British officials believed Israel had said it would hold off on moving ahead with construction in E1, a piece of land viewed as vital to a future Palestinian state. Israel said it promised no such thing.
Land in the E1 area, a strategically important patch of land east of Jerusalem, near the Israeli settlement of Maale Adumim. Plans by Israel to build there, long postponed, have gained momentum lately.
The Israeli military said in a statement it “did not strike the building,” but did not say whether any strikes on nearby targets could have caused the damage.
The militia captured the island in the Bab al-Mandab Strait, a choke point for trade. Saudi Arabia also announced it had shut down a critical oil pipeline after a drone attack launched from Iraq.
Britain, Canada and France on Tuesday announced sanctions on Israeli settlements in the West Bank, with Britain saying Israel had “turned a blind eye” to violence against Palestinians.

The expected move will be announced on Tuesday, officials said, and underscored Israel’s mounting isolation over its policies toward Palestinians following the war in Gaza.
