Zymire Hughes scared more than a dozen people while wearing a Chucky-style mask, the authorities said. He is being held in jail while awaiting extradition to Pennsylvania.
The Phoenix police department said that two of its officers had been fired and arrested, after they approached a couple in a police S.U.V. and allegedly attacked them.
