The Russian drone that hit Ukraine's Security Service headquarters in Kyiv came down next to Slovakia's consular section in central Kyiv. Bratislava condemned the strike and ordered Russia's ambassador summoned, Slovak Foreign Minister Juraj Blanár said on 5 September, a day after the attack, according to the Slovak Foreign Ministry.

The response is a rare rebuke from a government that has been among the EU's friendliest to Moscow. The jet-powered Geran drone struck the SBU's central building on 4 September, injuring 12, in what Ukraine called a deliberate hit on the office of its Acting Security Service chief, Oleksandr Poklad, who was unharmed.

What Blanár said

"We strongly condemn today's Russian attack with a jet-powered drone on the building of the Ukrainian Security Service, which is located near the consular section of the Slovak Embassy in Kyiv," Blanár said.

The building has been operating on a limited basis for security reasons, he added, and no one was inside during the attack.

Blanár said Slovakia would not confine itself to a statement.

"I have ordered the Russian ambassador to the Slovak Republic to be summoned," he said, to seek an explanation from Moscow, and called on Russia to refrain from actions that could endanger civilians.

A condemnation with a hedge

He paired the rebuke with an appeal that treated the war as a two-sided problem, urging "both sides" to avoid further escalation and pointing to a "peaceful settlement." The strike, however, was carried out by Russia against Ukraine.

The symmetry fits Bratislava's stance under Prime Minister Robert Fico, whose government has been the most openly pro-Moscow in the EU and repeatedly at odds with Kyiv. Relations soured over Ukraine's decision to end Russian gas transit to Europe, and Fico has called President Zelenskyy an "enemy" of Slovakia. Meanwhile, Kyiv has accused him of acting as a "mouthpiece" for the Kremlin.

Ukraine's current ambassador to the United States, Oksana Markarova, will be replaced in the near future, Foreign Minister Andrii Sybiha confirmed in an interview with Ukrainian Radio on July 8.

Earlier on July 8, a source in the Presidential Office told the Kyiv Independent that President Volodymyr Zelensky had informed Markarova of her pending dismissal.

"We can expect about 20 decrees dismissing and appointing new heads of foreign institutions," Sybiha said, specifically mentioning the U.S. as one of the planned replacements.

In his comments, Sybiha described Markarova as "one of our most successful ambassadors."

"She is extremely effective and charismatic, but surely every diplomat has a rotation cycle," he said. "I can confirm that the Ukrainian president's vision is to carry out rotations in all countries, both G7 and G20. That is, first and foremost, to strengthen these countries, in particular the U.S. track."

Zelensky and Sybiha on June 21 announced plans to overhaul Ukraine's diplomatic corps, teasing major personnel changes in a bid to secure better military aid packages and other support from international partners.

Zelensky discussed replacing Markarova specifically in a recent phone call with U.S. President Donald Trump, a source in the President's Office told the Kyiv Independent on July 7.

There are multiple "strong candidates" in the running to replace Markarova, the source said. Prime Minister Denys Shmyhal, Deputy Prime Minister Olha Stefanishyna, Defense Minister Rustem Umerov, and Energy Minister Herman Halushchenko are among the candidates, Bloomberg previously reported.

In his evening address, Zelensky said that a meeting with all Ukrainian ambassadors is scheduled for July 21. It was not immediately clear as to when the changes to the posts may take effect.

Markarova has served as Kyiv's ambassador to Washington since April 2021, and played a central role in coordinating U.S. military and financial support during the early phases of Russia's full-scale invasion.

The announcement of her dismissal comes at a high-stakes moment in relations between Kyiv and Washington. The U.S. Defense Department recently paused shipments of critical weapons systems, including Patriot air defense missiles and precision-guided munitions, even as Ukraine faces intensifying Russian attacks.

Ukraine must accept Moscow's terms for ending the war or face further military advances and eventual "surrender," Russia's ambassador to the United Kingdom, Andrei Kelin, said in a June 18 interview with CNN.

Talking to CNN host Christiane Amanpour, Kelin said Russia is continuing its offensive and sees no need to stop hostilities, publicly acknowledging Moscow's disregard for U.S.-backed ceasefire efforts.

The comments come as Russia continues to reject a U.S. truce proposal backed by Kyiv and only intensifies both ground operations and aerial strikes against Ukrainian cities.

"We are now on the offensive and Ukraine is in retreat," Kelin said. "In May, we have taken about 600 square kilometers (230 square miles) of the territory of Ukraine, and we continue to gain more ground."

According to the open-source intelligence group DeepState, Russian forces occupied approximately 449 square kilometers (173 square miles) in May, the highest monthly figure this year, but still well below Kelin's claim.

Kelin outlined an ultimatum for Kyiv: either agree to a permanent ceasefire on Russia's terms or face worse consequences.

"For Ukraine, there is a choice: either they will take our conditions right now… or we will continue this drive and Ukraine will have to surrender under much worse conditions," he said.

In the most recent peace talks with Ukraine in Istanbul on June 2, Russia again pressed its longstanding maximalist demands, including recognition of Russia's annexation of Crimea, as well as Kherson, Donetsk, Zaporizhzhia, and Luhansk oblasts — none of which are fully under Moscow's control.

The Kremlin also insists on Ukraine's complete military withdrawal from these regions.

The ambassador's remarks come amid reported preparations for a third round of negotiations with Ukraine after June 22, though no date has been officially confirmed. Kelin described the talks as "stage by stage," citing prior agreements on prisoner exchanges and humanitarian issues.

Kelin also reiterated long-standing Kremlin demands for Ukraine's neutrality and the prohibition of NATO membership, calling the alliance "very threatening to us."

The ambassador insisted on "reestablishment of normal human rights" for ethnic minorities in Ukraine, including Russians, Hungarians, and Poles, a claim Kyiv and Western officials have repeatedly dismissed as a false pretext for invasion.

CNN's host challenged Kelin on whether such terms amounted to capitulation rather than negotiation. Kelin denied the characterization, maintaining that talks are ongoing and involve "important agreements."

When asked about Russia's capacity to sustain its military campaign, Kelin claimed Moscow is spending "only 5–7%" of its budget on the war and recruiting up to 60,000 volunteer soldiers monthly, figures Western analysts have not independently verified.

"Only 5–7%" of the budget accounts for around 13.5 trillion rubles ($126 billion). Russia's spending on war and law enforcement agencies exceeds expenditures on education, healthcare, social policy, and the national economy combined.

Kyiv Pride held a parade with over 1,500 participants in the Ukrainian capital on June 14, which was met with counterprotests.

"Other Ukrainian Prides also participated — including Kharkiv Pride and Ukraine Pride. Kyiv’s student community was represented, among others, by the Student Parliament of Taras Shevchenko National University of Kyiv and Ukraine Global Scholars," Kyiv Pride said in a post to Facebook.

On June 7, a drone charity event for Kyiv Pride took place outside the Foreign Ministry building and was met with a nearby counterprotest.

The march was joined by representatives from the EU, Canada, the U.K., and various other countries, including France, Germany, and Spain.

The march was joined by the LGBT+ Military non-governmental organization (NGO) as Russia's war against Ukraine continues.

"Among the marchers was veteran Viktor Pylypenko, head of the NGO LGBT+ Military for Equal Rights. He drew public attention to the growing loss of military personnel and veterans who are dying at war — while their families remain unrecognized by law," Kyiv Pride said in its statement.

The march raised 20,000 hryvnia for the Serhiy Sternenko Foundation to purchase drones for the military.

Representatives, including Canada's ambassador to Ukraine, Natalka Cmoc, joined the event.

"Ambassadors, the Canadian embassy team, along with many diplomats, joined (the) Kyiv Pride march this morning," Cmoc said.

The Kyiv Pride event was met with a nearby counterprotest.

"With regret, we must note that those who incite violence still have broader access to public space and freely walk through the central streets, while participants of Kyiv Pride March are surrounded by police and restricted in their route. We continue to witness the spread of hate speech," Kyiv Pride said.

Kyiv Pride held a march in June 2024 for the first time since Russia began its full-scale war against Ukraine in February 2022.
