Russia launched another overnight drone and missile attack on Ukraine in the early hours of 10 November, targeting multiple oblasts across the country, according to Ukraine’s Air Force. While most long-range drones were intercepted, some strikes still caused civilian casualties, infrastructure damage, and fires in several areas. More civilians were hurt in Russia's artillery and short-range drone attacks across several regions, local authorities reported.

Amid the ongoing Russo-Ukrainian war, Russia continues its daily terror attacks against Ukrainian civilians, launching long-range explosive drones and missiles.

52 drones intercepted but 15 reach targets across Ukraine

Ukraine’s Air Force reported that Russian forces attacked with 67 long-range drones of various types — primarily Shaheds, as well as Gerbera and other strike UAVs — launched from multiple directions, including Russia’s Kursk, Millerovo, Oryol, and Bryansk oblasts, and from occupied Crimea. Two Kinzhal aeroballistic missiles were launched from the airspace over Tambov Oblast, and five S-300/S-400 surface-to-air missiles were fired from Kursk Oblast.

By 9:30 a.m., Ukrainian air defense units — using aircraft, mobile fire teams, electronic warfare, and missile systems — had downed or jammed 52 drones.

Still, 15 UAVs struck targets in at least nine locations. The Air Force reported no confirmed hits from the missile launches, with data still being clarified as of the time of the report.

Civilian casualties

In Sumy Oblast, Russian long-range drone strikes injured two women early on November. A 45-year-old woman was hurt in the Velykopysarivska community, and an 89-year-old woman was hospitalized after a drone hit the Krasnopilska community, local police and the oblast administration reported. Drone attacks also damaged three apartment buildings, seven one-family homes, four warehouses, two garages, one outbuilding, power lines, and two vehicles in six communities across five districts.

In Kharkiv Oblast, two women were injured when Russian drones hit the village of Prykolotne in Kupiansk District. At least ten detached homes and other structures were damaged, the oblast prosecutor’s office said.

Other reported casualties resulted from separate Russian attacks using FPV drones, other short-range UAVs, artillery, air-dropped bombs, and other weapons.

In Kherson Oblast, a 26-year-old man died after a Russian short-range drone dropped explosives on a residential street in Stanislav on 9 November around 4:00 p.m., according to the oblast prosecutor’s office. Law enforcement launched a war crimes investigation.

Elsewhere in Kherson, Russian shelling injured a 49-year-old employee of a scientific institution in the Korabelnyi District. She sustained leg wounds, a concussion, and cranial trauma. In a separate attack, a 59-year-old woman suffered a concussion and head injuries in her own home. Both were hospitalized, the regional authorities said.

In Donetsk Oblast, two civilians were injured in Russian attacks over the past day, said oblast head Vadym Filashkin. Late on 9 November, Russian forces used a Granat-4 drone to strike Sloviansk on 9 November, damaging a two-story apartment building and a vehicle. No injuries were reported in that particular strike.

Fire breaks out on Odesa apartment building facade

In Odesa, a drone strike early on 10 November ignited the facade of a four-story residential building. Firefighters quickly extinguished the flames, said Odesa Oblast head Oleh Kiper. There were no injuries or deaths.

Russian strikes on Dnipropetrovsk Oblast sparked multiple fires. In Nikopol and the Pokrovska community, artillery and drones ignited a private home. In the Vasylkivska community of Synelnykove District, a drone strike caused a fire in a church and damaged a bank building, according to acting oblast head Vladyslav Haivanenko. No injuries were reported.

Khmelnytskyi Oblast also came under attack during an air raid on 10 November, but local authorities said there were no casualties or damage.

Zaporizhzhia Oblast authorities recorded 367 Russian strikes in the past 24 hours, according to oblast head Ivan Fedorov. 13 localities came under fire. Russian forces launched seven airstrikes, used 162 FPV drones, 4 MLRS barrages, and 194 artillery strikes.

In an overnight assault on 30-31 October, Russia launched a nationwide drone and missile attack targeting Ukrainian cities, railways, and energy infrastructure. The most intense strikes hit Sumy, where 15 civilians — including four children — were injured, according to the local authorities. Other Russian attacks killed 12 and injured at least 57 civilians.

This comes as Moscow continues daily terror attacks on Ukraine’s energy facilities, seeking to deprive civilians of electricity and heat during winter. At the same time, Russia also persistently targets residential neighborhoods and railway infrastructure. Additionally, it continues launching ground assaults on frontline regions and using artillery, short-range drones, and other conventional weapons.

According to Ukraine’s Air Force, the country was hit with 145 strike drones and one Iskander-M ballistic missile between 19:00 on 30 October and the early hours of 31 October. Most of the drones were of the Shahed and Gerbera types. Air defense units, electronic warfare teams, and mobile fire groups shot down or suppressed 107 drones and one missile. However, 36 drones managed to strike 20 locations.

Russia attacks Sumy, injures civilians

From the evening of 30 October through the morning of 31 October, Russian forces attacked Sumy with ten strike drones, causing widespread destruction in residential areas and key infrastructure sites, injuring 15 civilians. According to the regional prosecutor’s office and local officials, drones hit single-family homes and multi-story buildings in two districts.

The State Emergency Service of Sumy Oblast reported that a nine-story apartment building was struck, igniting fires in five apartments and seven balconies. Elsewhere, a two-story house and detached residences sustained major damage. Two critical infrastructure sites were also hit, and two men — aged 49 and 54 — were injured there.

The regional prosecutor’s office confirmed that the injured include a 68-year-old man, two women aged 73 and 59, two girls aged 14 and 13, two women aged 47 and 31, and two boys aged 15 and 7. According to the Oblast Military Administration, all received medical care.

Russia also struck the passenger train depot of Ukrzaliznytsia in Sumy. The railway operator reported that maintenance buildings and rolling stock were damaged or destroyed. Vice PM for Ukraine's restoration Oleksii Kuleba said the depot served purely civilian purposes — preparing carriages for daily routes — and condemned the strike as part of a deliberate campaign targeting non-military infrastructure.

Ukrzaliznytsia confirmed no railway staff were injured, as they had reached shelters in time.

In addition to Sumy, Russian drones struck railway facilities in Kharkiv Oblast. The Kharkiv Oblast Administration confirmed that infrastructure and power lines were damaged in Lozova Raion.

Donetsk Oblast: eight civilians killed in single day

Donetsk Oblast recorded the highest civilian death toll over the past 24 hours. According to the Donetsk Oblast Military Administration, Russian attacks on 30 October killed eight people and injured 18. In Hryshyne, Pokrovsk City Military Administration reported that a married couple died when their home was shelled.

Ukrainian President Volodymyr Zelenskyy reported yesterday evening that two people were killed and others injured in a Russian bombing of the Sloviansk thermal power station, calling the attack “pure terror.”

Kherson, Zaporizhzhia, and Kharkiv oblasts hit by drone and artillery fire

  • In Kherson Oblast, Russian forces shelled 45 settlements, according to Oblast Military Administration head Oleksandr Prokudin. One person was killed, and seven others — including a child — were injured.
  • Zaporizhzhia Oblast endured 673 Russian strikes on 30 October, hitting 19 communities. Oblast head Ivan Fedorov reported that three people were killed and 29 injured.
  • Kharkiv Oblast officials said various Russian attacks injured three people — a 78-year-old man, a 56-year-old , and a 59-year-old man.

Other oblasts: strikes and interceptions

  • In Mykolaiv Oblast, falling debris from a downed Shahed drone damaged a medical facility, a private residence, and three cars, but no injuries were reported, according to the Oblast Military Administration.
  • Cherkasy Oblast head Ihor Taburets reported that air defenses intercepted a strike drone and two missiles on 30 October. No injuries or damage occurred. The night of 31 October remained calm in the oblast.
  • In Chernihiv Oblast, Russian forces attacked four border communities using FPV drones, mortars, and UAV-dropped explosives. No injuries were reported.

Russia launched an unusually small drone attack overnight on 27–28 October, using just 38 UAVs instead of a hundred or the hundreds typically deployed each night. But despite the reduced numbers, the explosive drones still caused damage across Ukraine. Moreover, other Russian attacks over the past 24 hours killed three civilians and injured at least 13 more with FPV drones, artillery, and air-dropped munitions, local authorities say.

A drop in drone usage like this has often preceded larger air raids in the past, suggesting Moscow may be preparing for another major assault. Every night, Russia carries out its terrorist air strikes against Ukrainian civilians and civilian infrastructure—including power plants, railway hubs, and gas facilities—aiming to disrupt daily life and leave people without power or heating during the coming winter.

Ukrainian Air Force: 38 drones launched, 26 destroyed or suppressed

According to Ukraine’s Air Force, Russia launched 38 long-range UAVs—mostly explosive Shaheds, along with decoy Gerbera and other types—from the directions of Kursk and Oryol. About 25 were Shaheds.

Ukraine’s defenders used aviation, missile units, electronic warfare, drone systems, and mobile fire groups. By 9:00, 26 drones were downed or suppressed over the north and east. Twelve reached targets at four locations, and debris fell on a fifth. Several drones remained airborne into the morning.

Chernihiv Oblast: Shahed hits city center, communications lost, two injured

A Shahed exploded in central Chernihiv at 23:50, knocking out mobile communication, according to Suspilne. The Air Force had earlier reported drones approaching from the east.

Earlier that day, four homes were damaged by a Russian drone; one man was hospitalized with shrapnel injuries.

Later that night, another Russian drone hit a retreat center in Novhorod-Siverskyi, injuring an elderly woman and sparking a fire.

Mykolaiv Oblast: school, kindergarten, and power line damaged

Eight FPV drones struck the Ochakiv and Halytsynivka communities, while artillery hit Kutsurub. In Dmytrivka, a school, kindergarten, private home, and power line were damaged. Power was restored by morning, the regional authorities said.

Dnipropetrovsk Oblast: farm and gas line hit, no casualties

Russian artillery and drones struck Nikopol and Pokrovska, setting a house and utility structure on fire. A farm and gas pipeline were damaged. In Shakhtarska, a drone damaged infrastructure. The oblast authorities reported no casualties.

Kherson Oblast: one killed, six wounded in 25 attacked settlements

Russian troops shelled 25 settlements in Kherson Oblast throughout the day using multiple types of weaponry. The Russian attacks damaged a multi-story building, six detached houses, garages, outbuildings, and civilian vehicles. One person was killed and six others injured, according to oblast head Oleksandr Prokudin.

Zaporizhzhia Oblast: 396 strikes, one dead, three injured

The local authorities say Russian forces hit 15 settlements with 396 strikes. Four airstrikes targeted Ternuvate, Novyi Zaporizhzhia, Novouspenivske, and Malynivka. The Russians shelled Prymorske, killing one civilian. An airstrike on Ternove injured one and damaged a school and homes. FPV drones and artillery struck multiple other locations, injuring two more.

Donetsk Oblast: one killed, one injured

On 27 October, the number of confirmed civilian casualties in Donetsk Oblast rose by one killed and one injured, regional head Vadym Filashkin reported. The tally does not include areas such as Mariupol and Volnovakha.

Kharkiv Oblast: man injured in Kupiansk

Kharkiv Oblast authorities reported that Russian strikes hit three settlements using 1 "Geran-2"—it's the Russian designation for the Iranian-designed Shahed-136—and 1 FPV drones. A 41-year-old man was injured in Kupiansk on 26 October and received medical care.

Sumy Oblast

The Russians reportedly hit Sumy Oblast with 10 KAB guided bombs over the past 24 hours and targeted the region with FPV drones.

Russian leaders keep claiming non-existent major battlefield victories in Ukraine, yet these boasts are being publicly dismissed even by pro-war Russian milbloggers, who describe the situation on the ground as chaotic and accuse the military leadership of inflating results, the Institute for the Study of War (ISW) said on 26 October.

This comes amid the ongoing Russo-Ukrainian war, as Moscow has for months concentrated its main efforts on capturing Donetsk Oblast, while continuing to shell frontline cities within artillery range and launching air strikes on civilian areas and energy infrastructure in rear cities to disrupt power and heating supply during the cold season.

Putin and Gerasimov outline sweeping operations

Russian President Vladimir Putin and Chief of the General Staff Army General Valery Gerasimov have continued to issue claims of major battlefield victories while reaffirming the Kremlin’s intent to capture all of Luhansk, Donetsk, Zaporizhzhia, and Kherson oblasts.

ISW says Putin held a meeting on 26 October with Gerasimov and commanders of Russia’s groupings of forces. The event drew attention because Putin appeared in military uniform—only the third such appearance since the start of the full-scale invasion and just weeks after the previous one on 16 September. During his report to Putin, Gerasimov said Russian forces were continuing operations to seize all territory within the four illegally annexed Ukrainian oblasts.

Gerasimov claimed that Russian units had allegedly surrounded up to 5,500 Ukrainian troops near Pokrovsk and blocked a group of 31 Ukrainian battalions close to Pokrovsk and Myrnohrad in Donetsk Oblast. He said elements of the 2nd Combined Arms Army of the Central Military District and the 51st Combined Arms Army of the Southern Military District had completed an encirclement in the area. Gerasimov described the alleged success as a result of Russia’s recent focus on using drones to attack Ukrainian ground lines of communication.

He further claimed that Russian forces from the Western Grouping had ostensibly encircled Kupiansk in Kharkiv Oblast. According to him, detachments from the 68th Motorized Rifle Division crossed the Oskil River south of the town and, together with units from the 47th Tank Division and 27th Motorized Rifle Brigade of the 1st Guards Tank Army, had allegedly cut off Ukrainian troops on the eastern bank. Gerasimov stated that 18 Ukrainian battalions were trapped in Kupiansk.

He also declared Russian progress in the northeast and east of Ukraine, including the seizure of more than 70% of Vovchansk, completion of fighting in Yampil, and the capture of Dronivka and Pleshchiivka. Gerasimov said Russian troops continued urban fighting in Siversk and Kostiantynivka.

ISW said it had observed no evidence to substantiate any of these claims. The think tank reported that Russian forces had seized only about 23% of Vovchansk, while footage from 24 October showed limited Russian activity in eastern Kostiantynivka that likely resulted from a small infiltration rather than a major advance. ISW said there was no visual confirmation of Russian forces operating in Siversk. It added that the Kremlin "is also portraying the seizures of small settlements that are not operationally significant as major successes for informational effects." Both Dronivka and Pleshchiivka are under six square kilometers in area and had pre-war populations of about 600.

Russian milbloggers openly challenge the official version

Several Russian milbloggers said the claims of encirclements in Pokrovsk and Kupiansk were false. One wrote that a wide corridor still separates Russian groups west and north of Pokrovsk, while another pointed out that Russian fire control over Ukrainian supply lines does not mean a full encirclement.

Others highlighted the porous nature of the front and said that Russian forces often declare towns captured while Ukrainian troops still hold positions there. One described the situation in Pokrovsk and Kupiansk as “100% chaos.” Another blogger said Gerasimov was “getting ahead of himself again,” predicting that the general expected reality to eventually align with his optimistic reports. That same source argued that the exaggerated claims were meant to influence US President Donald Trump by giving him the impression that Ukrainian forces faced collapse.

"Gerasimov similarly presented exaggerated territorial claims in late August 2025, including about Kupiansk, that Russian milbloggers heavily criticized," ISW wrote.

Kyiv under fire for the second night

For the second consecutive night, Russia targeted residential neighborhoods in Kyiv. A kamikaze drone hit a nine-story apartment building in the Desnianskyi district, collapsing floors between levels and sparking multiple fires.

The Kyiv City Military Administration said the Russian attack on Kyiv injured 31 civilians in total, seven of them children. Three people were killed, including a young 19-year-old woman and her 46-year-old mother, the Interior Ministry reported.

A woman from the nine-storey apartment building hit by a Russian Shahed drone in Kyiv said the mother and daughter who died had been hiding in the bathroom of their apartment on the fifth floor, where they suffocated.

According to the Emergency Service, rescuers evacuated dozens of residents, pulling several people from burning homes. Over 100 rescuers and police officers, supported by more than 20 emergency vehicles, worked through the night to extinguish the fires and clear the rubble. Search operations ended with no more people found under the debris.

Residents described the night to Suspilne as terrifying.

There was heavy smoke, everything flew apart. It was very scary,” said Yelyzaveta, whose fifth-floor apartment balcony burned down. “We barely escaped, my child, husband, and dog. We were breathing through wet towels.”

Another resident, Illia, said he heard “the sound of a Shahed, then a powerful explosion” and saw firefighters rescuing a small girl from the building.

Several other districts of the capital were also hit. In the Obolonskyi district, debris from a drone struck a 16-story apartment building, shattering windows but causing no casualties. In the Darnytskyi district, fragments damaged fences and a car in a private residential area.

Interior Minister Ihor Klymenko said Russia’s goal was to cause maximum civilian suffering.

“Russia strikes residential quarters so that as many civilians as possible are harmed. The enemy’s tactic is terror, the goal is pain and suffering,” he wrote. He added that psychologists had already provided assistance to about 150 people.

President Volodymyr Zelenskyy said more than 100 drones were launched by Russia during the night, targeting ordinary apartment buildings.

“Every Russian strike is an attempt to inflict as much damage as possible on normal life,” he said, adding that Ukraine continues to defend itself on all fronts and praised new sanctions imposed by the EU and the US against Russia.

Other Russian attacks across Ukraine

  • In Zaporizhzhia Oblast, Russians killed a 63-year-old man and injured another person when they bombed the village of Rivnopillia in the Huliaipole community, regional head Ivan Fedorov reported.
  • In Donetsk Oblast, two civilians were killed and one injured in Russian shelling of Kostiantynivka and the Kostiantynivka community, according to Suspilne Donbas.
  • In Kherson Oblast, three civilians were injured in Russian artillery and drone attacks. A Russian drone dropped an explosive on a woman in Kherson, causing shrapnel and head injuries, while a 71-year-old woman in Antonivka was wounded after stepping on Russian explosives, the oblast administration said.
  • In Dnipropetrovsk Oblast, Russian forces attacked with missiles, drones, and artillery, killing two people and injuring eight, regional authorities reported.
  • In Kharkiv, a family of five, including two children, suffered acute stress reactions after a drone attack late in the evening, according to Suspilne Kharkiv.
  • Russia also attacked Sumy Oblast with drones, guided bombs, and rocket systems but caused no civilian casualties.
  • In Chernihiv, a drone strike hit a company’s premises, setting a truck on fire, but no injuries were reported.

Air Force: 90 out of 101 drones destroyed

Ukraine’s Air Force said Russia attacked overnight from multiple directions, including Kursk, Oryol, Bryansk, Primorsko-Akhtarsk in Russia, and the occupied Hvardiyiske airfield in Crimea. Around 60 of the 101 Russian drones were explosive Shaheds, alongside decoy Gerbera and other types. Ukrainian aviation, air defense, and mobile fire units intercepted or suppressed 90 of them.

Debris and direct hits were recorded at several locations, including in Kyiv.

The Air Force warned that several Russian drones were still in the air at the time of reporting, around 9:00.

In its latest disinformation effort, the Kremlin launched a staged narrative claiming Russian forces had seized a strategic bridgehead in Kherson Oblast. But geolocated footage published by Ukrainian troops shows otherwise. Institute for the Study of War (ISW) reports the operation is part of Moscow’s broader cognitive warfare campaign aimed at making Ukraine submit and discouraging Western support by convincing the US and EU that a Russian victory is inevitable.

Amid the ongoing Russo-Ukrainian war, Moscow continues its propaganda campaigns targeting both Ukraine’s will to resist and the West’s will to support it.

Russia stages false bridgehead in Kherson

Russian-installed Kherson occupation head Vladimir Saldo published footage on 22 October showing a Russian soldier raising a flag on Karantynnyi Island in the 5th Selyshche Microraion in southwestern Kherson City. Saldo claimed Russian reconnaissance and airborne units had crossed the Dnipro River, repelled Ukrainian counterattacks, secured a bridgehead, mined access routes, and begun organizing logistics for a sustained presence.

Some Russian milbloggers echoed Saldo’s narrative, crediting drone operators of the 31st VDV Brigade with establishing air superiority and artillery units of the 18th Combined Arms Army with striking Ukrainian targets on the island and nearby bridges. One milblogger also alleged Russian sabotage groups were preparing to hunt Ukrainian forces in the Korabelnyi Microraion on the northeastern part of the island.

Ukrainian forces bust Russian claims

On 23 October, a Ukrainian brigade released a geolocated video showing its troops moving freely through Ostriv Microraion—part of Karantynnyi Island—directly contradicting Russian claims of an active military presence. The brigade stated that Karantynnyi Island, as well as the areas of Antonivka and Sadove east of Kherson City, remain “silent,” with no sign of Russian forces on the west bank of the Dnipro River.

A Russian milblogger focused on the Kherson front had claimed Russian troops had pushed Ukrainian forces out of Sadove and conducted sabotage near Antonivka. ISW assessed that no available evidence supports these assertions.

"The Kremlin is attempting to falsely portray Russian forces as having established a bridgehead in west (right) bank Kherson Oblast – a new Russian cognitive warfare effort against Ukraine and its partners," ISW wrote, adding: "Available evidence continues to indicate that Russian forces have not established a bridgehead or begun an offensive in west bank Kherson Oblast."

According to ISW, this information operation fits within a larger pattern: the Kremlin wants to project inevitability of victory to the European Union, the US, and Ukraine itself, encouraging submission to Moscow’s demands and eroding foreign support for Ukraine. ISW notes this narrative undermines Russia’s own occasional signals of willingness to negotiate territorial matters in southern Ukraine.

"ISW continues to assess that this Russian cognitive warfare effort is incompatible with any claim that Russia is willing to make territorial concessions in southern Ukraine," the think tank concluded.

In Sumy Oblast, four people were killed and four more injured in Russian strikes, the local administration reported.

One person was killed and four others were injured in Kherson Oblast, where Russian forces hit residential areas and public infrastructure, damaging two apartment buildings and 17 houses, according to Governor Oleksandr Prokudin.

Three people were injured in Dnipropetrovsk Oblast, where Russian troops attacked with first-person-view (FPV) drones, Governor Serhii Lysak said.

The wave of attacks follows Russia's ongoing refusal to accept a ceasefire and comes amid rising use of drone and missile strikes against Ukraine's civilian infrastructure.

In Zaporizhzhia, at least 12 people were injured in separate attacks throughout the day, including 10 during a drone strike on the city center, Governor Ivan Fedorov said.

Five civilians were injured in Dnipropetrovsk Oblast — two women and three men — in the latest wave of attacks, according to Governor Serhii Lysak.

The mass strikes come amid Russia's continued rejection of ceasefire proposals and its growing use of aerial assaults to pressure Ukrainian defenses.

Russian attacks against Ukraine have killed at least six civilians and injured at least 25 others over the past day, regional authorities reported on July 6.

Russian forces launched four S-300 anti-aircraft missiles from Russia's Kursk Oblast and 157 Shahed drones from Russia's Shatalovo, Millerovo, and Primorsk-Akhtarsk airfields, as well as from Russian-occupied Crimea, against Ukraine overnight, according to Ukraine's Air Force.

Ukraine's air defense shot down 98 drones, while another 19 disappeared from radar without causing any damage, according to the statement. Drones that disappear from radar before reaching their targets are often decoys that Russia launches alongside real drones to overwhelm Ukraine's air defense.

In Kharkiv Oblast, Russian forces attacked 13 settlements, killing two people and injuring 11 others, Governor Oleg Syniehubov reported.

An 8-year-old boy was killed, while a 3-year-old boy, a 40-year-old man, and a 36-year-old woman suffered injuries in the village of Odnorobivka.

In the town of Kupiansk, a 59-year-old man was killed, while a 56-year-old man, a 57-year-old woman, and two women aged 65 were injured due to the Russian strikes.

In Kharkiv, the regional capital, a 46-year-old woman and a 2-year-old girl suffered injuries.

The casualties were also reported in the villages of Prykolotne and Shyroke, where a 66-year-old man and a 27-year-old woman were injured.

In Donetsk Oblast, Russian forces killed a person in the town of Myrnohrad, and another person was killed in the village of Andriivka, according to Governor Vadym Filashkin.

In Andriivka, two people suffered injuries. Two more people were injured in the town of Siversk, and another one in the city of Pokrovsk.

In Kherson Oblast, Russia targeted 32 settlements, including the regional center of Kherson, over the past day. As a result of the attacks, two people were killed and three others were injured, Governor Oleksandr Prokudin reported.

In Mykolaiv Oblast, Russian drones attacked the port infrastructure in the regional center of Mykolaiv, damaging the power grid and warehouses.

A 31-year-old woman was injured and hospitalized, while a 35-year-old man, who also suffered injuries in the attack, was treated at the scene, according to Governor Vitalii Kim.

In Sumy Oblast, a Russian FPV drone attacked the Khotyn community, hitting a car and injuring a 49-year-old man, the local military administration reported. He was hospitalized.

In Dnipropetrovsk Oblast, a 39-year-old woman was injured in the attack against the Nikopol district. Russia targeted the area with FPV (first-person-view) drones and artillery, according to Governor Serhii Lysak.

In Zaporizhzhia Oblast, Russian strikes injured an 89-year-old woman in the village of Yurkivka, the local military administration reported.

In Kyiv Oblast, Russia attacked the Vyshhorod district, injuring a 35-year-old man. He suffered shrapnel wounds, the local military administration reported.

In Poltava Oblast, Russian drones struck the city of Kremenchuk, hitting an enlistment office and a neighboring house. The attack caused a fire, but no casualties were reported, according to the local military administration.

Ukraine's Emergency Service also reported that Russia had carried out double-tap attacks in the cities of Kharkiv and Kherson when rescuers arrived at the impact sites. As a result of the attacks, tanker trucks were damaged, but no rescuers were injured.

Kherson and the surrounding regions have frequently come under Russian fire since Ukrainian forces liberated the city from occupation in November 2022. Russian troops continue to attack the area with artillery and drones from across the Dnipro River.

The Russian army consistently targeted Ukrainian energy infrastructure. Throughout 2024, Moscow launched 13 mass attacks with drones and missiles on Ukraine's energy infrastructure. Ukraine was forced to introduce emergency blackouts across the country.

Ukraine and Russia agreed to a partial 30-day energy truce, following consultations with the U.S. in Riyadh on March 25. Moscow violated the ceasefire more than 30 times, Foreign Ministry Spokesperson Heorhii Tykhyi said on April 16.

Short-range drone attacks have become one of the deadliest threats to civilians in Ukraine’s front-line regions, killing at least 395 people and injuring 2,635 between February 2022 and April 2025, according to a new bulletin by the UN Human Rights Monitoring Mission in Ukraine.

The report, "Deadly Drones: Civilians at Risk from Short-Range Drones in Frontline Areas of Ukraine," highlights the growing use of first-person-view (FPV) drones by Russian forces and their devastating impact on the civilian population.

The bulletin documents attacks in which drone operators deliberately targeted civilians engaging in daily activities — driving private cars, riding bicycles, walking outdoors, or evacuating others in clearly marked ambulances.

"Although individually less destructive than artillery or missiles, the sheer scale and increasing frequency of short-range drone attacks have made them one of the deadliest weapons in Ukraine," said Danielle Bell, head of the mission. "Over 3,000 civilian casualties — and the relentless frequency of these attacks — have not only caused immense human suffering but also instilled fear, severely disrupted daily life, and crippled access to essential services in several frontline communities."

The monitoring mission documented, verified, and analyzed 3,030 civilian casualties resulting from short-range drones between 24 February 2022 and 30 April 2025. The researchers conducted site visits to very high-risk areas, including the southern city of Kherson, Zolochiv in Kharkiv Oblast, and other front-line locations. Investigators interviewed survivors and witnesses of drone attacks, medical personnel, and humanitarian workers to assess the full impact of these strikes on civilian life.

Casualties surged in late 2023 and early 2024, with numbers suddenly doubling in July 2024. April 2025 marked the deadliest month on record, with 42 civilians killed and 283 injured. Drone strikes continued into May and June.

On 23 June, a 65-year-old driver was killed in Kostiantynivka, Donetsk Oblast, when a drone struck a minibus. In Kharkiv region, a 58-year-old volunteer was killed on 22 May when a drone dropped a munition on a residential balcony. On 20 May, six civilians were injured when a drone hit a bus in Kherson Oblast.

The vast majority of casualties — 89% — occurred in territory controlled by the Ukrainian government. The UN says these attacks violate international humanitarian law, particularly the principles of distinction and precaution, and may in some cases constitute war crimes.

Russia launched "massive" drone attacks against Odesa overnight, authorities reported, resulting in one civilian killed and at least 14 injured, including three emergency workers.

The attack drones struck over 10 targets, including seven residential buildings, and led to multiple large-scale fires. At the site of one of the attacks, a 23-story residential building caught fire between the 18th and 20th floors, and led to the evacuation of over 600 people.

In Dnipropetrovsk Oblast, two men aged 39 and 64 were injured in Russian attacks, Governor Serhii Lysak said. Two industrial facilities, two schools, and four houses were damaged during strikes against the Nikopol district overnight.

In Donetsk Oblast, one person was killed and another injured in Kostiantynivka, while five others were injured elsewhere in the region, according to Governor Vadym Filashkin.

Russian attacks against Kharkiv and eight other settlements in Kharkiv Oblast injured six people, two of them minors, Governor Oleh Syniehubov reported. Multiple residential buildings, houses, a school, warehouses, and other property were damaged.

In Kherson Oblast, 11 people were wounded in Russian strikes, said the regional governor, Oleksandr Prokudin. Seventeen houses were damaged.

Russia's prison chief sentenced in absentia for torture chambers in Kherson Oblast

Arkady Gostev, head of Russia's Federal Penitentiary Service, was sentenced in absentia to 10 years in prison for creating a network of torture chambers in the Russian-occupied part of Kherson Oblast, Ukraine's Security Service (SBU) announced on June 19.

Gostev was found guilty of orchestrating the transformation of captured Ukrainian prisons into torture sites used to detain and brutalize members of the local resistance. The SBU said victims were subjected to "brutal torture" intended to break their will and force submission to the Kremlin rule.

According to investigators, Gostev personally oversaw the establishment of torture facilities and pushed for their inclusion in Russia's national prison registry through the Justice Ministry.

The court ruled he committed "actions aimed at violently changing or overthrowing the constitutional order or seizing state power."

"Comprehensive measures are being taken to bring him to justice for crimes against our state," the SBU said, noting that Gostev remains in Russia.

Kherson Oblast, which stretches from the Dnipro River to the Black Sea, remains partially occupied, with the east-bank territories still under Russian control.

Gostev joins a growing list of senior Russian officials charged in absentia with war crimes, crimes against humanity, and the administration of occupied territories.

Ukraine has also targeted collaborators working with the occupation authorities.

On June 18, Ukraine's military intelligence (HUR) confirmed the assassination of Mykhailo Hrytsai, a Russian-appointed deputy mayor in Berdiansk, Zaporizhzhia Oblast, for his role in organizing repression and torture of Ukrainian prisoners of war.

Russian attacks on Kherson Oblast injured nine people and damaged residential infrastructure on June 18-19, according to local authorities.

Thirty-four settlements were reportedly targeted with artillery and drones.

On June 18 at 6:00 p.m. local time, eight civilians were reported injured, including two men in Komyshany and Romashkovo, and six others in Bilozerka, Beryslav, Antonivka, and the regional capital Kherson. One more person has been injured since then.

Civilian infrastructure, including private homes and residential buildings, was also damaged in the attacks. A gas pipeline, emergency medical clinic, and fire department were also damaged, according to the latest reports.

Kherson Oblast is located in southern Ukraine, just north of Russian-occupied Crimea, and has been relentless targeted by Russian forces throughout the war.

Ukrainian forces liberated the city of Kherson, the regional capital, in November 2022.

Russian troops continue to occupy large parts of the region and regularly launch attacks on civilian areas using artillery, guided bombs, and drones.

Russian drone attacks injured at least 20 civilians in the Dniprovskyi district of Kherson on June 17, according to local authorities.

"The Russians have changed their tactics for using drones — since early morning, they have been launching massive attacks on the Dniprovskyi district of Kherson," Kherson Oblast Governor Oleksandr Prokudin wrote on Telegram.

The attacks left several people hospitalized with blast trauma and shrapnel wounds.

A 36-year-old man sustained injuries to the head and chest. A 51-year-old woman was treated for a concussion and facial wounds. Four other victims, including two women aged 60 and 67, were hospitalized with injuries to the torso and limbs.

Among those treated on an outpatient basis was a 41-year-old man wounded in the leg and a 58-year old woman who suffered injuries to the torso. Additional outpatient cases include women aged 84, 50, and 62, and a 58-year-old man, who was also admitted for hospital care.

"We are taking all necessary measures to counter enemy drones and adapting to the enemy's new tactics. This takes time," Prokudin said, urging residents to stay indoors unless absolutely necessary.

Kherson, located on the western bank of the Dnipro River in southern Ukraine, has faced relentless Russian attacks since its liberation in November 2022.

Russian forces continue to occupy the eastern bank, from which they launch attacks on civilian targets using artillery, guided bombs, and drones.

Three women aged 71, 62, and 27 were wounded in Kupiansk, Kharkiv Oblast, according to Governor Oleh Syniehubov. The oblast has been under intensifying Russian aerial and artillery attacks in recent weeks.

Air defenses were active over Kyiv and surrounding areas, where three people were injured in the capital and region. Authorities said drone fragments fell in residential zones.

In Zaporizhzhia Oblast, a 46-year-old man was injured as Russian troops carried out 426 strikes on 14 settlements, Governor Ivan Fedorov reported.

The latest strikes come as Russia continues to escalate its aerial campaign and reject calls for a ceasefire. Ukrainian officials have repeatedly urged Western partners to bolster air defense capabilities as drone and missile attacks persist.

Russian forces unleashed drones, artillery, and airstrikes on Kherson Oblast and the city over the last day, killing one person and injuring seven, the oblast administration reported. Russian attacks damaged apartments, homes, and gas pipelines, as well as other infrastructure.

In Donetsk Oblast, Russian attacks injured two people in Pokrovsk and Myrnohrad, regional governor Vadym Filashkin reported.

Russia’s combined mass missile and drone strikes largely targeted Kremenchuk in Poltava Oblast. No one was injured or killed, but the attacks hit energy and agricultural facilities, said Poltava governor Volodymyr Kohut.

Of 183 drones Russia launched, Ukrainian air defense neutralized 159, the Air Force said in their morning update. Ukraine also shot down 2 Kinzhal air-launched ballistic missiles and six out of eight cruise missiles.

Drones were also spotted flying through Kyiv and Kyiv Oblast, Chernihiv, Sumy, Dnipropetrovsk, Kirovohrad, Mykolaiv, Zaporizhzhia, and Donetsk oblasts.

Despite talks of peace negotiations, Russia has amped up its drone attacks on Ukraine over the last month. On May 26, Russia launched 355 drones at Ukraine, a record that was broken on June 1 with 472 drones, and on June 9, when Russia fired 479 drones and 20 missiles against Ukrainian cities.
