in these countries. It will also be recognized for Ukrainian spouses of foreign citizens and other specified cases.

Deputy Foreign Minister Serhii Kyslytsia said the law is not applicable to Russian citizens or citizens of countries that do not recognize Ukraine's territorial integrity.

Even before the full-scale invasion, the Ukrainian diaspora has been widespread around the world, with particularly large communities in the EU, the U.S., and Canada. The war drew millions more from their home, and 6.8 million Ukrainian refugees and asylum-seekers remain abroad as of 2025, according to U.N. data.

Among others, the bill is seen as part of Ukraine's effort to strengthen ties with Ukrainians living abroad. Zelensky said the document should allow ethnic Ukrainians born abroad to obtain citizenship.

The president included the step in his 10-point internal resilience plan last November.
