In an interview with The New York Times, the new director of U.S. Citizenship and Immigration Services said the test to become a U.S. citizen was too easy.
The ruling appears to be the first time that an appellate court has ruled on birthright citizenship after a Supreme Court decision limiting the scope of injunctions sent lawyers scrambling to recast their claims in light of its new standard.
There were violent protests against French rule in the semiautonomous Pacific territory last year. The agreement would create a new state within the French Republic.
