More than a dozen current and former students from two fraternities were part of an operation that involved packaging drugs at fraternity houses, the authorities said.
Administrators at Pennsylvania State University said that they are investigating the current and former students who were charged in trafficking cocaine.
Law enforcement officials had said that Christopher Gillum, a former police officer in North Carolina, planned to attack a large festival. He was released without charges.
