Ukraine's military intelligence has named the Russian companies that build the Su-35S fighter jet and singled out those no country has sanctioned, according to the Main Intelligence Directorate of Ukraine's Defense Ministry (HUR). The unsanctioned suppliers make parts as ordinary as wheels and fuel-system units, and one of them helped develop the aircraft. Kyiv wants sanctions efforts synchronized across every link of Russia's military-industrial complex.

The 22 firms no one has sanctioned

HUR identified 79 companies in the Su-35S production chain. Of those, 22 face no sanctions from any country restricting Russia over the war. The agency highlighted three. Rubin Aviation Corporation supplies the aircraft's braking and non-braking wheels. Gidroavtomatika builds the AU46-05 control units inside the fuel system. The Oktava research institute carried out design and development work on the Su-35S itself.

What the rest of the network builds

The 79 firms develop and produce the engines and fuel system, the control, communications, and guidance systems, the electronic warfare suite, and the main aviation missiles the jet carries into the war against Ukraine. HUR set the data out in the "Components in weapons" section of its War&Sanctions portal. The page carries a rotatable 3D model of the aircraft whose parts open onto the firms behind them, alongside directory listings and a profile for each company.

Three sanctions regimes, loosely aligned

The gaps HUR points to exist because the restrictions are not one list. The EU legislates in packages, the US and other G7 states maintain their own designations, and Ukraine issues sanctions by presidential decree, each covering a different set of firms. Kyiv has spent years asking partners to synchronize those lists, and its own designations often run ahead of them. A company can therefore supply a frontline fighter and still trade freely under most of them.

Previously, HUR ran the same exercise on the Su-34, where a third of the production network was still unsanctioned. The same pattern shows up above the component level, with Russia's largest arms conglomerate covered by EU measures while hundreds of its subsidiaries are not, and Western machine tools still sitting inside Russian missile plants. 

Ukraine struck one of Russia's largest oil refineries deep in the Urals and a military airfield overnight in a long-range attack, Ukrainian President Volodymyr Zelenskyy announced on 21 August. The Ukrainian Army's General Staff confirmed the refinery and airfield hits, while Zelenskyy said the same night also reached the Black Sea and brought fresh damage from earlier strikes on a Russian warplane and a drone-launch site.

Fire at a major Lukoil refinery in Perm

Zelenskyy said the overnight drones hit the Lukoil-Permnefteorgsintez refinery — known as PNOS — in Perm, where the General Staff recorded a fire on the plant's grounds. The target sits more than 1,500 km from Ukraine's northern border, in a region near the Ural Mountains.

The refinery is one of Russia's largest, able to process more than 13 million tons of crude a year, with more than half its output sold abroad until recently. It supplies fuel to both Russia's economy and its army.

Ukrainian Telegram channels Supernova+ and Exilenova+ shared footage of explosions and a rising plume, with locals reporting a series of blasts at the site. Russia's Perm Krai authorities claimed they repelled the attack and downed 16 drones.

Kyiv has repeatedly hit the plant through the year. After a strike at the end of July, it had been running well below capacity.

Airfield, Black Sea, and other targets the same night

The General Staff said the same night's drones also struck the Marinovka military airfield in Volgograd Oblast, located in Russia's Volga region, with the damage still being assessed, while Zelenskyy added that Ukraine achieved unspecified results in the Black Sea. The military also reported hitting a drone storage and launch site near Donetsk, a materiel warehouse in occupied Crimea, two command posts in Donetsk and Zaporizhzhia oblasts, and six relay stations in Crimea used to steer Russia's Geran and Gerbera attack drones.

Zelenskyy also confirmed damage from earlier strikes: a Russian Su-34 fighter-bomber hit at the Akhtubinsk airfield, about 600 km from the front line, and a drone store and launch site struck at Primorsko-Akhtarsk, roughly 180 km away. The strike extends a run of deep hits this month, from the TANECO refinery in Tatarstan and a Black Sea oil terminal to three refineries hit in one night and an Omsk refinery struck 2,500 km away in Siberia.

A Russian Air Force Su-34 fighter jet crashed during a training exercise in Nizhny Novgorod Oblast, Russian state media Ria Novosti reported on July 1, citing Russia's Defense Ministry.

One of the pilots died due to sustained injuries, Russian media outlet Mash reported later in the day. After ejecting, he landed on a tree. Medics could not save him, according to Mash.

One of the landing gear struts was not released during landing. The crew made several attempts to fix the malfunction in flight, but it did not help.

The crew successfully ejected from the plane, and there were no casualties, according to the ministry.

The Russian Su-34 is a Soviet-era medium-range fighter-bomber.

Plane and helicopter crashes have become more commonplace in Russia since the beginning of the full-scale invasion of Ukraine and the subsequent imposition of Western sanctions.

According to the U.K. intelligence, Russia has lost over 30 Su-34 aircraft since the start of the full-scale invasion in 2022.

Moscow does not comment on its losses it faces inn its war against Ukraine.

Ukrainian drones struck four Su-34 fighter jets at the Marinovka airfield in Russia's Volgograd Oblast overnight on June 27, Ukraine's General Staff said.

The operation was carried out by the Special Forces and the Security Service of Ukraine (SBU) in cooperation with other military units, according to the General Staff.

Volgograd Oblast is located some 900 kilometers (560 miles) southeast of Moscow.

According to preliminary data, two Russian fighter jets were destroyed, and the other two were damaged. Russia uses such aircraft to bomb Ukraine, particularly to drop guided aerial bombs, the General Staff said.

The attack also caused a fire in the airfield's technical and operational unit, a facility where combat aircraft are serviced and repaired, according to the General Staff.

The Kyiv Independent could not independently verify these claims.
