Gregory Johnson displayed a flag he has used in protests, in Venice, Calif., in 2021. Mr. Johnson won a landmark Supreme Court case in 1989 protecting political expression that is now being challenged by President Trump.
The Air Force is phasing out its use of the symbol, which dates to its foundation in 1918. An official said that it had sometimes caused “awkward situations.”
The president wants to prosecute protesters who desecrate the American flag, but his order concedes that such protests are typically covered by the First Amendment.
