The Phoenix police department said that two of its officers had been fired and arrested, after they approached a couple in a police S.U.V. and allegedly attacked them.
Prosecutors led by Jeanine Pirro, the U.S. attorney in Washington, argued that Melissa Farris posed a flight risk and asked the court to reverse its decision.
