St. Pierre and Miquelon, the French territory off the coast of Canada’s Newfoundland, is experiencing a surge in visitors after three unrelated events raised its profile.

The Newfoundland town welcomed thousands of frightened airline passengers on Sept. 11, but 25 years later, mixed emotions run through anniversary plans amid an escalating trade war.
