Patricia Riggs, the interim town clerk of Gila Bend, Ariz., declared Jesus Rubalcava the winner of the Town Council seat after a game of high-card draw with the opposing candidate, Athena Guerrero.
The mayor and three other council members of Avenal, Calif., had refused to leave despite a certified vote by residents to recall them. They will now step down, a city official said.
