Jonathan Powell, Britain’s national security adviser, visited Israel last week to try to negotiate over the looming closure of his country’s consulate in Jerusalem, according to three officials.
The State Department cited unspecified security concerns in announcing the unusual move. A closely fought presidential election in Brazil takes place on Sunday.
