Dan Koh, who ran with the endorsement of former President Joseph R. Biden Jr., topped a crowded field to secure the nomination in the safely Democratic Sixth Congressional District.
Mr. Biden will join three other living presidents at the event. President Trump has decided to skip the ceremony and is expected to appear at the Pentagon on the 25th anniversary of the attacks.
