The lawsuit comes days after an independent review found that Mayor Kaohly Her had treated employees in an “offensive and inappropriate way” and created an “uncomfortable work environment.”
An outside investigation found that Mayor Kaohly Her had engaged in offensive behavior, but found no evidence that she sexually harassed colleagues. It did find that she had engaged in “offensive” behavior.
